Project: Creation of a directory for a comprehensive overview of all organizations and agencies who play a role in water, including water management, water education, and water conservation in the Roaring Fork Watershed.

This Grant Agreement, is made this 11th day of June, 2025 by and between Gwen Garcelon, 100 Roaring Fork Ave., #88, Carbondale, CO 81623 and the Pitkin County Healthy Rivers Board (“Pitkin County”) 530 E. Main Street Suite 301 Aspen, CO 81611.
The purpose of the Grant Agreement is to provide a process for payment of public funds to be used exclusively for costs incurred by Gwen Garcelon, for creation of a directory for a comprehensive overview of all organizations and agencies who play a role in water such as water management, water education, and water conservation in the Roaring Fork Watershed including how these different
groups, agencies, and organizations inter-relate, actions they are currently engaged in, and how they
interface with local decision makers. With the goal of this tool being useful to a wide array of community members and community leaders, it will be developed along with a template for interactive presentations to municipal, county and community groups.
Through this Agreement, Regenerative Strategies and Pitkin County have agreed that:
Gwen Garcelon, Regenerative Strategies shall: - Provide a completed directory of area water related groups – to be reviewed by the
organizations and entities themselves for accuracy, then housed with Healthy Rivers as a 2
page hand-out.
- A Quick Start guide to the repository – available through Healthy Rivers
- Development of a template for and delivery of interactive sessions with local elected officials
and other community members to present the directory
- Not represent Pitkin County during presentations to other entities. Pitkin County is only a
funding partner for this project.

Reporting
Submit brief written quarterly reports on progress to the Board.
Pitkin County shall: Grant $8,859.00 to Gwen Garcelon as recommended for funding by the Healthy Rivers and Streams Board on April 17, 2025.
