Date Feb-05-2026 Diane Jackson Airport Director Partner Sharron van der Meulen Feb-09-2026 Deputy County Manager Ryan Mahoney Feb-10-2026 EXHIBIT 2.11 - SCOPE OF WORK – revised Jan 21, 2026 Design Services for the Aspen/Pitkin County Airport (ASE) Exhibit 2.11 rev1 ZGF Project No. P26412 Consulting Services VTC will provide Baggage Handling System (BHS) SERVICES for the following: Project Description The intent of this document is to outline those design services provided by VTC necessary to complete the Concept and Programming Phase Design [Part 1], Schematic Design, Design Development, Construction Documents [Part 2], and Contract Administration [Part 3] of the Aspen Pitkin County Airport Terminal and Ground Transportation Center Project in Aspen, Colorado for the Aspen Airport and Pitkin County (Owner) being managed by Jacobsen Daniels (Program Manager). For clarity, Consultant in the Consultant Contract is referenced as VTC and Client in the Consultant Contract is referenced ZGF herein. VTC’’s scope of services and associated fees are predicated on the assumption that the new system will be configured as a stand-alone screening system, consistent with the current configuration. Any modification to the screening system configuration, including but not limited to a change from stand-alone to mini- inline or full-inline CBIS, as approved by TSA, may result in a corresponding adjustment to Consultant’s scope of services and fees. Project components include a new Terminal, Ground Transportation Center (GTC), Parking (Surface and Structured), and a Rental Car Facility (consisting of a Quick-Turn Around Facility, Rent-A-Car Return Area, and Rental Car Parking). Also included are landside site improvements to the roadways, curbs, and landscape and airside improvements to the apron adjacent to the new terminal as it connects to the existing and new work being done by the runway design team. Services will support the design phases identified below for the Aspen/Pitkin County Airport Project. Part 1B - Concept and Programming Design Phase will include: Under Part 1, VTC will start with the BHS planning to evaluate the size, type, and quantities of both Inbound and Outbound BHS required for the new Terminal. VTC will conduct the demand analysis using a design day flight schedule (developed by others) and other operational information for the inbound and outbound systems. VTC will coordinate with TSA to confirm the final screening method approved for this airport. VTC expects to receive architectural backgrounds in REVIT and other essential files for positioning the BHS conveyors. •Programming o VTC assumes the programming phase occurs prior to the concept design and the objective of this phase is to understand the project expectations and requirements. This phase is expected to occur during the first 4 weeks of the 16-week Part 1 schedule. •Activities o Attend a kickoff meeting with the airport stakeholders and attend a site walk. o Information gathering with airport and airline stakeholders to determine areas of improvement in existing baggage system operation Airport and stakeholders plans with respect to inbound and makeup area operation to inform equipment requirement o Gather & Review Documentation Design Day Flight Schedule (DDFS), if available. Otherwise, OAG data with TAF growth will be used for the forecast. Electronic drawing files (Revit) such as building background and/or models. Information related to baggage tug carts to validate the appropriate length of the loading (inbound) and makeup carousel/pier (outbound) o Conduct Baggage Demand Analysis based on the design day flight schedule provided by others. Baggage demand analysis includes both Inbound claims as well as Outbound screening and sortation. Attachment A EXHIBIT 2.11 - SCOPE OF WORK – revised Jan 21, 2026 Design Services for the Aspen/Pitkin County Airport (ASE) Exhibit 2.11 rev1 ZGF Project No. P26412 o Determine the size, type, and quantity of BHS equipment o Review of demand analysis and confirmation of the screening system configuration with TSA (one meeting) o Attend bi-weekly calls with the design team (two total meetings). • Deliverables o Preliminary baggage demand analysis report • Meetings o Kickoff meeting with the design team – virtual (one meeting) o Coordination meeting with TSA – virtual (one meeting) o Virtual meetings – total of 2 meetings. • Concept Design (BHS Pre-Design & Schematic) o VTC will provide a high-level BHS space planning concepts for each area: inbound claims, Outbound screening to sortation. These concepts layouts are block plans and approximate spatial reservations (SF) of the baggage systems for planning purposes. These concepts DO NOT include detailed design, section views, or validated right-of-ways. VTC will share these block plans with ZGF to be overlaid onto their architectural concepts. VTC’s scope for this effort will extend over a 4-week period. • Activities o Develop BHS space planning concepts/sketches  Block plans and spatial reservations of the BHS space.  Does NOT include detailed design, section views or validated right-of-ways. o Coordination through ZGF as needed to provide additional support related to BHS (up to four meetings) • Deliverables o Space planning concepts (block plans and SF estimations) • Meetings o Virtual coordination meetings – total of four (4) meetings. Part 2 - Schematic Design Phase through Construction Documents will include: The scope for Part 2 will begin with the development of Schematic design – advancing the selected option in previous phase. VTC will continue to advance the design to 60% design phase and start BHS coordination with CMR as outlined in the referenced document. Although there is no specific sequence described in the referenced documents, VTC assumes BHS Contractor will be procured after 60% design. This fee proposal, therefore, includes the bid and negotiation phase for the preparation of the bid document package and other activities to assist bidding. VTC also anticipates providing sealed document services during the construction document development (CD or 100% design) phase. VTC’s scope of services (Schematic Design Phase through Construction Documents) and associated fees