Once implemented the client will be capable of scheduling a dispatch by providing the input parameters (see sections 1.3.2 and 1.3.3) via a Modbus or DNP3 protocol interface to the BESS controller. Alternatively, using the Acuity User Interface (UI), the client will be able to manually define, schedule, view, edit or cancel a dispatch. Up to (5) five dispatches may be scheduled at any given time. The proposed solution includes the necessary updates to the BESS User Manual and The BESS Controller & User Interface Manual. The proposal scope excludes any WEG operation, monitoring, or service support once the feature has been implemented. 1.2 Commercial Offer Item Product Description Total Prices (USD) 10 BESS Scheduling Feature including updates to the Acuity User Interface, BESS Controller & User Interface Manual and BESS User Manual. They may be used to reduce a large customer’s load during peak times, or provided as a service to a utility. A generic dispatch event has these segments: • Pre-charge – BESS charges at fixed rate towards a starting SOC level. The BESS will go to Standby state (be idle) once it reaches the target. • Curtailment 1 – A period before the scheduled discharge where no more charging is allowed. All charging must be complete before the curtailment starts. The BESS will be in Standby state. • Discharge – BESS discharges at fixed rate for specified time. • Curtailment 2 – A period after the scheduled discharge before recharging is allowed. The BESS will be in Standby state. • Recharge – BESS charges at fixed rate to final SOC level. No end time is given; charging continues until the final SOC is reached, at which point the BESS turns off and the event ends. The term “dispatch” refers to the entire sequence. 1.3.2 Dispatch Input Parameters A dispatch is defined with these parameters: • Pre-charge kW – power to use when pre-charging (absolute value) • Pre-charge SOC – desired SOC at start of discharge • Pre-charge Hours – minimum amount of time before the curtailment to begin pre-charging (optional, can be used to enforce more margin than BESS calculates) • Curtail 1 Hours (optional; use when curtailment is needed) • Discharge kW – power to use when discharging • Discharge Hours – desired length of discharge • Discharge Min SOC – a do-not-exceed value; the discharge will terminate early if this SOC is reached • Curtail 2 Hours (optional; use when curtailment is needed) • Recharge kW – power to use when recharging (absolute value) • Recharge SOC – desired SOC to leave system at when dispatch event ends This is an example of a dispatch that charges to 100% and aims to discharge to 30% over three hours. After a curtailment period, the unit(s) recharge to 75%. Named parameters are italicized. The dispatch event as a whole begins earlier, when the BESS starts pre-charging. Successful scheduling means that a valid dispatch was defined, and a starting date and time sometime in the future have been set. A valid set of parameters means: • Combination of discharge power and time are within BESS kW and kWh ratings. • Min SOC is below expected SOC at end of discharge. 1.3.4 User Interface All dispatch and scheduling input parameters and statuses are shown on a dedicated screen within the Acuity User Interface (UI). From here, a discharge event can be manually defined, scheduled, viewed, edited or cancelled. Up to (5) discharge events can be scheduled at any given time. The UI shall be updated to include a Scheduling tab with features similar as shown in the following figure. All dispatch and scheduling input parameters and status tags are available on the interface., so an external automation controller can define, schedule, monitor, edit and cancel a dispatch. If the automation controller is able to receive dispatch requests from the utility, it could extract the necessary information and write them to the BESS. The automation controller doesn’t need to execute the dispatch in real time; it just sends the BESS the information it needs so the BESS can execute it. All input parameters must be provided: any parameters that aren’t extracted from the utility’s request must be calculated in the automation controller or given default values. Requests for multiple events can be accepted by the BESS, up to 5 as currently envisioned (ex. utility schedules a dispatch before an existing scheduled dispatch has been executed). Any automation is outside of WEG scope. BESS controls cannot receive and process dispatch requests from a utility, but easily interfaces with external controllers that can. 1.3.6 Alerts There are two possible sources for alerts. One is the clients automated controller using the statuses defined in the following section “Status Outputs”. The other option is using the email or SMS message features in Acuity to generate alerts based on the statuses hitting specific values, for instance, Schedule Status ever being set to Partial or Blocked. This can alert an operator that the dispatch is at risk, and give them a chance to remedy the situation before the dispatch begins. 