The Provision of ASE Airport Layout Plan Consultancy Services pursuant to Task Order 003.22
A-1, as amended, (the “Task Order”) dated August 18, 2022 between the Board of County
Commissioners of Pitkin County, Colorado (the “County”) and Jacobsen Daniels, LLC (the
“Contractor”), is hereby amended as follows:
Description of Change:
1. Amendment to Task Order Scope of Work for Task # 14, as described in the attached
Contractor Amendment 5 (“Attachment A”);
2. Extension of the Task Order End Date to 12/31/2025; and
3. Pursuant to Contractor’s Task 14 Annual Budget (“Attachment B”) and Contractor’s
Program Management Expenses (“Attachment C”), allocation of additional funding not
to exceed $1,662,759.00 to cover the cost of added services for the remainder of 2025.
Reason for Change: Additional Scope of Work requested by the County for Task 14, additional
time required to perform services, and allocation of additional funds.

TASK 14: PROGRAM MANAGEMENT
The Airport Modernization Program (AMP) that resulted from the Airport Layout Plan Update will
update critical airport infrastructure, eliminate or replace non-standard/substandard facilities and
enhance operational efficiency. The major components of the AMP include a new replacement terminal
building and associated landside infrastructure and facilities as well as a new replacement runway (80’
west of the existing runway) along with an expanded deice pad and associated airfield taxiway/taxilane
and utility improvements. This task will support Pitkin County with the definition/refinement of the capital
program components and development and execution of an implementation strategy to design and
construct the new facilities while minimizing operational impacts to the airport users and the surrounding
community.

1. INTRODUCTION
This Statement of Work (SOW) outlines the services, objec@ves, deliverables, and responsibili@es for
providing Program Management Services for the APM at Aspen Pitkin County Airport (ASE). The program
management services will coordinate the planning, programming, design, construc@on and
commissioning/ORAT of mul@ple complex, inter-related projects (Runway, Terminal/Landside, and FBO)
that will modernize and improve the airport’s infrastructure and facili@es.
2. OBJECTIVE
The objec@ve of these program management services is to provide comprehensive oversight,
coordina@on, and strategic management of the large-scale, high-priority APM. The services will support
the airport’s long-term moderniza@on goals and help ensure that the projects are delivered on @me,
within budget, and in compliance with all applicable regula@ons, safety standards, and quality
benchmarks.
3. SCOPE OF WORK
The scope of work associated with this task includes the following services:
Project Administration and Management
1. Develop overall program delivery strategy, program manual and project plans for Pitkin County’s
approval.
2. Prepare Program Management Plan (PMP): typical elements will include:
· Developing program charter: defining the program's purpose, scope, goals, and key
stakeholders
· Crea@ng a work breakdown structure (WBS): breaking down the Program into
manageable project components and tasks; Terminal/Landside and Airfield
· Establishing governance structure: defining decision-making processes and
roles/responsibili@es for stakeholders within the program
· Plan for managing project dependencies: iden@fying and coordina@ng interdependencies
between different projects within the program
· Facilita@ng cross-func@onal collabora@on: fostering teamwork and communica@on
between different stakeholders within the County and across consul@ng and contractor
teams involved in the Program
· Conduc@ng rou@ne program reviews: Regularly assessing scope, schedule and budget as
well as program performance and making adjustments as needed
3. Strategic Alignment: aligning program objec@ves with broader organiza@onal strategies and
objec@ves, such as the Common Ground Recommenda@ons and Core Community Goals.
4. Regularly report progress and issues to Pitkin County’s designated project team

