The Program Management Services for the Aspen/Pitkin County Airport Capital Maintenace & Replacement Program (the “Agreement”) dated August 18, 2022 between the Board of County
Commissioners of Pitkin County (the “County”) and Kimley Horn and Associates, Inc. 310 Market Street, Suite 116 Basalt, CO 81621 (the “Contractor”), shall include the following services.
1.Contractor’s Obligations. Contractor shall provide the professional consulting services described in theattached Contractor Scope of Work and Fee Summary (“Attachment A”)
2.Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensateContractor for its services in accordance with the Project Budget and Schedule set out inParagraph 1 of this Task Order. It is expressly understood and agreed that in no event will thetotal compensation and reimbursement to be paid hereunder exceed the sum of Two Hundred
Fifteen Thousand dollars and Zero cents ($215,000.00) for all services rendered. By TaskOrder or Task Order Amendment, the County and Contractor may reallocate the budget amongproject tasks if the total budget amount remains unchanged. Contractor shall invoice for theproject monthly based on hours worked, with payment expected within thirty (30) days ofinvoice, but any payment by the County may be offset by any amount the Contractor owes the
County for any reason.
Any invoices not sent in the following manner may have payment delayed. All invoices for thisTask Order shall reference Task Order 141.22 I-1 and Comprehensive Airfield Survey with SUE2025. Invoices shall be sent electronically in PDF format to ap@pitkincounty.com.

3. Pitkin County’s Obligations. Pitkin County shall administer this contract through a County
Representative. Diane Jackson, Aspen/Pitkin County Airport Deputy Director will manage the
project as the County’s Representative. The services provided and products delivered by the Contractor under this contract will be subject to review by the County’s Representatives, or a designee, for compliance with Contractor’s obligations prior to final payment.
4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the
Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the avoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respects the Agreement is in full force and effect and remains unchanged by this Task Order.

SCOPE OF WORK
Background
The Aspen-Pitkin County Airport (“Client”) has proposed a comprehensive topographic survey
with the addition of a subsurface utility investigation (the “Project”) and has requested that
Kimley-Horn and Associates, Inc. (“Consultant”) provide Professional Consulting Services as part
of this project. The data collected from this project will support the upcoming runway relocation
project.
The Project will be funded with local funds.
These services will be provided in accordance with the following Elements of the Scope of
Services in the Consultant’s Master Services Agreement (MSA) dated August 18th 2022:
Pre-Design Services
Consultant will provide the services specifically set forth below.
Task 1 – Coordination Meetings and Survey Scope Development
The Consultant will:
Attend up to two (2) virtual meetings (attended by up to three (3) Consultant employees).

Develop a Scope of Services and Agreement for the comprehensive topographic survey
with the addition of a subsurface utility investigation to be completed by the Consultant
with two (2) subconsultants.
Task 2 – Topographic Survey
Coordination to Collect Existing Data
Consultant will:
Collect and review readily available as-built plans and existing survey information to
gather information on existing topography, facilities, and utilities.
Coordinate with field survey crews to establish survey limits, coordinate access, establish
survey schedule and provide available survey control information.
Coordinate with airport operations personnel for access to the airport and obtain the
necessary badging required, and review safety protocol, working hours, restrictions, etc.
Field Work (performed by Consultant with assistance of qualified subconsultant (SGM))
Consultant, with assistance of a Subconsultant will perform a field survey to prepare topographic
mapping of project area. The topographic mapping for the project will consist of the following:
Recording the location, description and digital image of all primary horizontal and vertical
control benchmarks, including a summarization of all permanent and temporary
monuments found or set. The survey will be tied to the Primary Airport Control Station
(PACS) and all Secondary Airport Control Stations (SACS).
The survey will reference NAD 83 horizontal datum and NAVD 88 vertical datum in U.S.
Survey Foot for the appropriate local State Plane coordinate system zone. The PACS will
serve as the basis point for the project cartesian coordinate system, as well as the origin to
convert a survey performed with Global Positioning System (GPS) equipment from grid to
ground coordinates using the published PACS combined scale factor. A level loop traverse
commencing at the PACS, passing through all SACS and closing back on the PACS is
required to verify the grid to ground conversion.
When using GPS equipment, an array of horizontal and vertical points will be shot on a
twenty-five foot by twenty-five foot (25’ x 25’) grid for paved areas, i.e. runways, taxiways,
roadways, ramps, parking lots, etc. Additional points will be taken to delineate visible grade

