1. Water diversion out of watershed and within our watershed
2. Funding allocation protocol: How can we be more welcoming to worthy applicants and how will we best decide where to put funds.
3. Metrics: Stream flow gauges and stream health metrics: we need more of 'em.
4. Leaky septic systems in critical areas proximate the streams and rivers. We need less of 'em. Where are they? What will it cost to fix
them? Who will pay?
Use local media to regularly encourage the community to become educated about river and stream protection issues and to get
involved.
Public education for our community and for the entire state about critical water issues will become necessary for the protection of rivers
in our watershed. HRSB should create a public pulpit for such issues.
Do you anticipate having conflicts that might prohibit regular meeting attendance? Please explain.
What have been the three biggest challenges for the board while serving this term.

1. Creating a HRSB fund disbersement protocol/ grant making process.
2. Determining which projects qualify for our attention and funding.
3. Welcoming the community to participate through presentations and project grant applications.
3a. Watching me butcher the rules-of-order when I run meetings.
The BOCC should have more qualified candidates available for Chair and Vice chair of the HRSB. Out of county HRSB members should be
allowed to serve as chairman, otherwise one or two of us will be the default Chair candidate. If I were to abdicate it would be hard to find
a replacement simply because of residency. I think the BOCC should sort this out before HRSBs next meeting with them.
I often have trouble remembering when we are just an advisory board to the BOCC and when we have the ability to make grants or
advocate without BOCC approval. Perhaps it is clear and only needs to be outlined for us again.
I think our mission is clear and important, but I can only assume that the community and various entities within the county have
divergent perspectives on what we should be focused on, where we should be putting the funds, etc. I would like to see staff work on a
prioritization of our public financial resources. How can we get the most bang for the buck, so to speak?
One answer to the above question is to develop an environment for working with funding partners, whether they be grant making
NGOs, other Government entities or private citizens. I have been approached about funding partnerships for conservation projects and I
can imagine that if we want to be effective we will have to work with partners to get the big jobs done.
Along the same lines, I 'd like to see HRSB initiate a program for attracting and working with in-kind donors of services. - Marketing and
PR, education and media partners, for instance. If our biggest success will come through educating all Coloradoans about water
conservation, how can we find powerful partners to help us?
I think the BOCC and HRSB and county staff should do more to encourage members of the community to bring us important issues and
projects. We should give them a forum and a place on a priority list and find ways to empower our private and NGO partners. I am not
satisfied with the way it has worked with groups who have presented to us in the past. ( ACES, RFC, FTF, etc.)
