Change Order #1 Request
SGM is requesting a “no cost” change order to include an additional Phase 8.0 Construction Engineering
Services. This phase of work is described in detail below. The savings from the design phase are due to
the following:
•The project was originally scoped out as a CDOT Local Agency project. This project ended up
being internally funded by the County.
•This change resulted in design savings by the elimination of CDOT required meetings, review
phases and timelines, submittals, environmental process, utility clearance, and right-of-way
process.
•Limited right-of-way work was required based on the selected alignment.
•The scope of the public outreach process was slightly reduced.
Detailed Scope of Work
In the project Request for Qualifications (RFQ), Pitkin County provided an assumed scope of work. Our
qualifications package provided a general scope outline. This document, in combination with our Fee
Estimate and Schedule, summarizes the scope of work that we have assumed for this project. The
following narrative expands upon that General Scope outline in the qualifications and provides specific
information on tasks that are listed in our detailed design fee estimate spreadsheet. The organization in
the section below corresponds to the Work Breakdown Schedule (WBS) in our fee spreadsheet.
Generally, SGM will be responsible for the project management, preliminary design, and final design of
the project. SGM will be responsible for assisting Pitkin County with compliance with known provisions
and other applicable requirements for the successful completion of the project. The work product consists
of preliminary plans, final plans, construction drawings, project special provisions, bid schedules, bid
addenda documents, and those required for the project to receive CDOT clearance. All drawings will be
prepared in 11”x17” format to CDOT standards and Pitkin County guidelines. Standard drawings and
specifications for construction will be those used by CDOT and Pitkin County. CDOT nomenclature and
work item codes will be used for bid items, references to the work, preparation of estimates, and bid
tabulations.
In general, SGM will be responsible for the following services:

Phase 1.0 – Project Management, Public Outreach, and Meetings
Description
This phase includes all on-going project coordination, meetings, and public outreach. SGM will
work closely with the County and CDOT staff to develop the framework of the project at the initial
kickoff (DSR) meeting. From that point forward, SGM’s project manager will coordinate all phases
of the work with the project team and provide regular progress reports to the County. It is important
that all stakeholders be included in the project development process to ensure all aspects of the
conceptual plan are satisfactory before moving into Preliminary Design. SGM is anticipating the
following meetings:
• Design Kickoff Meeting with Internal SGM Staff and County (Virtual)
• Design Scoping Review (DSR) (Virtual)
• Monthly Status Review with County (Virtual)-Assume 16-month design duration for 16
meetings

plan diagrams, three perspectives/concepts, and construction sequencing diagrams. The FIR
display boards will be revised as needed for the FOR outreach meetings.
• County staff will post project materials and announcements to websites and social media.
• The public outreach includes an allowance for print and radio media costs.
Phase 2.0 – Project Development (Field Work)
Description
The purpose of this phase is to collect the necessary field information and data to begin the
engineering design and agency coordination. The bridge locations presented in our Qualifications will
be the basis for the start of the design for this project. The bridge location will be re-evaluated and
alternatives will be discussed. Conceptual Design of the most likely bridge location will be developed
in this phase and a preferred location selected prior to most field work beginning. This preferred
location will inform the existing conditions survey.
Activities
• Survey
o Field survey of existing conditions, topography, utility locates, and property corners.
o Provide topographic and existing conditions mapping to support design for the
proposed bridge location and roadway alignment.
o Crystal River channel topography as needed to support the hydraulic analysis.
o Survey underground utility locates.
o Survey monuments in the field to define affected property lines.
o Provide base map including all property lines of affected parcels, ROW of highway and
existing easements of record disclosed in the title commitments.
• Subsurface Utility Engineering
o Provide SUE services to identify the existing utilities within the proposed project area.
Per Colorado state law (Colorado Revised Statutes 2018, Title 9, Article 1.5, Section
6.8) requirements, SGM will comply with the American Society of Civil Engineering
(ASCE) 38 standards in providing these services. These standards involve depicting
utility data by their certainty of accurate data, which is known as Quality Level
(QL). SGM understands that this project could meet the four requirements of the state
law – public entity, primarily horizontal construction, excavation will involve more than
1,000 contiguous square feet and deeper than 2 feet, and requires the services of a
licensed professional engineer, so that conformance to the state law is required.
o A Utility Notification Center of Colorado (UNCC) 811 SUE Ticket will be submitted.
SGM will reach out to all respective utility owners for the QLD related utility owner
records research. A QLB/QLC utility field investigation will be conducted to locate and
mark underground utility facilities, in which SGM survey staff will record these utility
marks. An initial review of field data in the office will be incorporated in this task.
o Prepare a utility test hole (aka pothole) plan assuming one day of potholing for
approximately 6-hole locations, using a hydrovac contractor to acquire QLA data. SGM
will supervise and provide field coordination with the hydrovac contractor, who will
provide observable and measurable data at locations in proximity to the proposed
bridge and other potential conflict points
o Provide utility coordination with respective owners regarding the location of the
proposed bridge and gain acceptance among all entities.