1.3.7 Status Outputs There are several tags providing status. • Schedule Status – An enumerated value that describes the overall state of the event: 0 - None Nothing scheduled 1 - Invalid Invalid parameter set or schedule (see below) 2 - Disabled Valid parameters and schedule defined, not enabled 3 - Ready Dispatch scheduled; all BESS units Available 4 - Active Dispatch in process; all BESS units Available 5 - Partial Dispatch scheduled or in process; some BESS units Unavailable or otherwise unable to contribute (reduced capability) 6 - Blocked Discharge scheduled or in process; no BESS units Available • Dispatch State (per unit) – An enumerated value describing where each unit is in the dispatch: 0 - None No ongoing dispatch 1 – Pre-charge In Pre-charge segment, charging Attachment A WEG Electric Corp Page: 8 / 10 WEG Electric Corp 6655 Sugarloaf Parkway, Duluth, GA, 30097 – www.weg.net AABC_BESS1 - Proposal WEG Scheduling Feature_v01.docx 2 - Discharge In Discharge segment, discharging 3 - Recharge In Recharge segment, charging 4 - Idle In Pre-charge, Discharge or Recharge segment, but unit is in Standby state because target or minimum SOC has been reached. 5 - Curtailed In either curtailment segment; unit is in Standby state 6 - Offline Not Available (unit faulted, out of service, etc.) • Event Start – countdown timer telling approximately when pre-charge will start. • Event Start Units – enumeration: 0 – None, 1 - Days, 2 - Hours, 3 – Minutes 1.3.8 Execution Once scheduled, execution of the dispatch is handled entirely in BESS controls. No further operator action is needed, other than to address any fault conditions that might prevent units from turning on, or to edit or cancel the dispatch. The BESS controller does not assume any initial SOC, or even that units will be at the same SOC. As the scheduled start time approaches, the BESS will monitor the SOC of each unit, and estimate how long it will take to charge that unit to the desired starting SOC at the specified rate. The BESS will take the longest of those times (from the unit with lowest SOC), add some margin, and also add any curtailment duration. This is the latest that the dispatch event will start, and depends on the initial SOC. The event can be forced to start at an earlier, specific time by specifying Pre-charge Hours. When it’s time to start, the BESS turns all units on (if not already on) and starts pre-charging toward the target SOC at the specified rate. The allocation method will be By Rating, and SOC balancing will be disabled, so each unit will make the same power. As each unit reaches the target SOC, it goes to Standby state. The other online units maintain the same command, so the overall power drops with each unit reaching SOC. When all units reach SOC the entire BESS will be idle (Standby state), and it will remain so through the end of the Pre-charge segment and any pre-discharge curtailment. At the scheduled discharge time, all units will go Active with the same power level. They will make this power steadily until either the scheduled duration is reached, or the unit reaches minimum SOC. After the discharge time is over, units will go to Standby if there is a curtailment period, otherwise they immediately start recharging. 1.3.9 End of Dispatch Event The event ends when all units have recharged to the desired Recharge SOC level. Schedule Status and all unit Dispatch States go to None, the Discharge Time and Date (which are now in the past) are cleared, and Dispatch Enable is set False. The other parameters are preserved in memory, so a similar dispatch could be done in the future by setting a new starting date and time. 1.3.10 Scenarios 1. BESS reaches initial SOC before curtailment begins. Expected behavior. Each unit will sit in Standby for the remainder of the pre-charge segment, and throughout the pre-curtailment segment (Dispatch States = Idle, and then Curtailed). 2. BESS is unable to reach initial SOC before pre-curtailment begins. Unexpected behavior. Units will sit in Standby (Dispatch State = Idle) for the pre-curtailment segment, and then start the discharge at lower-than- expected SOC. The required discharge can still be completed if there is enough margin at the low end (min SOC is sufficiently below expected discharge SOC). 3. BESS completes the discharge without reaching minimum SOC level. Expected behavior. Units will sit in Standby state for any post-curtailment segment and then start recharging. 4. BESS reaches minimum SOC before discharge ends. Unexpected behavior. Unit will sit in Standby state for the remainder of the Discharge segment, and throughout any post-curtailment (Dispatch States = Idle, and then Curtailed). 5. BESS has a fault before the scheduled dispatch event. Schedule Status goes to Blocked or Partial. If an operator is able to reset the fault, Schedule Status goes back to Ready. BESS unit has a fault during the scheduled dispatch event. Schedule Status goes to Blocked or Partial. Dispatch State of any affected units goes to Offline. If units can be reset and restarted, the dispatch can continue. 