DESCRIPTION OF ISSUE:
1. In May 2003, Pitkin County submitted a multi-discipline grant proposal for
Federal Homeland Security (HS) funds, to be administered through the State of Colorado,
Department of Public Safety (DPS), Office of Preparedness, Security, and Fire Safety
(OPSFS).
2. Homeland Security, with recommendations from OPSFS, decided to grant Pitkin
County funding for the following:
· Chlorine detectors for Aspen water plant
· lnteroperability equipment (will allow
radio communications among
different agencies)
· Police radios for Snowmass Police
(car and hand-held)
· Haz-mat equipment for Basalt Fire
· Bioterrorism exercise at Aspen Airport
$ 4,500 (fully funded)
$ 40,000 (fully funded)
$ 55,000 (fully funded)
$ 35,828 (partially funded)
$ 3,450 (fully funded)
TOTAL $138,778
The sub-grant award numbers for the four equipment items is 03-E-OPS-382-85.
The sub-grant award number for the exercise items is 03-X-OPS-399-60.
4. A pre-requisite for these HS grants is a Master Contract. That criterion was
fulfilled on October 17, 2003 with Pitkin Cotmty Resolution number 116-2003.

ACCEPTING 2003 HOMELAND SECURITY GRANT AWARD CONTRACTS
WITH STATE OF COLORADO,
DEPARTMENT OF PUBLIC SAFETY,
OFFICE OF PREPAREDNESS, SECURITY, AND FIRE SAFETY

RECITALS
1. Pitkin County submitted, in May 2003, a Federal 2003 Homeland Security
grant proposal through the State of Colorado, Department of Public Safety
(DPS), Office of Preparedness, Security, and Fire Safety (OPSFS) for funds for
equipment and exercises.
2. As a result of that grant proposal, OPSFS awarded to Pitkin County
$135,328.00 for equipment and $3,450.00 for exercises.
3. The Sub-grant award number for equipment grant is 03-E-CPS-382-85,
and the grant period is January 1,2004 through December 31, 2004.
4. The Sub-grant award number for the exercises grant is 03-X-CPS-399-60,
and the grant period is November 1,2003 through October 31,2004.
3. A prerequisite for these Homeland Security grants through OPSFS is a
Master Contract, which was entered into by all parties on October 17, 2003.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners
that it does hereby accept Homeland Security award numbers 03-E-CPS-382-85
and 03-X-CPS-399 with the State of Colorado, Department of Public Safety,
Office of Preparedness, Security, and Fire Safety.
