Contractor’s Obligations. See attached Scope of Work. 2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1 of this Task Order. It is expressly understood and agreed that in no event will the total compensation and reimbursement to be paid hereunder exceed the sum of One Hundred Thousand One dollars and Zero cents ($101,000.00) for all services rendered. By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason. Any invoices not sent in the following manner may have payment delayed. All invoices for this Task Order shall reference Task Order C-1 and Crystal Valley Property. Contractor’s Obligations. A. Project Description This project consists of providing surveying, civil engineering and site structural engineering services to support the County’s redevelopment of the two buildings on the parcel for employee housing. Other services that may be provided, if requested, include MEP engineering, geothermal design and well testing. An initial Scoping phase was used to allow the project team to visit the site, evaluate existing conditions and develop the scope of work for the design phase. The attached proposal reflects the final design phases that came out of the scoping phase. B. Work Plan See attached proposal for further information describing the design phase tasks 1-5. Total compensation and reimbursement to be paid hereunder exceed the sum of: One-hundred-one-thousand dollars and zero cents ($101,000.00) for all services rendered. p | 1 Pitkin County Crystal Valley Property Survey/Civil/Structural Scope of Work Project Information and Assumptions We understand the following about this project: · The two existing residential units on the property are being renovated for County employee housing and other uses. The footprints of the residential units will not be changed. · The Project Architect is Suzannah Reid and building structural engineering is being performed by Evolve Structural. · Artaic Group is providing Owner’s Rep services and will be SGM’s primary point of contact. · Surveying, Civil, and Site Structural Engineering disciplines from SGM. · MEP Engineering may be provided as an additional service at a future time. · The Authority Having Jurisdiction is Pitkin County · The building will be designed to the currently adopted 2021 international codes, 2023 NEC, and local code amendments as adopted by the municipality. · Project delivery: o Design-Bid-Build project delivery method is currently anticipated. o Permit/plan submission will be via Construction Documents o Deliverables: Plans (in PDF format) issued at each milestone and corresponding with AIA level of completion. Construction Documents will be sealed and signed by a Colorado- licensed professional engineer. o Client review and comment periods are anticipated to coincide with the milestone plan sets, with comments incorporated into the next milestone if applicable. · The existing site consists of the following residential buildings (from County Assessor information): o Building 1 – 2,800 square feet, 3 bedroom, 2 bathroom, gas heating o Building 2 – 2,136 square feet, 1 bedroom, 2 bathroom, electric · Total budget amount for Design and Construction cost is $2,585,000. · File formats utilized and coordination: o Civil base maps will be provided in AutoCAD 2024 format. o Architectural background files will be provided *.dwg CAD format o Background updates, review comments, and basic spatial coordination efforts will be processed in conjunction with milestone plan sets. Project Scope of Work Task 1 – Project Management 1. Mike Fowler will be the SGM Project Manager and dedicated point of contact, responsible for SGM and coordinating SGM work and schedules, and disseminating incoming and outgoing information as needed for the project. 2. Design leads to attend virtual design team meetings with the Ownership team and Architect, as needed. We anticipate there may be up to three virtual meetings. 3. Design leads will attend in-person meetings with the client and design team, as requested. We anticipate there may be one in-person meeting during design. 4. The Project Manager will regularly communicate with the design team via phone calls, emails, and other correspondence. 5. Maintain electronic filing and project documentation. 6. Facilitate project closeout of SGM-assigned disciplines. 7. Perform monthly project budget status and invoice reviews. p | 2 Pitkin County Crystal Valley Property Survey/Civil/Structural Scope of Work Task 2 – Survey 1. Review existing information (previous survey, record documents, etc.). 2. Develop initial site plan utilizing previous survey information, Pitkin County LiDAR and aerial imagery. 