Th/s proposal is comprehensive and includes all fees at the Sol~d Waste Center. Tkis copy reflects changes requested and discussed at the June 1, 2004 work session and June 23 regular meeting. Recommended Action: Pass Tipping Fee Resolution as proposed. RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF 'PITKIN COUNTY, COLORADO, LANDFILL TIPPING AND SALES FEES RESOLUTION [ORDINANCE] NO. -2004 Recitals: 1. Pitkin County wishes to set fees which are consistent and fair to the public, and which reflect the expenses incurred in providiug such services to the public. 2. Pitkin County wishes to recover usable commodities fi:om the waste stream and to exact fees that encourage the public to separate usable materials fi:om trash. 3. Pitlcin County wishes to set fees for retail sales of commodities that reflect current market conditions in the local economy. 4. p~tk~n County wishes to set fees for hazardous waste recycling fi:om Conditionally Exempt SmaLl Q~a~fifies Generators that are fair, adequately recover actual costs of recycling, encourage re~:ycling and discourage disposal of this material. 5. Pitldn County wishes to provide the ability for products at the Solid Waste Center to respond to changing market conditions by allowing the mav~ger flexibility' in outgoing materials pricing. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pitkin County, Colorado that the following Fees Schedule be enacted for the Pitkin County Solid Waste Center. Reduced Tipping Fee Charges The Pitldn County Solid Waste Center will grant a 50% reduction fi.om the posted tipping fee for sohd waste only under the following circ~,m~tances: · 'Solid waste resulting from cleanups or projects conducted by agencies of Pitldn County, when charges will be billed directly to a Pitldn County agency. · Solid waste resulting fi.om Colorado D~partment of Transportation "Adopt-A-Highway" cleanups. All other waste delivered to the site by CDOT, including waste fi.om routine road cleanups, will be charged full price. · Solid waste fi.om cleanups or events conducted by charitable and non-profit organizations for community benefit, such as stream cleanups, wildlife habitat improvement projects, etc. at the discretion of the Solid Waste Manager. Prior approval must be obtained from the Pitldn County Solid Waste M~nager, and the charges must be billed directly to the charitable organization. Proof of the not-for-profit status of the organization will be require& This discount is not for ongoing trash disposal. Tipping fees are completely waived in the following circnmntances: · Residents only, whose loads are at least 50% sorted recyclables. · Traditional recyclables -all~mlnllm and *.~ cans, plastic bottles, cardboard, newspaper, office paper, magazines, carpet pad. All reusable items as judged by Solid Waste Cc~er gatekeeper. Aspen Village and Wildcat Ranch clea.nup days one tkne annually. Value not to exceed $5,000 ~nnually per group. · Public Works cleanups,.including ditch and fight-of-way projects. · HorseJbarnyard manure and grass clippings. · Lead con*~minated soils from Smuggler (former NPL site). · Free Dura? Day - One day each year (TBA) all landfill-tipping fees are completely waived for residents of Pitkin County only. Free Dump Day does not apply to a commercial waste accounts. This does not include recycled products available for s~l~ e.. Account Credits - · The Town of Snowmass Village will'receive an ~nual credit of $10,000. The credit is to be used to offset ongoing routine disposal costs of Town operated Solid Waste and Recycling collections. · SoLid Waste from fire tr~inin§ exercises conducted by the Aspen, Snowmass Village or Basalt fire departments, when accompan/ed by a letter fi.om the responsible fire chief. The value of this discount is not to exceed $5,000 per year per department. All other situations' will be reviewed on a case-by-case basis, and approvals must be obtained from the Pitidn County Solid Waste Manager in advance.