6. Hold regular program update mee@ngs with key stakeholders; iden@fying, engaging and
suppor@ng the Program stakeholders with informa@on needed to develop strategy and provide
direc@on; ensuring all projects are coordinated to minimize opera@onal impacts and/or op@mize
resources
7. Proac@vely iden@fying, assessing, and mi@ga@ng poten@al risks that could impact scope, schedule
or budget
8. Develop staffing plans to support all phases of the project
9. Allocate and manage program resources (people, @me, and money) efficiently and effec@vely.
10. Establish lines of communica@on and decision-making process amongst all stakeholders
11. Establish and facilitate contracts, change orders, invoices/pay applica@ons review, approval, and
tracking process
12. Iden@fy key stakeholders and define roles and responsibili@es throughout the project lifecycle
13. Coordinate with FAA; refining the AMP, and/or project sequencing, to achieve strategic goals,
maximize federal funding, and minimize opera@onal impacts; suppor@ng the environmental
review and approval process
14. Prepare and maintain overall APM schedule outlining key ac@vi@es, dura@ons, deliverables,
milestones, task responsibili@es, etc.
15. Manage and supervise design and construc@on as requested and approved by Pitkin County
16. Establish and coordinate communica@on with all program stakeholders and help ensure all
stakeholders are informed and engaged regarding program status and direc@on; coordinate and
inform the public about the status of the program
17. Coordinate FBO improvements and align with AMP and other County goals and objectives as
necessary
18. Other services as requested by Pitkin County.
Strategic Communications (GBSM and Kimley-Horn)
19. Lead Airport Leadership Team mee@ngs biweekly, Communica@ons team mee@ngs (3 per month),
Project Management mee@ngs (3 per month), and provide issues management as required.
20. Overarching Airport Communica@ons. Provide Airport Advisory Board support, stakeholder
briefings and materials, Airport newsleKer, website media and social media strategies, and Board
of County Commissioners mee@ngs and materials.
21. Design Phase Facilita@on and Outreach. Facilitate Terminal Design Task Force (up to 8 mee@ngs),
Mul@modal Task Force (up to 8 mee@ngs), and Community Events and Public Mee@ngs (up to 6
events or mee@ngs).
22. Construc@on Phase Communica@ons.
23. Other services as requested by Pitkin County.

6. TIMELINE
The program management services will be performed over the course of 5 years (es@mated comple@on of
the Airport Moderniza@on Program) with key project milestones and deadlines iden@fied in the Program
Master Schedule.
7. TASK ORDERS
The program management services will be contracted using the exis@ng Master Services Agreement
between Pitkin County and Jacobsen Daniels, and new task orders for the scope of services as outlined
above. The first task order will include the program setup and administra@on for the design phase, CMAR
contrac@ng, and any early work packages to be delivered in 2025 through 2026. A detailed scope of work
and es@mated fee schedule will be provided upon request for this first phase and then addi@onal services
will be added in later stages and/or as requested. The PMT will be specific about services provided in
each task order, including any other services as requested by Pitkin County. This proposal covers the
entire duration of the program but annual task orders will be more specific for each year of the program
and additional services can be added by separate task orders as required. An owner’s contingency line
item will be included in each task order for up to 10-15% of the total that can be billed against upon the
County’s written approval of miscellaneous services and fees accordingly.

ELECTRONIC RECORD AND SIGNATURE DISCLOSURE
From time to time, Pitkin County (we, us or Pitkin County) may be required by law to provide
you with certain written notices or disclosures. Described below are the terms and conditions for
providing to you such notices and disclosures electronically when we send you documents for
electronic signature.
Acknowledging your Access, Intent, and Consent to Receive and Sign Materials
Electronically
To confirm that you can access this information electronically, which will be similar to other
electronic notices and disclosures that we will provide to you, please verify that you were able to
read this electronic disclosure and that you also were able to print on paper or electronically save
this page for your future reference and access or that you were able to e-mail this disclosure and
consent to an address where you will be able to print on paper or save it for your future reference
and access. Further, if you consent to receive notices and disclosures exclusively in electronic
format on the terms and conditions described above, please let us know by clicking the 'I agree'
button below.
By checking the 'I Agree' box, I confirm that:
I am establishing my intent to be bound to the transaction, and indicating that I am fully

Signing Documents without a Pitkin County DocuSign Account:
Pitkin County may not require all document signers to be authorized users of the Pitkin County
DocuSign Account. Please read the information below carefully and thoroughly, and if you can
access this information electronically to your satisfaction and agree to these terms and
conditions, please confirm your agreement by clicking the 'I agree' button at the bottom of this
document. When you don't have a DocuSign account, you will be provided the opportunity to
agree to the Legal Disclosure each time you open an "envelope" for signing, at this time, you can
download and retain this disclosure. Pitkin County will forward completed documents that
you've reviewed, processed or signed via email. Should you require copies of these signed
documents (e.g., if they get deleted from your email account) you should request those
documents from Pitkin County under the Colorado Open Records Act by contacting the Pitkin
County custodian who sent you the document for signature.

