The Pitkin county Board of commissioners (Race) is the elected body governing the functions and administration of Pitkin County, Colorado; and, he Pitkin County Translator Advisory Board (TAB) is the rIcoonanding body to the BOce concerning matters pertaining to the local transmission of television and radio; and, 3. ARTICLE IV: ADVISCRY BELLO Section 1. The Advisory Board shall consist of seven reoular members. Of the seven regular members, one member shall fie at large and the other six shall represent the basic six areas served by the trans- lator syste-. Each area representative shall reside In the area that he or she represerts. The areas are defined as: a. Moen b. Basalt/to-ma C. CrysW/Redstorte d. Verelith/ThomaSirille e. This plan till assure that approximately one half of the Board will at all times be second year members. There shall be no fixed limit on the number of terms served. Section 3. BY-LAWS THE PITKIN COUNTY TRANSLATOR ADVISORY BOARD ARTICLE I: NAME Section 1. The name of this organization shall be Pitiful County Translator Advisory Board. ARTICLE /I: PURPOSE Section 1. Due to the mountainous terrain of Pitkin County. it is impossible to directly receive television and radio broadcast sianals. Therstore, the Translator Advisory Board will provide the Pitkin County Board of Commissioners with input concerning operations of an economical system for re-broadcasting of television and radio signals for the citizens of Pitkin County. ARTICLE III: RESPONSIBILITTES section 1. To serve in an advisory capacity to the aoard of county commissioners and translator department staff. Skition 2. 155 formulate policy regarding areas served by ths translator system and signals re-broadcast to these areas. These poliiies shall include, but not be limited to: selection of television and radio stations on the translator system and the administration of Public Service Announcements. SeCtiOn 5. To participate in the budgetary process of the translator department. section 4. Perform analysis of existing methods and recommend Plans to implement new cr better methods of providing television and radio signals to the citizens of Pitkin County. section 5. Analyze existing funding mechanisms and rermmend new metnpds of funding the services provided. ARTICLE Iv: TRANSLATOR ADVISORY BOARD Section 1. The Translator Advisory Board shall consist Of five renular and two alternate members. Open to all individuals who reside full time in the Pitkin County translator reception area with preference given to Pitkin County residents. The Translator Advisory Board shall try to have representations from the following areas: Aspen. Basalt/Emma, Crystal Redstone. Meredith/Thomasville and the Woody lreek/Capitol Creek Valleys. Section 2. Members of the Translator Advisory Board shall serve two-year terms arranged on a staggered basis. Thin Plan will assure that approximately one half of the Board will at all times be second year members. There shell be no fixed limit on the number of terms served. VICE CHAIRPERsoN.
