Based on our conversation with you and Pitkin County Staff on 1/08/2026 and 06/11/2026 we understand that the following services under Phase IV Code Updates, require approval in order for the project team to meaningful move forward with next steps: Contract Amendment This contract amendment is to repurpose the remaining task order budget under previous phases of work. The available budget will then be reallocated to a more efficient path forward with a singular recommendations report related to CGAC recommendations in combination with code formatting guidelines. Building on recent work with the CGAC, studies conducted under the Vision 2050 project, including the development and adoption of the Comprehensive Plan, the County has identified several areas of code that require updates to come into alignment with its core values and climate action goals and updated policies in the 2026 County Comprehensive Plan. These proposed code amendments will be logged, analyzed and discussed to understand what is important to address immediately in the face of ongoing development pressures in unincorporated areas and what can be phased over time to allow for additional community input. We anticipate utilizing the code amendment matrix, developed by staff, as the basis for this exercise, and we will work with consultant teams to finalize recommendations from previous technical studies required to provide baseline data for proposed amendments. This includes the development of final topic-specific recommendations and ongoing tracking across all code work through Phase IV. Ongoing tracking is paramount due to the multiple authors and diverse schedules of varying code amendment projects. Teaming: Design Workshop will lead this review in close coordination with County Staff. Tasks: a. Collaborate with staff to create a master list of existing targeted code amendments, CGAC proposed code amendments, and required Comprehensive Plan code amendments. Design Workshop will build on this list in preparation for the Code Assessment. b. Design Workshop will develop a comprehensive matrix to be utilized by all code amendment authors across teams to track formatting, content and reorganization changes. c. Ongoing monitoring and updates to code tracker at key module milestones to reflect ongoing code amendment work across teams. (Design Workshop and County staff will each be responsible for maintaining and updating their respective scopes in the tracker). d. Encapsulate the code amendment implementation plan based on findings from the Code Amendment Review, assigning roles and responsibilities for ongoing work, and setting up work agreements across various sub-teams across workstreams. Deliverables: a. Meetings for this deliverable will occur under ongoing project management tasks. b. Development of code tracker and ongoing management of tracker throughout Phase IV code amendment drafting. Data Assumptions: It is assumed Pitkin County will provide the following data for this task: a. List of ongoing targeted code amendments b. List of Comprehensive Plan Implementation Matrix Task 602 Code Assessment and Gaps Analysis ($90,000) Scope: Design Workshop will document existing code strengths and weaknesses related to the policy recommendation from the CGAC Final Report of Recommendations, the Comprehensive Plan and additional supporting County policy documents, in addition to summarizing findings from technical studies including FAR / Net Parcel, TDRs, GMQS, Embodied Carbon, Economic Intensity, and Climate Intensity and other salient topics that are derived from community engagement efforts. Teaming: Design Workshop will lead this assessment in close coordination with Pitkin County Staff to gather input through ongoing facilitated staff work sessions. Tasks: a. Conduct an inventory of all existing development standards and performance standards. Attachment A b. Conduct a review of all zone district dimensional tables, including review of Net Parcel and Floor Area related to Net Parcel study completed under Task Order C-1 and FAR Comprehensive Plan recommendations. c. Conduct a review of existing TDR program, including recommendations of areas to adjust based on the TDR study completed under Task Order C-3. d. Conduct a review of the existing GMQS program, including recommendations of areas to adjust based on the GMQS study completed under Task Order C-4. e. Conduct an extensive review of existing code with a specific emphasis on zone districts, dimensional requirements, permitted uses, development standards, design, utility infrastructure, environmental resource protection, sustainability, and housing related code sections (County staff to indicate if any code sections should not be reviewed). f. Review of code for organization, clarity, structure, and usability. Assessment will include: i. Areas where inconsistencies and unclear language can be eliminated or updated; ii. Key standards that should be strengthened and topics/ chapters that should be added; iii. Identification of exemplar Land Use Codes to draw upon for inspiration and best practices; iv. Direction for how current county processes and CGAC recommendations related to housing, utilities, transportation, and green infrastructure