ENDORSING THE AMEEDWIDIT OF THE BY-LAWS OP TER
WITHIN COUNTY TRANSLATOR ADVISORY BOARD

REcITALS
1. The Pitkin county Board of commissioners (Race) is the elected
body governing the functions and administration of Pitkin
County, Colorado; and,
he Pitkin County Translator Advisory Board (TAB) is the rIcoonanding body to the BOce concerning matters pertaining
to the local transmission of television and radio; and,
3. The TAB functions under what is known as the 1980 By-Laws of
the TAB and Resolution No. 80-57 of the BOCC (attached es
Exhibit A); and,
4.: their (: The TAB has developed and approved amended by-laws at )
regular meeting of August 4, 1993, the motion passing 3-0.
NOW, THEREFORE, BO IT RESOLVED ID) tne Board of County Combissioners
of Pitkin County, Colorado, that it hereby endorses the adoption
of the by-laws as amended (Exhibit B) as the official by-laws of
the TAB, replacing all previous by-lews.

ARTICLE 1: BANE
Section 1. The name of this orginazation shell be "PITEIA COtetTY TAMS/ATOP
ADVISORY BAXRDs.
ARTICLE II: PLIPPOSES
Section 1. To provide to the public a board of well informed persons to
supply information and answers to ouestinns about the objectives
of the Translator Department as well as the problems that arise in translator vstems.
To Inform County Translator Engineer of signal quality.
To determine PEW channel allocations.
To determine if additional translator sites or cable system
Should be added to areas in Pitkin County where signals are leadc.guate
or non cuigtant.
To handle public relations, such ES press releases...ect.
To offer edvice and suggeSttOns on the distribution of the annual
operating budget.
To seek cooperation will otter translator °roues or government

ARTICLE tgtWERSHIP
Section!. Doan to all individuals who reside full time in Pitkin County
or own proterty In fitkin County-but reside full time outside
nitkin Courtyt normver does reside in an area serviced by a Officio County translator system.
ARTICLE IV: ADVISCRY BELLO
Section 1. The Advisory Board shall consist of seven reoular members. Of
the seven regular members, one member shall fie at large and the
other six shall represent the basic six areas served by the trans-
lator syste-. Each area representative shall reside In the area that he or she represerts.
The areas are defined as:
a. Moen
b. Basalt/to-ma
C. CrysW/Redstorte
d. Verelith/ThomaSirille e. SneopeSs Village .
f. gooey CreebiCapitol Creek Valley
Section 2. Members of the board shall serve two-year terms arranoed on a
staggered basis. This plan till assure that approximately one
half of the Board will at all times be second year members.
There shall be no fixed limit on the number of terms served.
Section 3. When ',Bennetts occur on the Advisory Board. not)cits of such vacancies shall be published and applications reviewed by the
County Cp=aissioners and replacementS shall be determined by the sate.
Section 4. A vacancy on the Advisory Hoard of the Fitkin County Translator Advisory Hoard shall occur upon resignation, death, or upon two
unesoused absences of a wencher fornonthlyreetinDs. Or upon ex-
piration of a ea.11ers term.

ARTICLE V: OFFICETS OF THE ADVISORY BOARD
Section 1. Officers of the Advisory Board shall consist of A Chairman. Vice Chairman, and a Recording Secretary.
Section 2. CHAINAH. The duties of the Chairman shell be: To reside at meetings of the Fdvisory Board; to appoint committees; to repre-sent the Advisory Hoard wherever necessary.

THE PITKIN COUNTY TRANSLATOR ADVISORY BOARD
ARTICLE I: NAME
Section 1. The name of this organization shall be Pitiful
County Translator Advisory Board.
ARTICLE /I: PURPOSE
Section 1. Due to the mountainous terrain of Pitkin County. it
is impossible to directly receive television and
radio broadcast sianals. Therstore, the Translator
Advisory Board will provide the Pitkin County Board
of Commissioners with input concerning operations
of an economical system for re-broadcasting of
television and radio signals for the citizens of
Pitkin County.
ARTICLE III: RESPONSIBILITTES
section 1. To serve in an advisory capacity to the aoard of county commissioners and translator department
staff.
Skition 2. 155 formulate policy regarding areas served by ths
translator system and signals re-broadcast to these
areas. These poliiies shall include, but not be
limited to: selection of television and radio
stations on the translator system and the
administration of Public Service Announcements.
SeCtiOn 5. To participate in the budgetary process of the
translator department.
section 4. Perform analysis of existing methods and recommend
Plans to implement new cr better methods of
providing television and radio signals to the
citizens of Pitkin County.
section 5. Analyze existing funding mechanisms and rermmend
new metnpds of funding the services provided.
ARTICLE Iv: TRANSLATOR ADVISORY BOARD
Section 1. The Translator Advisory Board shall consist Of five
renular and two alternate members. Open to all individuals who reside full time in the Pitkin
County translator reception area with preference
given to Pitkin County residents. The Translator
Advisory Board shall try to have representations
from the following areas: Aspen. Basalt/Emma,
Crystal Redstone. Meredith/Thomasville and the
Woody lreek/Capitol Creek Valleys.
Section 2. Members of the Translator Advisory Board shall serve two-year terms arranged on a staggered basis.

of the Board will at all times be second year

Commissioners shall consider reappointments and new
appointments to the Translator Advisory Board for
expired terms that end and begin on March 15. When
vacancies occur on the Board, notices gf much

reviewed by the Pitkin County Board ce
Commissioners and replacements shall be determined

be: To reside at meetings of the Translator
Advisory Board; to appoint committees: to represent
the Translator Advisory Board whenever necessary.
Section 6. VICE CHAIRPERsoN. The duties of Vice Chairperson shall be: To preside in the absence of the
Chairperson and in the event tf the attic: of the
Chairperson becoming vaa.nc at assume the duties of
the Chairperson for the c.m.:_nder of the term.
Section 7. A Vacancy on the Pitkin County Translator Advisory
Board Shall occur upon resignation, death, or upon
two unexcused absences of a member for regular meetings, or upon expiration of a meabers term.

Section 1. Meetings shall be held og a regular hi-monthly
