1999 ANNUAL OPERATING PLAN
CHALLENGE COST -SHARE AGREEMENT BETWEEN PITKIN COUNTY
AND
USDA FOREST SERVICE
This Operating Plan, made this 1st day of April 1, 1999, is made pursuant to sections IIIA, IIIG, IVA,
and IVH in the Challenge Cost -Share Agreement between Pitkin County and the USDA Forest Service
to control access on Maroon Creek Road, provide public mass transportation to the Maroon Lake area,
and provide interpretive information for outdoor recreational and educational activities to persons using
the public mass transportation service.
Pitkin County and the Forest Service mutually agree to the following:
1. DATES AND TIMES OF ROAD CLOSURE
Maroon Creek Road will be closed to vehicle traffic except by permit at the Forest Service entrance
station between the hours of 9:00 a.m. and 5:00 p.m. on the following dates: 1) daily, beginning on June
19 and ending on September 6; and 2) on September 11, 12, 18, 19, 25 and 26.
2. PUBLIC MASS TRANSPORTATION SERVICE
The transportation service (buses) will be operated from 9:00a.m. from Aspen to 5:OOp.m. daily from
June 19 to September 6, and September 11, 12 , 18, 19, 25, and 26. Extension of these dates can be
made by mutual agreement.
Buses will depart from the Rubey Park Bus Station in Aspen. Buses of at least 36 passenger capaci-
ties will depart for Maroon Lake every 20 to 30 minutes. Three departures per hour will be scheduled
during peak periods. Capacities and timing of bus departures will be sufficient to adequately meet pub-
lic demand.
3. TRANSFER OF FUNDS
Pitkin County shall pay to the Forest Service a sum of $25,500 (twenty five thousand, five hundred
dollars). The $25,500 will be payable in two payments of $12,750 each after receipt of Bills for Collec-
tion from the Forest Service. The first payment will be due approximately on Mayl, 1999 and the sec-
ond payment will be due approximately July 1, 1999.