are predicated on the assumption that the new system will be configured as a stand-alone screening system, consistent with the current configuration. Any modification to the screening system configuration, including but not limited to a change from stand-alone to mini-inline or full-inline CBIS, as approved by TSA, may result in a corresponding adjustment to Consultant’s scope of services and fees. The scope under CA services consists of four processes – Quality Assurance (QA), Quality Control (QC), testing and commissioning, and project closeout. Most QA activities are related to site activities such as equipment inspection and site walk while QC activities include reviewing documents submitted by the BHS Contractor. Assumed duration for each phase is shown below. (Note that TSA requires deliverables at their specific design phases as outlined below). • Schematic Design Phase (BHS 30% Design): 12 weeks • 60% Design (BHS 70% Design): 16 weeks • Construction Documents (BHS 100% Design): 16 weeks (including Bid & Negotiation Phase) • Construction Administration: 112 weeks (28 months) – The BHS scope covers approximately 48 weeks within the 28-month construction phase. o Pre-construction activities:  BHS Contractor’s document review – 16 weeks Attachment A EXHIBIT 2.11 - SCOPE OF WORK – revised Jan 21, 2026 Design Services for the Aspen/Pitkin County Airport (ASE) Exhibit 2.11 rev1 ZGF Project No. P26412  CMR and BHSC Engagement: 16 additional weeks o Equipment Inspection activities: 12 weeks o Testing and commissioning activities: 4 weeks Schematic Design Phase (BHS 30% Design) VTC will create schematic design packages based on the approved schematic design documents. VTC will actively engage the airport and stakeholders during the development, review, and refinement of the Schematic Design. Once the design package is approved, VTC will develop the BHS 70% design package. This phase is assumed to be 12 weeks. • Activities o Attend the review meeting with the key stakeholders o Attend weekly calls with the design team o Submit the design deliverables to ZGF  VTC will provide one design deliverable for all project stakeholders (including TSA) o Review and respond to design review comments from key stakeholders and TSA o Prepare the Schematic/30% design drawings for BHS including:  Plan view of outlined conveyors and Right of Ways (ROW) along with equipment identifications  TSA Screening Area Layout (To be coordinated with TSA)  Footprints for proper installation of stairs and ladders  UPS and power pole locations  EDS removal route with locations of quick disconnect conveyors  Cross sections showing vertical dimensions  Elevations of significant areas  Conveyor motor manifest  Enlarged plans, including demolition plans as necessary  Approximate PDP locations  Incorporate the comments and requirements of the approved SD into the 30% design  Preliminary phasing plan o Coordination with the design team o Develop outline BHS specifications o Update the Basis of Design Report with BHS information to be incorporated into the master document being developed by others. Prior to starting development 100% design, VTC assumes CMR considers procuring BHS Contractor using TSA 70% design package. VTC will develop Issue for Bid (IFB) package for CMR to include in their solicitation. VTC assumes that the BHSC procurement and 100% design development will occur during the overall project “100% Design” phase. This phase is assumed to be 16 weeks. 100% Design - Assumes 10-week duration • Activities o Prepare the 100% design drawings including:  Final BHS/CBIS plans, sections, elevations, and details  Phasing Plans as required to properly phase construction activities  CBIS equipment integration requirements of the TSA’s equipment suppliers, if required  Incorporate the comments and requirements of the approved 70% design into the development of the TSA 100% design development package o Finalize BHS specifications o Finalize the Basis of Design Report o Finalize 100% BHS ROM cost estimate (if required) o Finalize TSA contingency plan (if required) o Finalize TSA configuration management plan (if required) o Perform quality check (QA/QC) for all deliverables o Attend the review meeting with the key stakeholders o Attend weekly calls with the design team o Participate in BIM coordination led by the prime consultant o Facilitate and attend coordination calls with key stakeholders and TSA o Submit the design deliverables to Airport and TSA o Review design review comments from key stakeholders and TSA • Deliverables o Final Basis of Design Report (BDR) o 100% Issue for Conformity Design Set o Final phasing plan o Final BHS ROM o 100% BHS Specifications o Final contingency plan (if required) o Configuration Management plan (if required) • Meetings o Virtual coordination meetings – total ten (10) weekly meetings o Virtual design review meetings with Airport and TSA – total two (2) meetings. Construction Administration VTC will validate the project requirements for BHS by performing activities outlined under QC, QA, and testing and commissioning sections below. The construction phase is anticipated to last approximately 112 weeks (28 months), not including any months when work is paused. The BHS scope within this phase is expected to span a total of 56 weeks. Quality Control (QC): • Activities o Review and answer RFIs/RFSs and other clarifications from BHS Contractor (BHSC) o Review submittal documents provided by the BHS Contractor (BHSC). Anticipated BHS documents to be submitted by the BHSC are shown below. Quality Assurance (QA): • Activities o Provide quality audits. Getting paper or electronic copies At any time, you may request from us a paper or electronic copy of any record provided or made available electronically to you by us. For such copies, as long as you are an authorized user of the DocuSign system you will have the ability to download and print any documents we send to you through your DocuSign user account for a limited period of time (usually 30 days) after such documents are first sent to you. After such time, if you wish for us to send you paper or electronic copies of any such documents from our office to you, you may be charged a per-page fee.