Getting paper or electronic copies
At any time, you may request from us a paper or electronic copy of any record provided or made
available electronically to you by us. For such copies, as long as you are an authorized user of
the DocuSign system you will have the ability to download and print any documents we send to
you through your DocuSign user account for a limited period of time (usually 30 days) after such
documents are first sent to you. After such time, if you wish for us to send you paper or
electronic copies of any such documents from our office to you, you may be charged a per-page
fee. You may request delivery of such paper or electronic copies from us by following the
procedure described below.
Withdrawing your consent
If you are an authorized DocuSign Account holder, you can decide to receive notices and
disclosures from us electronically, you may at any time change your mind and tell us that
thereafter you want to receive required notices and disclosures only in paper format. Described
below is the process for informing us of your decision to receive future notices and disclosure in
paper format and also how to withdraw your consent to receive notices and disclosures
electronically.
Consequences of changing your mind
If you elect to receive required notices and disclosures only in paper format, it will slow the
speed at which we can complete certain steps in transactions with you and delivering services to
you because we will need first to send the required notices or disclosures to you in paper format,
and then wait until we receive back from you your acknowledgment of your receipt of such
paper notices or disclosures. To indicate to us that you are changing your mind, you must
withdraw your consent using the DocuSign 'Withdraw Consent' form on the signing page of your
DocuSign account. This will indicate to us that you have withdrawn your consent to receive
required notices and disclosures electronically from us and you will no longer be able to use your
DocuSign user account to receive required notices and consents electronically from us or to sign
electronically documents from us.
All notices and disclosures will be sent to you electronically
Unless you tell us otherwise in accordance with the procedures described herein, we will provide
electronically to you through your DocuSign user account all required notices, disclosures,
authorizations, acknowledgments, and other documents that are required to be provided or made
available to you during the course of our relationship with you. To reduce the chance of you
inadvertently not receiving any notice or disclosure, we prefer to provide all of the required
notices and disclosures to you by the same method and to the same address that you have given
us. Thus, you can receive all the disclosures and notices electronically or in paper format through
the paper mail delivery system. If you do not agree with this process, please let us know as
described below. Please also see the paragraph immediately above that describes the
consequences of your electing not to receive delivery of the notices and disclosures
electronically from us.
How to contact Pitkin County:
You may contact us to let us know of your changes as to how we may contact you electronically,
to request paper copies of certain information from us, and to withdraw your prior consent to
receive notices and disclosures electronically as follows:

To advise Pitkin County of your new e-mail address
To let us know of a change in your e-mail address where we should send notices and disclosures
electronically to you, you must send an email message to us at Helpdesk@provelocity.com and
in the body of such request you must state: your previous e-mail address, your new e-mail
address .
In addition, you must notify DocuSign, Inc to arrange for your new email address to be reflected
in your DocuSign account by following the process for changing e-mail in DocuSign.
To request paper or electronic copies from Pitkin County
To request delivery from us of paper or electronic copies of the notices and disclosures
previously provided by us to you electronically, you should request those documents from Pitkin
County under the Colorado Open Records Act by contacting the Pitkin County custodian who
sent you the document for signature.
To withdraw your consent with Pitkin County
To inform us that you no longer want to receive future notices and disclosures in electronic
format you may:
i. decline to sign a document from within your DocuSign account, and on the subsequent
page, select the check-box indicating you wish to withdraw your consent, or you may;
ii. send us an e-mail to Helpdesk@provelocity.com and in the body of such a request, you
must state your e-mail, full name, Postal Address, telephone number, and account
number.