o We anticipate that additional conduits will be provided on the bridge for both existing
and future utilities. We will coordinate with existing utility owners to determine the needs
on proposed bridge and provide those conduits.
• Environmental
o A USACE 404 Permit is anticipated for this project.
o The permit application will require fieldwork and data collection to document the existing
environmental conditions.
o Ordinary high-water limits of the Crystal River will be delineated for use by the Design
Team and to support the USACE 404 Permit application.
o Field investigation includes wetland delineation and archaeological studies when field
conditions allow and in conjunction with CDOT Environmental, CPW, and Army Corp of
Engineers coordination.
o Conduct a Class III inventory of up to 3 acres.
o Coordination with the State Historical Preservation Office (SHPO).
o Data processing and office mapping
o Environmental field inventories (e.g. wetlands, cultural survey, etc.)
o Coordination with CDOT Environmental and Colorado Parks and Wildlife to define all
necessary work for the environmental clearances.
• Lead and asbestos testing in bridge materials.
Deliverables
• Existing conditions base map (CAD file for internal use)
Assumptions
• Field work will be initiated when the site is free of ice and snow.
• One day of utility test holes (potholing) is assumed. This will happen during the FOR design
when the location of construction elements are finalized and potential conflicts are identified.
• One day of traffic control for the SUE work is included in this scope of work.
• For cultural inventory, one meeting will be held between Alpine Archaeological and the USACE
prior to the field work to discuss the approach.
• Cultural inventory will be limited to 3 acres and no more than four sites will be found and
recorded.
• A visual assessment will be completed to and from the bridge location.
• Cultural inventory includes one mobilization to the project area.
• SUE deliverable will be stamped by a Professional Engineer (PE)
• Exclusion – A SUE Report/Memorandum will not be created for this project.
Phase 3.0 Preliminary Design (FIR)
Description
In this stage, the design team begins assembling the preliminary design package. The conceptual
design from the project development phase is further developed from input at the Design Scoping
Meeting and the ongoing project meetings and data collection. The team will work to finalize the
preferred structural solution at the beginning of this phase. This will be documented with a
Structure Selection Report that will be included in the FIR submittal to CDOT. The Structure
Selection Report will focus primarily on structure types, alignments, construction techniques,
phasing, aesthetics, and costs to meet the goals of this project. The preliminary design is