3. Perform field survey of existing conditions to obtain topographic data and locations of existing features. The field survey will be limited to the area around the buildings where grading or other improvements are anticipated and will include items such as: a. Location of existing bridge b. Top of riverbank c. Edge of water at time of survey d. Approximate OHWL as indicated by edge of existing vegetation on riverbank e. Building perimeters and finished floor elevations f. Trees 6” caliper and larger g. Septic tanks and cleanouts, seepage pit. 4. Integrate field survey information into site plan to produce final electronic site map for design use. Task 3 – Civil Engineering Proposed Civil Engineering scope includes engineering design and permitting support associated with the proposed site improvements. Planned development of the property includes: · Remodel of two (2) residential buildings · Water system improvements to provide domestic service from the existing well · Fire suppression storage as needed to meet local fire code · Combined septic system to serve both buildings · Driveway Improvements for Fire Access · Grading and drainage associated with site improvements Site Improvements Design SGM will prepare civil construction plans and design documents for the proposed site improvements. We will include dimensional control, roadway improvements, grading, drainage, erosion controls and utility design for construction based on the client approved site layout. Also provided by SGM will be the necessary drainage calculations and engineering reports for permitting. SGM will coordinate design with the client’s land planner, architect and landscape architect for integrated plan preparation. Site Plan SGM will prepare a site plan with dimensional control and details of site elements, based on the approved site layout, to meet current codes and criteria. A general site plan is warranted to help encompass the scope, aid in design coordination, and provide an overall layout of all site improvements. Erosion Controls SGM will prepare an Erosion and Sedimentation Control Plan that addresses temporary erosion and sedimentation controls during construction to meet State and Federal p | 3 Pitkin County Crystal Valley Property Survey/Civil/Structural Scope of Work requirements. The erosion control plan will also include typical notes for general slope stabilization and revegetation of disturbed areas within the site. Revegetation notes will be coordinated with the Landscape Architect. Any non-typical slope stabilization measures will be coordinated with client’s geotechnical engineer. Grading and Drainage SGM will provide surface grading and drainage plans for the approved site layout. This subtask will include coordination with client consultants regarding drainage around buildings and integration of landscape features. The grading and drainage plans will be designed to comply with local codes and criteria and will detail site grading and hardscape layout, including detailed spot elevations and storm drainage infrastructure, as necessary. SGM will provide adequate detail to amend the site to the proposed layout while matching existing drainage patterns. A drainage report will also be provided for permit submittal. Utilities A Utility Plan will be provided for services to the proposed buildings onsite. SGM will coordinate with the Architects MEP for the building connection points and service line sizes. This proposal anticipates that fire and domestic water will be provided by an existing well located onsite, sanitary service by a proposed onsite OWTS septic systems, gas service provided by onsite propane tanks, and electric service from Holy Cross Energy. OWTS Design SGM will design an Onsite Wastewater Treatment System (OWTS) to serve the proposed onsite housing. This task will include the following: Tactile Soil Analysis SGM will coordinate with the client’s excavator to establish test pit locations to be used to obtain samples for a tactile soil analysis as required to determine subsurface characteristics needed for the Soil Treatment Area (STA) design calculations. The analysis will include a site log and analysis report to comply with local codes and criteria and will detail soil properties and limiting layers to be used to determine the long-term acceptance rate (LTAR) used for sizing the STA. OWTS Design Drawings The OWTS will be designed to comply with Pitkin County design standards. OWTS design plans and detail sheets will be prepared for the proposed onsite systems. SGM will coordinate with the MEP for service line sizes and routing for sanitary service connection to the buildings. OWTS design drawings will include site layout, flow line elevations and details for all system components included within the OWTS to be used for construction and permitting. OWTS Permit and Construction Documents SGM will prepare construction plans and documents for the OWTS permits through Pitkin County. We will include site piping for the sanitary service, the septic tank design and the soil treatment area components. Permitting Support SGM will compile the various civil related submittal documents to accompany the Improvements Plans for submittal to the County. This task will include coordination with the client’s permitting consultant to provide the various reports, plans, exhibits, narratives, property ownership and p | 4 Pitkin County Crystal Valley Property Survey/Civil/Structural Scope of Work easements documents required for permit submittals. SGM will coordinate with County staff as necessary to address review comments and attend meetings or conference calls as needed