can be better integrated. Deliverables: a. Meetings for this deliverable will occur under ongoing project management tasks. b. Design Workshop will facilitate two ½ day kick-off sessions based on information provided in the Code Assessment and Gaps Analysis and launch for Phase IV (modules) work. c. Report describing findings. This will be delivered in Microsoft word for two rounds of review with County Staff. Anticipated to be approximately 40-60 pages in length. No graphics are anticipated for the deliverable, but tables will be included as needed. Staff comments to be provided in aggregated format with clear policy direction. d. Final report with tables to be provided in PDF format. Task 603 Code Outline + Style and Graphics Guide ($17,050) Scope: The Code Outline will provide clear direction on structural updates to land use, building, and energy codes based on input from Pitkin County staff. The final code outline and Style and Graphics Guide will be informed by staff preferences so expectations for grammar, punctuation, lists, tables, etc are agreed upon in advance of any redlines occurring. The Style and Graphics Guide will also include graphics for consideration, detailing different styles that may be appropriate for Pitkin County. Teaming: Design Workshop will lead this effort. Coordination with Pitkin County Community Development Staff to provide input in this research process, as outlined in the scope below. Tasks: a. Meetings for this deliverable will occur under ongoing project management tasks. b. Based upon feedback from the Code Assessment and Gaps Analysis, Design Workshop will develop a new Table of Contents for the code amendments. This table will be created in Excel, and serve as a living document, tracking changes across teams throughout Phase IV. c. Based upon feedback from the Code Assessment and Gaps Analysis, Design Workshop will develop a Style and Graphics Guide for the code amendments. d. Based upon the Code Assessment and Gaps Analysis, Design Workshop will develop initial recommendations for the inclusion of graphics in code amendments (best organized comprehensively in the tracker from 601). Deliverables: a. The Table of Contents will be provided in Microsoft Word, or a Google Doc format, with one (1) round of aggregated edits anticipated. Final Table of Contents will be provided in PDF. b. The Style and Graphics Guide drafts will be provided in PDF for staff review with one (1) round of aggregated edits anticipated. Final versions will be delivered in PDF. c. Content organization guide to clearly define the location for various content (Land Use Code, Building Code, Land Use Application Manual, fee ordinances, website resources, etc) d. Code Graphic Initial Recommendations list, provided in Excel, with (2) rounds of aggregated edits anticipated. Final list will be provided in PDF. Attachment A Task 604 Scenarios and Beta Tests ($42,195.91) Scope: Design Workshop will lead efforts to identify how proposed code changes to Net Parcel, FAR, TDRs, and GMQS, and other relevant code policy shifts will impact development in Pitkin County using specific site-based testing. Based on completed technical studies, and future exploration of code amendments, this task “test drives” proposed code amendment concepts together. The intent is to determine how these tools may achieve Pitkin County’s goals and objectives established in the Comprehensive Plan. Teaming: Design Workshop will lead this effort closely coordinating with Pitkin County Community Development Staff to provide input in this research process, as outlined in the scope below. Tasks: a. Meetings for this deliverable will occur under ongoing project management tasks. b. Utilizing policy direction established in the Code Assessment and Gaps Analysis, ongoing direction from staff, and proposed code amendments, Design Workshop will select up to six (6) parcels of various sizes and conditions, and will create a matrix of scenarios evaluating a spectrum of proposed code amendments. c. Scenarios will be presented in a memo format with graphics, with supporting Excel table, and will be refined through ongoing discussions with staff, technical stakeholders, Deliverables: a. Design Workshop will provide a memo that outlines selection criteria, policy areas, and scenarios for consideration. This Scenarios and Beta Test Memo will be provided in Microsoft Word, or a Google Doc format, with one (1) round of aggregated edits anticipated. Design Workshop will confirm policy / code direction based on outcomes from Beta Tests and will include recommendations based on success of testing or identify additional study needed. b. The Scenarios and Beta Test Memo will be accompanied by an Excel Sheet containing the selection criteria, parcel descriptions and key information, policy levels, and scenario buildouts. Up to three (3) rounds of aggregated edits are anticipated. By signing this letter, you are authorizing Design Workshop, Inc. to commence services immediately for a fee of $156,195.91 for work on Phase IV under Tasks 601 through 604 as identified above. This fee does not include reimbursable expenses (printing, photography, and travel) which will be billed at cost plus 15% for handling.
