APPROVING CITIZEN BOARD BYLAWS

Recitals
The Board of County Commissioners adopted Ordinance 028-02, establishing
a Standard of Conduct applicable to the Board, to members of County Citizen
Boards,to County Hearing Officers, and to certain specified County
staff.The County Home Rule Charter provides that the Board of County
COmmissioners may remove citizen board members for violation of a standard of conduct adopted
by ordinance, including violation of attendance policies set either by the
County Commissioners or each citizen
board.In Ordinance 028-02, the Board delegated to each citizen board the
task of establishing bylaws, including an attendance policy, and requested that the
bylaws be submitted to the Board
for approval.As of March 2004, the following County citizen boards had developed bylaws,
as of the date indicated, either previously approved by the Board or submitted to
the Board

Advisory Board: 11/2003 The Board of County Commissioners has previously indicated
that the Conflict of Interest Commission and the Grant Review Committee may
consider bylaws the next time they meet, since meetings are either as needed or only
once a year. The Planning and Zoning Commission still

Re: Adoption of Citizen Board Bylaws
Dear Citizen Board Members and Staff Liaisons:
Please accept thanks from the Board of County Commissioners for the efforts made by
most of you to adopt bylaws for your citizen boards. At a work session on March 9,
2004, the Board of County Commissioners directed that all those bylaws be approved by
resolution, which occurred on April 14, 2004. A copy of the resolution is enclosed.
The information presented to the Board at its March work session is included in the
enclosed chart and agenda item summary. The chart lists each citizen board, its mandate
and function, the date it adopted bylaws, the number of members, meeting time and
frequency, and comments on the attendance policy included in the bylaws. One concem
expressed by the Board during its review of this material was the diversity of attendance
policies developed by the various citizen boards. The Board recognizes that each citizen
board knows best what attendance policy is workable for its members, and thus has
approved all the bylaws as written. The Board also wants each citizen board to know that
if ever the current policies and bylaws prove unworkable, the Board will be amenable to
requests for changes.
Again, we sincerely appreciate the time and effort spent on this project, and we thank
each ofyou for your ongoing service to the County.
