The Provision of Aggregate Crushing and Processing Services (the “Contract”) dated May 1,
2023 between the Board of County Commissioners of Pitkin County, Colorado (the “County”)
and JKS Industries, Inc. (the “Contractor”), is hereby amended as follows:
Description of Change:
- Extension of contract for additional one (1) year term with a new expiration date of April
30,2026 and;
- Allocation of additional funding in the amount of $500,000.00 for the renewal term
- Services during the renewal term will be performed in accordance with the scope and pricing outlined in the attached contractor’s proposal (Attachment A) Reason for Change:

JKS Industries, LLC (JKS) is pleased to provide this proposal for the aforementioned project. We have
prepared this submittal as an indication of our commitment and ability to provide our professional
demolition & crushing services. This proposal is based on the information provided to JKS. The basis of
all information, quantities, and values were derived from information gathered from shared files
including All Addendums provided by Pitkin County.
Our proposal is based on safely meeting or exceeding the main objectives of Pitkin County.
The following summarizes these objectives and the successful themes of the project’s approach:
•Safety (first and foremost, provide a safe working environment)
•Work together as a successful team with Pitkin County.
•Operate in a professional manner and maintain a clean site
Safety Objective
Employees and management at JKS are expected to uphold the highest standards for health and safety
performance. JKS has developed a comprehensive safety plan that outlines the conduct of all personnel
on the project. All subcontractors associated with the project are required to comply with the health
and safety goals and performance of this plan.
Governing Regulations
All work performed by JKS will be performed in accordance with written procedures, and all applicable
laws, rules and regulations, in accordance with the U. S. Occupational Safety and Health Administration
(OSHA), the Colorado Department of Public Health & Environment (CDPHE), and Pitkin County
Scope of Work
JKS will Process and Crush Material to CDOT Class 6, 2” minus or in accordance with Plans &
Specifications.

•Remove All Trash & Reinforcing Steel
•Crush and Stack Material per Specifications

Assumptions:
• Our scope of work can be completed in one mobilization
• JKS Industries will house our entire crew in the Valley
• Work will be done during selected day/night shifts Monday – Saturday during Landfill

• Removal of contaminated, toxic or hazardous materials will be negotiated upon discovery
• Pitkin County must provide adequate access to jobsite and areas of work
• JKS will provide portable restrooms on site

change causing the need to revise pricing. Estimated usage is 60,000 gallons @ $26.95 =
$16,170.00 plus access fess of $1108.50 Totaling $17,278.50

Exclusions:
• Traffic Control measures necessary to comply with lane closure requirements i.e., flaggers,
barriers, signage, etc.
• SWMP Permit
• Erosion Control
• Demolition/Crushing outside the Demolition Scope of Work as defined herein.
Costs for Crushing Scope of Work: $19.40 (Nineteen Dollars and 40/100 per/ton) 20,000 Tons
Costs to Procure Water from City of Aspen: $17,278.50 (Seventeen Thousand Two Hundred Seventy-
Eight and 50/100
Costs for Mobilizations: $75,000.00 (Seventy-Five Thousand and 00/100)
Total Bid Proposal Costs for Processing & Crushing Scope of Work: $500,000 (Five Hundred Thousand
and 00/100 per/ton) Estimated 20,000 Tons
Note: JKS owns and operates crushing equipment including stackers with belt scales.
Alterations, changes or deviations from conditions and/or specifications resulting in increases or
decreases in costs shall be undertaken and executed only upon written orders and changes to the
contract. All agreements shall be contingent upon strikes, accidents or delays beyond the control of the
contractor. No warranties express or implied are applicable other than those specified within this
proposal.
Payment for the services shall be due in full upon completion of the work, unless the period of
performance exceeds one month, in which case monthly payments will be based upon the percentage of
work completed. Invoice payments are due within Forty-Five days (45) on receipt of the invoice. Pricing
as proposed is based upon no retainage withheld from the invoice amounts.
Cost Contingency for Time and Material Work
In the case that additional work needs completed for this project on a time and material basis, the
following table represents JKS Industries’ standard demolition and general labor rates. These rates are
inclusive of profit, overhead, and labor burden. These rates exclude the cost of materials, equipment,
disposal, subcontractors, lodging, and per diem.
