PITKIN COUNTY, COLORADO, APPOINTING CITIZEN BOARD MEMBERS
RESOLUTION NO. 066-2025
RECITALS
WHEREAS, Pursuant to Section 2.8.4 (Actions) of the Pitkin County Home Rule Charter
(“HRC”), all matters not required to be acted upon by ordinance or formal resolution may be
acted upon by informal resolution, and;
WHEREAS, The BoCC agreed at their July 8, 2025 Work Session to reappoint Scot Wooley to
the APCHA Board for another term, and;
WHEREAS, The BoCC interviewed and agreed to appoint 4 new members to the Citizen Grant
Review Committee as listed below, and;
WHEREAS, Due to the number of appointments to the Citizen Grant Review Committee,
members terms will be staggered as shown in the list below, and;
WHEREAS, The BoCC interviewed and agreed to appoint Debbie Kelly to the Planning &
Zoning Commission and assume the vacancy left by John McBride’s resignation, and;
WHEREAS, The BoCC interviewed and agreed to appoint Sam Cox to the Healthy Rivers &
Streams Board to assume the term left vacant by Wendy Huber. Healthy Rivers & Streams
bylaws will be amended to allow membership on more than one board, and;
WHEREAS, The BoCC finds that it is in the best interests of the citizens of Pitkin County to
approve this Resolution.

Mary Daly - Citizen Grant Review Comm. (new - regular / 4 yr term) April 1, 2029
Ramona Bruland - Citizen Grant Review Comm. (new - regular / 4 yr term) April 1, 2029
Debbie Kelly - Planning & Zoning Commission (new-assuming McBride term) April 1, 2028
Sam Cox - Healthy Rivers & Streams - RF Watershed (new - assuming Wendy Huber’s term)

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pitkin
County, Colorado that it hereby adopts a Resolution to appoint Citizen Board members and
authorizes the Chair to sign the Resolution and execute any other associated documents
necessary to complete this matter.
INTRODUCED, READ AND ADOPTED ON THE 13th DAY OF AUGUST 2025.