7. Event needs to be cancelled – set Enable flag input false. Schedule Status changes to None. This example shows Scenarios 2 & 4 above, where the pre-charge is interrupted long enough to affect the delivered energy. Note that during most of the discharge segment there is full Capability (available power) but reduced Capacity (stored energy). Figure 1 - Interrupted Dispatch 1.3.11 Other Considerations These quantities are also defined, but don’t exist as separate parameters: • Initial SOC – whatever the SOC is before Pre-charge begins. This can vary between units, and the lowest value determines in part when Pre-charge must begin. This might be a designated resting SOC if the system is generally idle except for dispatch events, but it could be anything else if the system is used for other activities. • Pre-charge Margin – amount of extra time allocated to the Pre-charge segment, beyond the minimum needed to charge from the initial SOC to the Pre-charge SOC. Since the relationship between charge or discharge energy and change in SOC is somewhat approximate, sufficient extra time should be provided to ensure that the battery is sufficiently charged before curtailment or discharge is scheduled to begin. Extra margin also gives time to recover from a fault if one occurs during Pre-charge. • Expected Discharge SOC – the anticipated remaining SOC value after constant discharge from the Pre- charge SOC for the specified Discharge Hours. This is approximate. Attachment A WEG Electric Corp Page: 10 / 10 WEG Electric Corp 6655 Sugarloaf Parkway, Duluth, GA, 30097 – www.weg.net AABC_BESS1 - Proposal WEG Scheduling Feature_v01.docx • Reserve Capacity – Extra SOC capacity (specified by Discharge Min SOC) that is kept in reserve and not used for the dispatch. This may be important for microgrid applications, but can be zero for other applications. • Discharge Margin – Difference between the expected discharge SOC and Discharge Min SOC. This is the amount of “headroom” the dispatch has. Margin is useful for when a unit is unable to charge to the desired starting SOC, or to account for the approximate nature of the energy/SOC relationship. It could be set to zero if failing to satisfy the complete request does not incur significant penalties. 1.3.12 Additional Notes Curtailment Charging the battery adds load (demand) to the utility. Since the purpose of a dispatch is to reduce peak demand during some period, the act of charging immediately before or after can be detrimental, and could potentially increase peak demand over what it might have been with no dispatch. This adverse effect can be mitigated by charging at a slower rate and/or aiming to finish the charge some time before the dispatch is scheduled to begin. For this reason, the utility may impose curtailment periods immediately before and after the discharge event, or may specify a maximum charge rate. The pre-discharge curtailment period sets a hard limit on when pre-charge must finish. Ideally pre-charge would have finished well before this, because the starting time would have been calculated with enough margin. Post-discharge curtailment merely imposes an idle time before recharging. Discharge Min SOC The discharge will continue for the specified duration or until the specified minimum SOC is reached. For microgrid applications, this value should be set to the minimum reserve capacity wanted for resiliency, should the BESS be called upon to black start the microgrid immediately after the discharge ends. For non-microgrid applications, this could be set to 0% (or the minimum allowed for the battery). It may be desirable to choose a discharge power so the expected ending SOC be somewhat higher than the minimum value (to add discharge margin), but that is optional. Example: for a microgrid, you might want to keep the resting SOC at 60%, as a tradeoff between battery longevity and reserve capacity. For a dispatch you might want to charge it to 100%, and then discharge to no lower than 20%, to leave some reserve for black starting. So the calculated maximum discharge power could be based on extracting 80% of the energy, but the agreement with the utility might be only 70% to give some margin in case of charging problems, or to avoid penalties if the BESS fails to discharge the full time. So even though the minimum SOC is set to 20%, the discharge is expected to go only to 30%, if it is able to start from 100%. To request paper or electronic copies from Pitkin County To request delivery from us of paper or electronic copies of the notices and disclosures previously provided by us to you electronically, you should request those documents from Pitkin County under the Colorado Open Records Act by contacting the Pitkin County custodian who sent you the document for signature.
