HomeMy WebLinkAboutbocc.res.001.1974 PITKIN COUNTY BOARD OF COMMISSIONERS RESOLUTION #74-1 PITKIN COUNTY MANAGEMENT MANUAL WHEREAS Pitkin County government has a wide variety of administrative responsibilities, and WHEREAS CRS 1963, 56-2-10, provides that implementation of said administrative responsibilities may be furthered by the adoption of a classification and county employees, and WHEREAS many administrative compensation plan for all arrangements, procedures and rules are either not written or in scattered documents, and WHEREAS combining said classification and compensation plan and administrative arrangements, procedures and rules one indexed management manual available to all officials and employees will contribute to efficiency in the conduct of the county's business, NOW THEREFORE, be it resolved: 1. That the PITKIN COUNTY MANAGEMENT MANUAL is hereby adopted by this Board and made binding upon all administrative entities responsible in law to this Board, and 2. That the County Assessor, County Clerk and Recorder, County Sheriff and County Treasurer may each bring their respec- tive departments under the governance of the PITKIN COUNTY MANAGEMENT MANUAL by entering ~nto a written letter of agreement for that purpose with the Board of County Commissioners, and 3. That if said elected officials and the Commissioners enter into said agreement, the salaries and 1974 budge~ of each elected official's department shall be adjusted as follows: a) Assessor's Office. The 1974 budget of this department will be increased from $96,054 to $103~604 to finance the salary increases listed on page 3.01.03 of the Manual. -1- Resolution a74-1~ ~ PITKIN COUNTY /--~ ~ BOARD OF COMMISSIONERS -- ~ Page 2 b) Clerk and Recorder. The 1974 budgetof this department will be increased from $63,639 to $68,789 to finance the salary increases listed on page 3.02.03 of the Manual. c) Sheriff~ The 1974 budget of this department will be increased from $197,178 to $223,578 to finance the salary increased listed on page 3.05.03 (paTe 2) of the Manual. d) Jail. The 1974 budget of this department will be increased from $57,310 to $61.,430 to finance the salary increased listed on page 3.05.03 (page 2) of ths Manual. e) Treasurer. The 1974 budget of this department will be increased from S42,790 to $49,590 to finance the salary increased listed on page 3.07J03 of the Manual. 4. The above increase total $50,020, and for the departments first entering into the above a~reement the funds for the budget increases shall come from the Salary Increase Account in the 1974 budge~ of the County Manager ($38,615), and when this fund shall have been committed in its entirety, the remainder needed for the above departmental in the 1974 budget 5. For completed an January 31, increases shall come from the Consultant Account of the County Manager. those departments headed by elected officials who have agreement satisfactory to both parties on or before 1974, the budge5 and salary increases shall be effective retroactively 5o January 1, 1974. Ail subsequent completed agreements shall be retroactive ~o the firs5 day of the month in which the agreement is completed and agreeable to both parties. 6. The Road and Bridge Department is hereby renamed the Road and Trails Department and the salaries of the Road and Trails Department are hereby adjusted as shown on page 4.04.03 of the Manual and the $3,528 increase for this purpose shall be made up from other accounts within the 1974 budge~ of said department. -2- Resolution ~74- BOARD OF COMMISSIONERS Page 3 7~. The contents of the Manual being adopted on this day comprise the pages listed by number on Attachment A of this resolution. The Table of Contents of this Manual indicates a numbering system to allow future pages to be added. It is the intent that such future pages will be added by ~mending resolutions of the Board of County Commissioners. 8. It is the intent that amendments to the contents shall similarly be made by resolution of the Board of County Commissioners and that such amended replacement pages shall be identified by the word "amended" before the number at the upper right of the page with the amending resolution number and date at the bottom left of the page. 9. Finally, although adopted on this date, the Manual shall not be binding until Tuesday, January 22, 1974, it being the intent of this Board to welcome suggested amendments for consideration at its meeting of January 21, 1974, and with the finalization of agreements with the elected officials scheduled for the meeting of January 28, 1974. Replacement or additional pages entered and accepted at the meeting of January 21, 1974, shall be considered to be "original" pages, and all pages added or replaced thereafter shall be considered to be "amended" pages.