breaks in the pavement. Taxiway points will be taken every twenty-five feet (25’) along
the taxiway centerline within the designated survey limits, transversely at either edge of
full-strength pavement (typically delineated with double yellow pavement markings),
halfway between the centerline and edge of full-strength pavement, not to exceed twenty-
five feet (25’) and any grade breaks encountered. Similarly, roadways vary in widths and
types and therefore will require points every twenty-five feet (25’) along the length of the
roadway centerline within the specified survey area and perpendicularly to both roadway
pavement edges, and if applicable, curb flowlines, back of curb, sidewalks and along any
continuous or dashed pavement marking. For cement concrete pavements, points will be
be taken at the pavement joint corners, superseding the abovementioned grid spacing.
Where runway, taxiway or roadway shoulders are present (paved, gravel, turf etc.), points
will be taken on the outside edge of the shoulder, corresponding to the spacing of the points
along the centerline outlined above. Where the shoulder is wider than twenty-five feet
(25’), an additional shot at the midpoint of the shoulder will be taken, not to exceed twenty-
five feet (25’). Points in open terrain areas will be taken at a fifty-foot by fifty-foot (50’ x
50’) grid. Additional points will be taken to accurately depict the topography, including
berms, ditch lines, grade breaks, etc.
Hardscape points will be accurate to within four-hundredths of a foot (0.04’+/-) and terrain
points within one-tenth of a foot (0.10’+/-) accuracy. Points will be taken at site features,
concrete pavement joints, pavement break lines, pavement markings (color, location and
width), curbs (back, face and gutter pan), walls (material, type, width, top and bottom),
edge of open water elevation (pond, river, etc.), fencing (base, height, material and type),
poles/posts (base, height material and type), signs (base, color, height, material, transcript
and type), delineators/reflectors (base, color, height, material and type), drainage ditches
and channels, grade breaks, toe and top of slopes, limits of riprap, trees (species, trunk
size), perimeter of shrubbery, etc. A sufficient number of points will be taken along all
horizontal curves to define the approximate radii.
The survey will includes staking 70 boring and 19 coring hole locations for the
geotechnical investigation (performed by others).

Topographic Survey Deliverables Specifications
An ASCII file containing all survey points in comma delimited format (PNEZD) including
point number, northing, easting, elevation and description.
Table of point code abbreviations with full descriptions.
AutoCAD Release 2024 drawing format (.dwg) or previous version containing linework
as described under Project Scope of Services above.
The layer naming convention will follow the National CAD Standards (NCS).
AutoCAD Release 2024 drawing format (.dwg) of Civil 3D surface of existing ground
topography with all associated points, feature lines, 3D breaklines, etc. used in developing
the surface.
XML file (.xml) including all alignments, points, surfaces, etc.
Field book notes and sketches in PDF format (.pdf) and digital photos of all found and set
survey monuments, utility structures and any unique site conditions or features.
National Geodetic Survey data sheets.
Sealed and signed plan set of the survey in PDF format.
Task 3 – Subsurface Utility Investigation using SUE Quality Levels
All work under this task will be completed under the direction of and sealed by a Professional
Subsurface Utility Engineer. The work shall be conducted using equipment, personnel and
procedures that will ensure compliance. The purpose of this task is to produce least uncertain utility
information that will guide design and construction decisions, reduce conflicts, and maintain
compliance with American Society of Civil Engineers (ASCE) Standard 38-22, ASCE Standard
75-22, and Colorado Revised Statute (CRS) 9-1.5-103, which address utility excavation,
notification, and safety.

