DESCRIPTION OF ISSUE: By-laws for the Pitkin County Planning and Zoning
Commission were adopted by that Commission on April 6, 2004, but were not included
in the April 14, 2004 Resolution that approved bylaws for most of the County citizen
boards. A copy of the Planning and Zoning Bylaws is available for review in the Citizen
Board Notebook maintained by Karen Sahr, at the reception area of the Courthouse
Plaza. Those Bylaws are in the same form as others previously approved by the attorney
and this Board. The attendance standard adopted for removal purposes by the Planning
and Zoning Commission provides that absence from more than one-third of the regularly
scheduled meetings within a calendar year would be grounds for removal. The attached
Resolution approves these bylaws.
Recommended Action: Adopt Resolution approving Bylaws for the Planning and Zoning
Commission.

APPROVING PLANNING AND ZONING COMMISSION BYLAWS

Recitals
The Board of County Commissioners ("Board") adopted Ordinance 028-02,
establishing a Standard of Conduct applicable to the Board, to members of County
Citizen Boards, to County Hearing Officers, and to certain specified County staff.
The County Home Rule Charter provides that the Board of County Commissioners
may remove citizen board members for violation of a standard of conduct adopted by
ordinance,' including violation of attendance policies set either by the County
Commissioners or each citizen board.
In Ordinance 028-02, the Board delegated to each citizen board the task of
establishing bylaws, including an attendance policy, and requested that the bylaws be
submitted to the Board for approval.
The Planning and Zoning Commission adopted bylaws on April 6, 2004, in a form
acceptable to the Board and the County Attorney. A copy of the bylaws is on file in
the County Administrative offices.
Therefore, it is resolved by the Board of Commissioners of Pitkin County, that the Planning and
Zoning Commission bylaws dated April 6, 2004 are hereby approved.
