Contractor’s Obligations. Contractor shall complete the services described in the attached Proposal (“Attachment A”) for the North Star Nature Preserve. The services will be performed according to the timeline and Project Budget in Attachment A. 2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1 of this Task Order. It is expressly understood and agreed that in no event will the total compensation and reimbursement to be paid hereunder exceed the sum of Twenty Three Thousand Four Hundred Seventy Eight dollars and Eighty Four cents ($23,478.84) for all services rendered. By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason. Any invoices not sent in the following manner may have payment delayed. All invoices for this Task Order shall reference Task Order 063.26 A-1 and North Star Fen Vegetation and Hydrology Monitoring. The main aim of this study is to provide “hard” quantitative post-construction data on the vegetation and hydrology of the fen at North Star Nature Preserve to determine if the fen “plug” has met objectives. In addition, the 2026 North Star Nature Preserve Management Plan Goal 9 is to Preserve wetlands to ensure the provision of ecosystem services and habitat for diverse flora and fauna, and specifically monitor the fen wetland restoration area as well as the extent of soil saturation and native vegetation (Goal 9.2). This data will track indicators as part of the monitoring program put forth in the Management Plan, specifically the saturated extent of the fen, but also the extent of invasive species infestations and the condition of wetland vegetation. 2.0 BASIS OF NEED In late summer of 2020, a drainage ditch draining the fen at North Star was constructed. This plug has raised water levels in the fen. In 2022, the first post-construction monitoring effort was conducted in order to satisfy requirements of the U.S. Army Corps of Engineers permit issued for this project and found that there was a slight decline in the cover of reed canarygrass (Phalaris arundinacea), a non-native invasive grass, and an increase in the wetland hydrology of the fen compared to pre-restoration conditions. The 2026 growing season represents the six-year post-construction. Furthermore, it is of interest to OST to see how the fen performs during the summer after an extremely dry winter (2025-26) to better understand its function under extreme drought conditions. 3.0 APPROACH Task 1. Soil Saturation Monitoring. Environmental/soil scientist, Ryan Sparhawk, will monitor the approximate extent of soil saturation in the fen during peak runoff (mid-late May), during the height of the growing season (mid-July), and near the end of the growing season (mid to late August). Mr. Sparhawk will emulate the same procedures as used previously by David Buscher (who is no longer available to complete the work). The extent of the saturation will be delineated with a shovel/hand auger and the boundary of the extent will be GPS’d with a sub-meter accurate GPS. Post field, the maximum saturation extent will be digitized in GIS by interpolating between locations where saturation was observed. The final shapefile of soil saturation will be provided to PeakEco for incorporation into the final report. Task 2. Vegetation Monitoring. Task 2 would follow a previously established protocol for vegetation monitoring. More specifically, Rea Orthner and a field assistant would monitor the vegetation of the four previously established 50-meter long permanent vegetation transects within the fen to quantify the percent cover of reed canarygrass versus native sedges. In addition, PeakEco will also qualitatively monitor the vegetation of the fen plug to evaluate restoration success as described above. The work will be completed using the point-intercept methodology, which is an OST standardized method to collect vegetative cover. In addition, species richness will be collected by recording all species present within a 2-meter wide quadrat Attachment A A-67 North Star Fen Vegetation and Hydrology Monitoring Page 2 set up over the transect. We propose to sample the vegetation in mid to late-August, at the approximate same time as the pre-construction baseline monitoring and 2-year post-construction monitoring. Task 3. Reporting. A concise Monitoring Report will be prepared at the end of the 2026 growing season that will summarize the methods of data collection and the results of the quantitative vegetation monitoring and compare it to the baseline/pre-construction and 2-year post construction data. Excel spreadsheets, photopoints, and maps will also be provided so that the same transects can be relocated and monitored in future years. The report will also document the results of the soil saturation monitoring including maps that illustrate the extent of the ponding of surface water, groundwater depth, and top of capillary fringe for each monitoring period and compare it to pre-construction data and 2-year post-construction data. Finally, we will briefly document the status of the fen plug, the success of the seedings and plantings and note any changes from the original plan. Climate data will also be included so as to interpret results in light of snowpack the preceding winter of each visit. 4.0 EXPECTED RESULTS, DELIVERABLES & COLLABORATION As per Task 3, above a concise monitoring report will be written the winter following the field season.