Kimley-Horn will help determine the Subsurface Utility Engineering (SUE) Quality Levels (QL)
needed for different areas of the project:
QL-D – Records research and existing utility documentation
QL-C – Surface feature observation and initial field checks
QL-B – Horizontal positions determined via non-intrusive geophysical methods
QL-A – Exact depth verification through test holes for utilities posing high risk
These SUE activities will be integrated into the project’s overall schedule with the intent to perform
while the Airport is closed (May 5th through June 1st). The Subsurface Utility Investigation for the
project will consist of the following:
Hardscape points will be accurate to within four-hundredths of a foot (0.04’+/-) and terrain
points within one-tenth of a foot (0.10’+/-) accuracy. Points shall be taken at
communication lines (depth, size and type), electrical lines (depth, height, size and type),
natural gas lines (depth, material, size and type), sanitary sewer structures (invert, material,
rim, size and type – cleanout, manhole, vault, etc.), sanitary sewers (material, size and
type), storm sewer structures (invert, material, grate/rim elevations at all corners and at any
supplementary apron corners, size and type – inlet, junction, manhole, outlet, vault, etc.),
storm sewers (material, size and type), waterlines (depth, material, size and type), manholes
(invert, material, grate/rim, size and type), junction boxes (invert, material, grate/rim, size
and type), handholes (invert, material, rim, size and type), vaults (invert, material,
grate/rim, size and type), hydrants (base, height and type), meters (material, rim, size and
type), pedestals (base, height and type), lights (base, color, height, and type), navigational
aids (base, height and type – glide slope, localizer, PAPI, etc.), borings and corings
encountered.
Regulatory Compliance – activities will comply with ASCE 38-22 and 75-22 standards
for utility investigations and data exchange, as well as CRS 9-1.5-103 for excavation safety
and notification requirements. To initiate the utility coordination process, Kimley-Horn
will submit an 811 Web Ticket Entry (WTE) request as soon as it is determined that SUE
work must begin. During review of utility data, such as 811 records and previously geo-
referenced as-built information, Kimley-Horn will confirm that all relevant excavation and
safety regulations are met before any field work commences.

Stakeholder Engagement & SUE Meeting - Early in the project, Kimley-Horn will host
a SUE meeting with the regional utility manager(s). This meeting will:
Establish shared expectations for designating, locating, and surveying utilities.
Present the approach for incorporating SUE findings into project designs.
Emphasize safety and compliance, particularly around QL-A test holes for depth
confirmation.
Preliminary Utility Research - Kimley-Horn will commence QL-D tasks by collecting
and reviewing existing documentation, including 811 records, utility maps, and any other
available as-built data. This records research serves as the foundation for identifying utility
corridors and potential conflicts in the project area.
Following this desk study, Kimley-Horn will conduct QL-C field observations to locate
visible features such as manholes, valve boxes, hydrants, and other surface appurtenances.
By combining the collected QL-D and QL-C data, the design team will decide which utility
lines require further detail through QL-B (utility designation) and which may need QL-A
(test holes) for final depth confirmation.
Determine SUE Levels - Kimley-Horn and the regional utility manager(s) will collaborate
with the design team to assign SUE Quality Levels to specific utilities based on risk and
project complexity:
1. QL-D to QL-C: If existing records indicate insufficient data for certain areas, the
team proceeds with surface checks and measurements.
2. QL-B: Uses geophysical methods to designate horizontal positions accurately.
Including 60 inlets and/or manholes. Storm sewers will be located with a rodder
and sonde to capture horizontal location of these systems that cannot be identified
using standard geophysical methods.
3. QL-A: Pinpoints exact vertical depths for utilities where conflicts could
significantly affect safety, budget, or the overall schedule.

