The legal description of the 4.23-acre property is Lot 3, Block 1, White Horse Springs Subdivision. The permit and record drawing was provided by Pitkin County Environmental Health Department (Parcel ID #2643-341-00-013). The subject OWTS consists of one 1000-gallon, single-compartment concrete septic tank. Effluent gravity flows to a drywell (seepage pit), described as 9’ x 9’ (250 square feet). Pitkin County Health Department Permit Number 720079 documents this system. The original permit does not note how many bedrooms the OWTS was sized to accommodate. The permit received final approval on June 22, 1973. Pitkin County also issued OWTS Use Permit 0020.2014.powu. The septic tank is located to the southeast of the residence. No clean out was observed between the house and the septic tank. No one has occupied the residence since the septic was last inspected 4/1/14. At the time of the last inspection, the septic tank was pumped by B&R Septic. At the time of our inspection, both septic tank lids were accessible from grade with 3-feet of risers. Liquid levels in the septic tank were LOW due to the fact that the house has not been occupied since the time of the last pumping. To assure the septic tank is holding liquid levels normally, we recommend that the levels in the septic tank be checked again approximately 6-months after occupancy of the house has resumed. Both inlet and outlet tees were present. There is an effluent filter on the outlet tee of the septic tank. This filter must be cleaned annually, or as needed. It should also be noted that this septic tank has a single compartment. This tank is aging, and we recommend installation of a two-compartment septic tank at the time this septic tank is no longer functional, or sooner, if desired. Having a two-compartment septic tank allows proper settling of solids and minimizes solids traveling to the seepage pit. Effluent gravity flows to a seepage pit, located approximately 12-feet southeast of the septic tank. Risers bring access from the seepage pit to grade for inspection and monitoring. The septic tank is not at full levels; therefore, no effluent is entering the seepage pit. Since we were not able to observe the seepage pit while in use, we recommend checking levels in the seepage pit after the house has been occupied for approximately 6-months. We walked the area surrounding and down gradient of the OWTS and found no evidence of surface saturation or failure at the time of our inspection. This evaluation is not a guarantee of future system performance. This inspection is good for one year. Recommendations: • Check levels in the septic tank after approximately 6-months of occupancy. • Clean effluent filter annually, or as needed. • Replace single-compartment septic tank with a two-compartment septic tank when the existing tank is no longer functional, or sooner, if desired. • Check levels in the drywell approximately 6-months after occupancy. This report and a completed OWTS Use Permit Application must be submitted to the Pitkin County Environmental Health Department.
