PROJECT NAME: ASPEN/PITKIN COUNTY AIRPORT SECURITY SERVICES
START DATE: February 1, 2026
END DATE: January 31, 2027
The Provision of Pitkin County Security Services – Countywide (the “Agreement”) dated January 1, 2026
between the Board of County Commissioners of Pitkin County (the “County”) and Colorado Protective
Services Aspen Inc 175 Oak Run Rd Carbondale, CO 81623 (the “Contractor”), shall include the following
services.
1. Contractor’s Obligations:
1. General Obligation - Contractor shall provide professional, qualified, and fully compliant security
services at the Aspen/Pitkin County Airport (ASE) in accordance with the Master Services Agreement,
this Task Order, RFP 111.25, and the Contractor’s winning proposal. Services shall be provided on a
daily basis, including weekends and holidays, and shall meet all applicable federal, state, local, TSA, and
FAA requirements.
2. Scope of Airport Security Services - The Contractor shall furnish all labor, supervision, coordination,
and administrative support necessary to provide airport security services, including but not limited to:
Uniformed unarmed security personnel
POST-certified armed security guards
Aviation Worker Screening support
Front-drive patrol and vehicle flow management
TSA checkpoint support (as authorized)
Security services shall be provided on an as-needed and scheduled basis as directed by Airport Security
Management and designated County representatives.
3. Staffing Requirements - The Contractor shall provide staffing consistent with Airport operational
needs, including:

One (1) POST-certified armed guard stationed at the TSA screening checkpoint during all hours of
checkpoint operation (generally 5:00 AM to 9:00 PM, with flexibility to extend coverage as required).
Three (3) uniformed unarmed guards assigned to front-drive patrol, vehicle flow management, and
Aviation Worker Screening, ensuring:
o At least one guard is continuously stationed on the front drive.
o Two guards remain available for reassignment to screening duties as needed.
Staffing levels and schedules are subject to adjustment due to seasonal fluctuations, airport closures,
special events, construction activities, threat level changes, or federal security directives.
4. Duties and Responsibilities - Airport-assigned security personnel shall perform duties including, but
not limited to:
Monitoring and controlling access to secure and restricted areas in compliance with TSA regulations
and the Airport Security Program (ASP).
Conducting perimeter patrols and inspections of terminal, airside, and landside areas.
Operating and monitoring surveillance systems, alarm panels, and badge access logs.
Supporting TSA screening operations when requested, without duplicating federal security functions.
Providing immediate response to suspicious activity, unauthorized access, or security breaches.
Coordinating with TSA, airline staff, Airport Operations, and law enforcement agencies.
Assisting with emergency evacuations, active threat incidents, crowd control, and implementation of
Airport Emergency Plans.
Escorting authorized non-badged personnel and contractors within secure areas.
Completing all required reports and documentation in accordance with Airport and County
procedures.
5. Regulatory Compliance - The Contractor shall ensure full compliance with all applicable laws,
regulations, and requirements, including but not limited to:
TSA and FAA regulations governing airport security
49 CFR Part 1542
Airport Security Program (ASP) requirements
Colorado laws governing armed and unarmed security personnel
FAA grant assurances and federal funding requirements (if applicable)
6. Personnel Qualifications & Certifications - All security personnel assigned to ASE shall meet or
exceed the minimum requirements set forth in RFP 111.25 and shall maintain all required credentials
throughout the term of this Task Order.
POST-Certified Armed Guards shall:
Maintain valid Colorado POST certification.
Complete TSA Security Threat Assessments (STA) and FBI Criminal History Records Checks
(CHRC).
Complete Airport-specific badging, recurrent training, and Sensitive Security Information (SSI)
training.
Be authorized to detain individuals under limited arrest authority granted by the Pitkin County
Sheriff’s Office.
Unarmed Guards shall:
Complete TSA STA and CHRC requirements.
Complete Airport-specific badging and recurrent training.
Be trained in Aviation Worker Screening procedures.
Wear Airport-issued identification at all times while on duty.
7. Uniforms and Equipment - The Contractor shall ensure all personnel are professionally attired and
equipped as required, including:
Airport- or County-approved uniforms clearly identifying personnel as security staff.
For armed officers: approved firearm, secondary nonlethal weapon, ballistic vest, radios, and required
safety equipment.

For unarmed officers: radios, traffic control gear, flashlights, and Airport-issued uniforms and
identification.
Access to electronic reporting systems for activity logs, incident reports, and badge audits.
8. Documentation and Reporting - The Contractor shall maintain and submit all required documentation
electronically, including:
Daily activity logs
Incident reports
Training and certification records
Monthly summary reports
The County reserves the right to audit records at any time.
9. Billable Rates - Rates applicable to this Task Order shall be those in effect under the Master Services
Agreement #111.25 at the time services are performed, subject to County approval. Any proposed rate
adjustments shall require prior written authorization by the County and shall not be effective unless
formally incorporated into the Master Services Agreement or otherwise approved in writing. All rates
charged under this Task Order shall comply with applicable FAA grant assurances and federal funding
requirements, and shall be subject to review and approval by the County to ensure eligibility for
reimbursement with federal funds, if applicable.
10. Performance Standards and Remedies - Contractor shall comply with all performance standards
set forth in the Master Services Agreement and RFP 111.25. Failure to meet such standards may result in
corrective action, assessment of liquidated damages (based on the table below), withholding of payment,
or termination, as provided in the MSA and RFP.

2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate
Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1
of this Task Order. It is expressly understood and agreed that in no event will the total compensation
and reimbursement to be paid hereunder exceed the sum of One Million Five Hundred Five Thousand
dollars and Zero cents ($1,505,000.00) for all services rendered. By Task Order or Task Order
Amendment, the County and Contractor may reallocate the budget among project tasks if the total
budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours

worked, with payment expected within thirty (30) days of invoice, but any payment by the County
may be offset by any amount the Contractor owes the County for any reason.
Any invoices not sent in the following manner may have payment delayed. All invoices for this Task
Order shall reference Task Order 111.25 H-1 and Aspen/Pitkin County Airport Security Services.
Invoices shall be sent electronically in PDF format to ap@pitkincounty.com.
3. Pitkin County’s Obligations. Pitkin County shall administer this contract through a County
Representative. David Scheider, Airport Operations & Security Manager will manage the project as
the County’s Representative. The services provided and products delivered by the Contractor under
this contract will be subject to review by the County’s Representatives, or a designee, for compliance
with Contractor’s obligations prior to final payment.
4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the
Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the
avoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respects
the Agreement is in full force and effect and remains unchanged by this Task Order.

Getting paper or electronic copies

required notices and disclosures electronically from us and you will no longer be able to use your
DocuSign user account to receive required notices and consents electronically from us or to sign

To request paper or electronic copies from Pitkin County
To request delivery from us of paper or electronic copies of the notices and disclosures
previously provided by us to you electronically, you should request those documents from Pitkin
County under the Colorado Open Records Act by contacting the Pitkin County custodian who
sent you the document for signature.
To withdraw your consent with Pitkin County
To inform us that you no longer want to receive future notices and disclosures in electronic
format you may:
i. decline to sign a document from within your DocuSign account, and on the subsequent
page, select the check-box indicating you wish to withdraw your consent, or you may;