SCHEDULE
Consultant will provide services and deliverables as determined within a mutually agreed upon
schedule, assuming continuous design progress and timely Client and agency reviews. Field work
is scheduled for during the closure of the Airport (May 5 to June 1, 2025).
FEE
The scope of services described in Task 1-3 shall be performed on a lump sum basis. This lump
sum amount is intended to cover all applicable labor and expense costs.
Individual task amounts are provided for budgeting purposes only. Kimley-Horn reserves the right
to reallocate amounts among labor and expense tasks as necessary.
This project shall be billed monthly on a percent complete basis according to our then-current
rates.
The attached Fee Summary Spreadsheet shows the basis for our task fees.

Getting paper or electronic copies
At any time, you may request from us a paper or electronic copy of any record provided or made
available electronically to you by us. For such copies, as long as you are an authorized user of
the DocuSign system you will have the ability to download and print any documents we send to
you through your DocuSign user account for a limited period of time (usually 30 days) after such
documents are first sent to you. After such time, if you wish for us to send you paper or
electronic copies of any such documents from our office to you, you may be charged a per-page
fee. You may request delivery of such paper or electronic copies from us by following the
procedure described below.
Withdrawing your consent
If you are an authorized DocuSign Account holder, you can decide to receive notices and
disclosures from us electronically, you may at any time change your mind and tell us that
thereafter you want to receive required notices and disclosures only in paper format. Described
below is the process for informing us of your decision to receive future notices and disclosure in
paper format and also how to withdraw your consent to receive notices and disclosures
electronically.
Consequences of changing your mind
If you elect to receive required notices and disclosures only in paper format, it will slow the
speed at which we can complete certain steps in transactions with you and delivering services to
you because we will need first to send the required notices or disclosures to you in paper format,
and then wait until we receive back from you your acknowledgment of your receipt of such
paper notices or disclosures. To indicate to us that you are changing your mind, you must
withdraw your consent using the DocuSign 'Withdraw Consent' form on the signing page of your
DocuSign account. This will indicate to us that you have withdrawn your consent to receive
required notices and disclosures electronically from us and you will no longer be able to use your
DocuSign user account to receive required notices and consents electronically from us or to sign
electronically documents from us.
All notices and disclosures will be sent to you electronically
Unless you tell us otherwise in accordance with the procedures described herein, we will provide
electronically to you through your DocuSign user account all required notices, disclosures,
authorizations, acknowledgments, and other documents that are required to be provided or made
available to you during the course of our relationship with you. To reduce the chance of you
inadvertently not receiving any notice or disclosure, we prefer to provide all of the required
notices and disclosures to you by the same method and to the same address that you have given
us. Thus, you can receive all the disclosures and notices electronically or in paper format through
the paper mail delivery system. If you do not agree with this process, please let us know as
described below. Please also see the paragraph immediately above that describes the
consequences of your electing not to receive delivery of the notices and disclosures
electronically from us.
How to contact Pitkin County:
You may contact us to let us know of your changes as to how we may contact you electronically,
to request paper copies of certain information from us, and to withdraw your prior consent to
receive notices and disclosures electronically as follows:

To advise Pitkin County of your new e-mail address
To let us know of a change in your e-mail address where we should send notices and disclosures
electronically to you, you must send an email message to us at Helpdesk@provelocity.com and
in the body of such request you must state: your previous e-mail address, your new e-mail
address .
In addition, you must notify DocuSign, Inc to arrange for your new email address to be reflected
in your DocuSign account by following the process for changing e-mail in DocuSign.
To request paper or electronic copies from Pitkin County
To request delivery from us of paper or electronic copies of the notices and disclosures
previously provided by us to you electronically, you should request those documents from Pitkin
County under the Colorado Open Records Act by contacting the Pitkin County custodian who
sent you the document for signature.
To withdraw your consent with Pitkin County
To inform us that you no longer want to receive future notices and disclosures in electronic
format you may:
i. decline to sign a document from within your DocuSign account, and on the subsequent
page, select the check-box indicating you wish to withdraw your consent, or you may;
ii. send us an e-mail to Helpdesk@provelocity.com and in the body of such a request, you
must state your e-mail, full name, Postal Address, telephone number, and account
number.