committed to plan drawings which will become the basis for presenting the limits and impacts of
the project to the County and CDOT for their review and input.
All roadway and sidewalk alignments will be finalized and grading plans will be developed. The
preliminary design is committed to plan drawings which will become the basis for presenting the
limits and impacts of the project to the County for review and input. Structural design will be in
accordance with the latest editions of the CDOT Bridge Design Manual and AASHTO LRFD Bridge
Design Specifications and will be designed using the HL-93 Live Load Model. Construction will be
in accordance with the CDOT Standard Specifications for Road and Bridge Construction (latest
edition).
Preliminary Bridge Hydrology and Hydraulic Analysis. SGM will perform hydrologic and
hydraulic analysis within the Crystal River as necessary to model the existing 100-year floodplain
water surface upstream and downstream of the proposed bridge within the project site. This task will
also include preparation of a floodplain analysis report to be used for reference in design. SGM will
evaluate available GIS planimetrics, Aerial Imagery and LiDAR topographic data for use in the
analysis in addition to our survey. Hydraulic analysis will be performed using the HEC-RAS computer
program developed by the Hydrologic Engineering Center of the U.S. Army Corps of Engineers
(USACE) to compute existing and proposed condition water surface elevations (WSE) for the section
of the Crystal River that runs through the project site for the 100-year frequency storm event. This
analysis will provide WSE’s that can be used for design purposes related to the bridge and road
construction.
SGM will prepare a report that provides methods of analysis, data obtained and the results of the
study. The report will include water surface delineation and model exhibits, cross sections and
profiles of the river, computed 100-year WSE’s, velocities, flows and model input data for reference.
No FEMA permitting is anticipated or included in this Task.
Preliminary Roadway Drainage Design. The preliminary drainage evaluation will identify the
recommended improvement areas and take into consideration future maintenance of the facilities.
Based on evaluation of the hydrologic results of the proposed improvements, SGM with design a
conveyance system to capture run off from the roadway and convey it to the Crystal River to match
existing conditions as much as possible and meet local codes and criteria. This task will also include
preparation of a drainage report to be used for reference in design and permitting.
SGM will evaluate hydraulic results within the river to determine required bridge deck elevations,
span and potential adverse impacts to adjacent properties. A hydrologic analysis will be performed
for the proposed roadway improvements to assess existing verses proposed storm water runoff and
drainage conveyance to and through the Crystal River. Water Quality and detention can be
evaluated for this site, as needed, but is not anticipated.
SGM will prepare a drainage report that provides methods of analysis, data obtained and the results
of the study. The report will include pipe and inlet sizing, drainage area delineations and flows,
system parameters and model exhibits, computed velocities, flows and model input data for
reference.

• Wetland Delineation and 404 permit (State and Federal requirement)

Assumptions
o Review of a possible turn lane on SR133 will be done in this phase. It is assumed that
documents will be provided by CDOT indicating the plan view extents of those lanes.
o Geotechnical scope assumes two deep borings into the bedrock at the proposed abutment
locations and two shallow borings on each approach for the pavement design.
o Geotechnical borings will be drilled to the side of the bridge so that one lane may remain open.
o One day of traffic control for the geotechnical work is included in this scope of work.
o Exclusion – A Letter of Map Revision (LOMR) or Conditional Letter of Map Revision (CLOMR)
is not expected to be required on this project and is not included in this scope of work.

Phase 4.0 Final Design (FOR)
Description
In this stage, the design team will resolve any issues identified in the FIR design. All project
elements, including calculations, reports, plans, specifications, and estimates will be completed to
roughly a 90% level. All structural design details, applicable standard drawings, and utility
information are consolidated into the plan package. The FOR PS&E package will be submitted to
the City, CDOT and other stakeholders for final comments. This is the review period where the
team and stakeholders have their last chance at changes prior to advertising for bids. Only minor
changes to the plans are expected after the FOR submittal.
FIR Comment Resolution. SGM will prepare comment resolution forms that will be used to address
comments from the various project stakeholders and reviewers. These forms will be filled out by
SGM and returned to the reviewers for acceptance of the final dispositions of each comment.
Revisions to the plans will be based on the accepted comments.
Final Design (Roadway & Bridge). In this phase, the Design Team will advance the design to a
final design package that is essentially ready for construction. The preliminary design developed in
previous phase will be further developed from input at the FIR Meeting and the ongoing project
meetings.
Final Bridge Hydrology and Hydraulic Analysis. SGM will coordinate the final hydraulics analysis
with the final bridge layouts. The Final Bridge Hydraulics Report will be completed and submitted at
the conclusion of this phase.
Final Roadway Drainage Design. SGM will coordinate the final drainage analysis with the final
roadway layout. The Final Drainage Report will be completed and submitted at the conclusion of this
phase.
FOR Design Plans. FOR Plans to be added to the plan set are as follows:

