Jessie Young – Open Space and Trails Mike Fowler 530 East Main St., Suite 202 118 West 6th St., Suite 200 Aspen, CO 81611 Glenwood Springs, CO 81601 Phone: (970) 920-5232 Phone: (970) 384-9075 Email: jessie.young@pitkincounty.com mikef@sgm-inc.com PROJECT NAME: PENNY HOT SPRINGS DESIGN START DATE: March 17, 2022 END DATE: December 31, 2022 The On-Call Engineering Services (the “Agreement”) dated January 1, 2020 between the Board of County Commissioners of Pitkin County (the “County”) and SGM Inc. 118 West 6th St., Suite 200 Glenwood Springs, CO 81601 (the “Contractor”), shall include the following services. 1. Contractor’s Obligations. A. Project Description This project consists of field surveying and engineering design for the reconfiguration of the parking area, bank stabilization and access trail improvements at the Penny Hot Springs. Previous design work was performed by SGM in 2017, but this was intended as temporary repairs and was never completed. The proposed work now supports the implementation phase of the recently approved management plan. SGM has also performed boundary analysis work and provided right-of-way and easement drawings to the County for use in lease area negotiations with CDOT. This current Task Order will supplement the previous field survey work and includes engineering and landscape architecture design. B. Work Plan Phase 1 – Project Management and Meetings (30%) This consists of ongoing project management and coordination between OST and the design team. A project kickoff meeting and site visit review meeting during design are included in this phase. Phase 2 – Preliminary Design (30%) This consists of performing additional topographic field survey and delineation of the Crystal River ordinary high water line. Previous survey data was limited to the parking area and riverbank immediately adjacent to the parking area. Additional survey on the riverbank upstream and downstream Master Service Agreement #: 002.20 Rev: 2018-10-10 btf 2 of the parking area and channel cross sections are required to perform the hydraulic analysis which establishes the design basis for the bank stabilization. This additional survey information will supplement previous data and be compiled into a single base map (cad file) for the engineering design. Base map, including cad files, will be delivered to OST to support public outreach efforts in advance of beginning 30% engineering design. Engineering design in this phase consists of preliminary layout and design of the parking area, bank stabilization and access trail improvements. Landscape architecture input from OST will be included in this phase. Plans will be developed for the parking area within the county lease area to CDOT standards (alignment, profile and grading). Typical Sections, Removals and Resets, Grading and Drainage Plans will be included in the 30% Plans. Phase 3 – Final Design (90%) This consists of final layout and design of the parking area, bank stabilization and access trail improvements. Erosion Control and Construction Traffic Control Plans will be added in the 90% Plans. If needed, DHM will be engaged in the development of streambank restoration and stabilization details. It is anticipated that a mid-project design review meeting (site visit) will take place early in this phase – after the preliminary design has been completed, but prior to full development of the final design. Phase 4 – Bid Documents and Bid Support This consists of preparing final plans, technical specifications and the bid schedule. It also includes support during the Bid Phase (pre-bid meeting, addendums, bid evaluations). C. Exclusions and Limitations • Subsurface Utility Engineering (SUE) investigation and utility locates are not included. • Additional ROW plans and coordination are not included. • Geotechnical investigation and pavement design are not included. • Public information and public outreach are not included. • Bank stabilization work can be performed under a US Army Corps of Engineers nonreporting Nationwide 13 permit and no wetlands, biological or cultural resource studies are needed. • Construction Phase services are not included. 2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Contractor Fee Estimate attached to this Task Order. It is expressly understood and agreed that in no event will the total compensation and Master Service Agreement #: 002.20 Rev: 2018-10-10 btf 3 reimbursement to be paid hereunder exceed the sum of sixty thousand dollars and zero cents ($60,000.00) for all services rendered. By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason. Any invoices not sent in the following manner may have payment delayed. All invoices for this Task Order shall reference Task Order 002.20 C-16 and Penny Hot Springs Design. Invoices shall be sent electronically in PDF format to kim.arensdorf@pitkincounty.com with a copy to jessie.young@pitkincounty.com. 3. Pitkin County’s Obligations. Pitkin County shall administer this contract through a County Representative. Jessie Young, Planning and Outreach Manager will manage the project as the County’s Representative. The services provided and products delivered by the Contractor under this contract will be subject to review by the County’s Representatives, or a designee, for compliance with Contractor’s obligations prior to final payment. 4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the avoidance of doubt this Task Order consists of the terms set out in the Agreement.
