PITKIN COUNTY, COLORADO, APPOINTING CITIZEN BOARD MEMBERS
RESOLUTION NO. 089-2025
RECITALS
WHEREAS, Pursuant to Section 2.8.4 (Actions) of the Pitkin County Home Rule Charter
(“HRC”), all matters not required to be acted upon by ordinance or formal resolution may be
acted upon by informal resolution, and;
WHEREAS, The BoCC agreed at their September 10, 2025 regular meeting to appoint Matthew
Shmiglesky (Dist. 5) and Anne Khoung (Dist. 2) to fill the vacancies on the Healthy Rivers &
Streams Board due to the resignation of Bill Jochems (Dist. 5) and Christopher Lemons (Dist. 2),
and;
WHEREAS, Due to the recent resignation of Valerie Braun from the Airport Advisory Board,
Jim Light will move from Alternate # 1 to fill the remainder of Valerie’s term and Ann Mullins
Alternate #2 will move to Alternate #1 (Jim Light’s current position), and;
WHEREAS, The BoCC finds that it is in the best interests of the citizens of Pitkin County to
approve this Resolution.

Matthew Shmiglesky (Dist. 5) - Healthy Rivers & Streams Bd (new) September 1, 2029
Anne Khoung (Dist. 2) - Healthy Rivers & Streams Bd (new) September 1, 2029
Jim Light - Airport Advisory Board (moving from alt. #1 to regular) April 1, 2027
Ann Mullins - Airport Advisory Board (moving from alt. #2 to alt. #1) April 1, 2027
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pitkin
County, Colorado that it hereby adopts a Resolution to appoint Citizen Board members and
authorizes the Chair to sign the Resolution and execute any other associated documents
necessary to complete this matter.
INTRODUCED, READ AND ADOPTED ON THE 25th DAY OF SEPTEMBER 2025.