Project Special Provisions. Project special provisions will be prepared in accordance with CDOT
Standard Specifications format. It is anticipated that the CDOT Standard Specifications for Road and
Bridge Construction (current edition) will be used as the basis for the construction project and CDOT
Standard Special Provisions and SGM Project Special Provisions will be provided to supplement the
Standard Specifications.
Quantities and Cost Estimate. SGM will calculate material quantities and the Engineer’s Opinion
of Probable Cost as the design progresses.
Bridge Permitting. SGM will prepare a USACE 404 Permit Pre-Construction Notification per
USACE standards. Streambank and riparian impacts will be noted, and mitigation measures will be
proposed. A hazardous waste assessment will be included, if necessary. A cultural resource survey
will be prepared by subcontractor Alpine Archeology. They will provide a cultural resource report,
which is a requirement of the USACE permit.
Landscape Architecture. Design will be performed by DHM Design (a subconsultant to SGM).
Meetings will be held with the County to identify and develop landscape options that are consistent
with the character of Redstone. Landscape plans will be developed at the FOR design stage. DHM
will participate in team meetings throughout the design process to coordinate the landscaping plans
with the overall project. DHM will provide input on costs, quantity and schedule throughout the
design.
Assumptions
• Landscape design is assumed to be basic in nature and limited to one landscape plan sheet.
Irrigation design, pallete plans, finishes, and technical specifications are not included in this
scope of work.
• Less than 0.1 acre of wetland impacts is assumed and therefore no wetland mitigation would be
necessary. If wetland impacts would be greater than 0.1 acres, off-site wetland mitigation would
be necessary, which would include additional coordination fees and potentially fees to purchase
wetland credits from a mitigation bank (if available).

Phase 5.0 Right-of-Way Plans and Easements
Description
This phase covers the development of ROW Plans and Legal Descriptions on the project per
CDOT requirements. It is assumed that if a new alignment for the bridge is selected, a new County
Right-of-Way would be defined. SGM will prepare the meets and bounds and exhibits necessary
for the easement documents. Additionally, SGM will develop Temporary Construction Easements
(TCE) and permanent easements. Based on a review of the Pitkin County GIS, there is only one
private property that could need easements (Historic Redstone Inn). Therefore, it is anticipated that
up to one Temporary Construction Easement may be needed. Our scope of work includes up to
one property valuation to support this TCE. It is assumed that the County will handle coordination
with property owners and all of the legal aspects of the easements.
Phase 6.0 Design Phase Completion
Objective
Provide a complete Plans, Specifications & Estimate (PS&E) package that is bid-ready and will be
submitted to CDOT and FHWA for authorization to proceed to advertisement and for any grant
applications that will be pursued by the County.
Description
FOR comments will be addressed and incorporated into the final Bid Documents. An Independent
Structural Design Review will be done for the bridge including a load rating per CDOT
requirements. After final QC review of the final Bid Documents, they will be submitted to the
County for solicitation of bids.
FOR Comment Resolution. SGM will prepare comment resolution forms that will be used to
address comments from the various project stakeholders and reviewers. These forms will be filled
out by SGM and returned to the reviewers for acceptance of the final dispositions of each comment.
Revisions to the plans will be based on the accepted comments.
Final Construction Plans. Comments from the FOR review will be incorporated into the final
construction plan set.
Final Project Specifications & Special Provisions. Comments from the FOR Review will be
incorporated into the final construction project special provisions.
Quantities and Cost Estimate. SGM will calculate material quantities and the Engineer’s Opinion
of Probable Cost as the design progresses.
Exclusions and Limitations
• SGM will provide supporting documents as needed for grant applications in this or any phase.

Phase 7.0 – Bid Phase Services
Objective
Provide a continuation of technical support throughout the bid solicitation period.
Description
In this stage the project team will assist the County from time of advertisement to time of award.
SGM will conduct (or assist the County in conducting) the Pre-Bid meeting. The project team will
also prepare bidding addenda, bid tabs and the Record Set plans and specs for construction and
submittal to CDOT.

Phase 8.0 – Construction Engineering Services
Objective
This phase will provide construction engineering support from the project design team for the
duration of the construction phase.
Description
In this stage the project design team will assist the County with review of technical submittals,
attend the construction meetings, respond to Engineer of Record level requests for information
(RFIs), and provide construction site visits as necessary to review items. The assumed
construction duration is March 2, 2026 to October 2, 2026. For the sake of determining project

Multi-year Contract Rates and Summary of Fees
The fee estimate has been broken down into three fiscal years to account for labor rate increases for
budgetary purposes and are based on the revised design schedule shown below. The assumed annual