throughout the review process. This task will include plan revisions to address comments associated with code compliance and resubmittals for County staff approval. If significant changes occur that are beyond this scope, we anticipate updating plans on an hourly basis. Task 4 – Site Structural Engineering The basic scope of structural engineering services for the project includes the design and detailing for site retaining walls. SGM did a site walk-through on February 19th, 2025. We understand that the slope above the two structures on site is bearing directly on the structures. The intent is to cut into the slope and install retaining walls so that there is a clear space between the slopes and the structures and room to provide drainage. The retaining wall design assumptions include: 1. Up to two retaining walls. 2. Maximum height of 6 feet measured from bottom of wall to top of wall (not retained height). 3. Maximum length of each retaining wall will be 200 feet. 4. Both walls will be the same type. 5. Walls will be either large block gravity wall system or engineered boulder wall system. 6. There will be no railings, copings, or other structural elements attached to the retaining walls. 7. No geotechnical investigation will be done. The design will use the presumptive soil property from the International Building Code. 8. A separate retaining wall structural detail sheets may be included or details incorporated into civil plans. 9. One review submittal is assumed. Comments will be addressed from that review submittal and construction documents will be finalized. No additional structural inspection or analysis is included for the bridge. SGM inspected and load rated the bridge in 2019 and assisted the County in scour repairs and bridge deck replacement. The bridge rating in 2019 indicated the operating rating for the girders was 33 tons. This is based on a standard 36 ton rating truck and did not include legal load ratings. Task 5 – Bidding Support Bidding support tasks (when requested) commonly include: 1. Assist team with contractor bidding efforts. 2. Reply to bidder questions. 3. Assist in reviewing proposals for scope, cost, and comparison. Additional Services for Consideration MEP Engineering The required scope of work for MEP Engineering is not considered to be developed enough to include it in the base project at this time. As the design is further developed we can refine the MEP scope and add it to the project through a change order, or it could be determined to be unnecessary. If the full MEP scope is required, as originally contemplated then the anticipated MEP scope may be based on the following information. We understand the following about this project: p | 5 Pitkin County Crystal Valley Property Survey/Civil/Structural Scope of Work · Mechanical, Electrical, and Plumbing (MEP) systems: o (2) Plan sets and permits will be required, one for each structure. o The base mechanical system will be electric resistance baseboard. Cooling or boiler systems will not be necessary. o It is assumed that mechanical ventilation will be added, and based on “whole house ventilation” strategy and associated ductwork and ERV. o The site will be all electric, no natural gas or propane systems will be designed. o Plumbing scope will not be necessary. o Electrical service upgrades are anticipated. Electrical backup and standby systems are not anticipated. · File formats utilized and coordination: o MEP models will be produced in Revit (‘25) 2D format. he following tasks are necessary to develop the basis of design for each building structure: 1. Identify the Basis of Design (BoD) based on owner’s project requirements and input, via the following activities, which will be used for the subsequent design tasks: a. Teleconference with relevant stakeholders and consultants. b. Identify locations of: i. Electrical panels and meter stack ii. Mechanical intake and exhaust envelope penetrations and associated clearances c. Confirm scope of any current or anticipated future solar arrays. 2. Architectural plan status: completion of this phases requires architectural floor plans to be substantially complete with respect to layout as major changes will affect calculations in the next phase. 3. Deliverable: Summary of systems via narrative and supporting graphical exhibit(s). Document shall be considered the Basis of Design (BoD) for subsequent tasks. 4. Mechanical a. Calculate building heat gain and loss. Calculations will be based on climatic data, building envelope, lights, people, and equipment. Building envelope data will be based on estimated performance of existing window, wall, and roof construction, or as detailed by the architect if new construction. Space-by-space load calculations will be completed using software meeting ASHRAE standard 183. b. Design, calculate, and specify HVAC systems and materials as follows, and in accordance with the basis of design and load calculation results: i. Space heating for occupant comfort and freeze protection ii. Code required ventilation rates based on residential code requirements. iii. Code required exhaust rates and space use. iv. Test and Balance (TAB) flows, specify TAB contractor qualification requirements. c. Layout routing of ventilation ductwork, equipment for the specified systems i. Coordinate with the architect for adequate equipment space and clearances. d. Specify control systems and sequences of operation for mechanical equipment. 5. Electrical: a. Perform NEC-required calculations, including demand loads and fault study. b. Coordinate interconnection for solar array (and battery system if applicable). Others will do the design of the array and battery system. c. Design and size the electrical service equipment and distribution system. p | 6 Pitkin County Crystal Valley Property Survey/Civil/Structural Scope of Work d. Develop a one-line or riser diagram and associated details. e. Design and layout receptacles, devices, and circuiting. f. In addition to the above, power and raceway coordination will be provided for the following items specified by other disciplines or trades, such as: i. Mechanical and plumbing equipment ii. Appliances iii. Fire alarm iv. Security v. A/V 6. Solar: Coordinate electrical service equipment design to accommodate a solar photovoltaic array. Provide performance-based specifications for the solar array, which will be completed by others under a design/build approach. Geothermal Design 1. Procure IGSHPA-Certified geothermal consultant to review project-specific heat rejection and simulation results, design the bore loop, provide subsequent plan set. This consultant may be procured under SGM or by the County, depending on contractual preferences. 2. In addition to the base peak load calculations, SGM will calculate approximate annual energy use profile, necessary for design of the geothermal bore loop. Calculations will be based on Trane Trace 8760-hour simulation and general assumptions on appliance use and occupancy schedules. 3. Design the necessary mechanical system to interface with the bore field loop. This will consist of water to air heat pump(s) or water source heat pump(s) and their associated hydronic systems (i.e. pumps, expansion tanks, piping, buffer tanks etc.). Well Evaluation and Testing We understand that the well was installed in 1965 and a previous ADU Special Review in 1981 indicated that the Division of Water Resources determined that the existing well is permitted as a domestic well and may be used to serve a second house since adequate water appears to be physically and legally available. SGM’s Water Resources team can perform additional review of the existing well information for legal water supply adequacy and provide a summary and recommendations memo. This task can be added if requested by the County. Well pump testing and water quality testing can be provided by SGM’s Water Resources team. This would include a 4-hour or 24-hour constant rate pump test, water sampling and testing and preparing a memo summarizing findings, issues and recommendations. A pump contractor (e.g. Samuelson or AquaTec) would be contracted separately. Construction Phase Support Construction phase work is not included in this scope. It is anticipated that a nominal amount of construction support will be required from the design team, but it is difficult to estimate this level of effort prior to completing the design. A separate future task order can be developed for design support during construction. p | 7 Pitkin County Crystal Valley Property Survey/Civil/Structural Scope of Work Exclusions These services are either not requested or not required for this project, or the design is to be provided by others. · Construction cost estimates. · Additional meetings not specifically identified in the scope. · Structural design of building elements (this is being performed by separate structural firm through the Project Architect). · Lighting design. · Third-party consultants not specifically called out, including pool design, low voltage, security, acoustics, IT, A/V, solar panel array, kitchen equipment, etc. · Generator or standby power design. · Life Safety design (fire alarms and fire sprinkler systems) · 3D coordination, & modeling to a Level of Detail (LoD) specification, clash detection analysis. · Demolition plans or demolition safety plans · Documentation, coordination, and response to 3rd party reviews, peer reviews, specialty consultants, historical preservation commissions, non-contractual contractors, or reviews by other entities not specifically stated. Project Fees The proposed fees were developed by estimating the total labor required to complete the design. If there are multiple iterations of the design, the project scope could change substantially, or, if unforeseen circumstances arise, the fees shown would be negotiated accordingly. SGM will provide detailed invoicing and monthly project status updates describing SGM's work. Civil engineering design can begin after the initial survey and mapping is completed and after all pertinent site improvements information is provided by the Project Architect. Site Structural engineering design efforts will be concurrent with the Civil design. Project design is anticipated to begin in March and be completed by end of May 2025.
