WSEREAS, the citizens of Pitkin County wish to preserve f

areas of historical importance within the County; and f: :
wHEREAS, the residents of historically-designated Redstone
and its immediate vicinity on the Crystal River are particularly
concerned that Redstone's historically significant areas, sites . i'`:::;_'

and objects be preserved through careful alterations to existing

structures and appropriately designed new cons'truction.
NOW, THLREFORE, BE IT RESOLVED that the Board of County

Commissioners of Pitkin County, Colorado, hereby creates the i
Redstone Historic Preservation Commission whose authority and
y_,;responsibilities shall be as follows:
Section 1. Intent
t
The intent o£ this Resolution is to establish a Redstone
Historic Preservation Commission to provide for the preser-
vation and continued integrity of the historically-designat-
ed area within 1000 feet of the established boundary of the1townsiteofRedstoneandofotherdesignatedstructures,
sites and objects to promote the educational, cultural, j
economic and general welfare of the public by preserving
those qualities which relate to the kiistory of Redstone, ,the
State of Colorado, and the nation.
Section 2. Membershiq of Redstone Historic Preservation

A) There shall be established an Historic Preservation
Commission with five (5) regular and (3) alternate members
all appointed by the Board of County Commissioners of Pitkin i'
County, Colorado Members sit at will. y. `
Members shall meet the following qualifications:
1) Have an interest in and knowledge about the w

2) Have been residents of the Crystal River Valley
within the bounds of Pitkin County (from approxi- r`=;: :
mately nine miles north of Redstone to approxi-
mately five miles south) for a minimum of one (1)
year;
3) Include a mix of backgrounds such as architecture,
real estate, history, law, engineering and long-
term residents;
4) Include a balance of property owners and renters. ti
1:.'1.B) Alternates shall act only in the event of the absence
of the regular member. The chairman shall appoint any
alternate present to act in the absence of a regular member.
C) Members sha1Z serve for two (3) year terms, such that
terms of four (4) members and the remaining four (4) members
shall be completed in alternating years. Terms shall run
from September 1 through August 31 of each year. Members
may be reappointed for successive terms and each member
i shall serve until the appointment of his or her successor,
D) Members shall serve without pay.
Section 3, OrQanization y

The Commission shall develop and adopt. by-laws to govern its
operations. Such by-laws shall include provision for
election of officers to include a chairpezson, vice-chair-
person and secretary (whose responsibility shall be to make
and keep a thorough, accurate record of all Commission
proceedinqs).z
Section 4. Powers and Auties
The powers and duties of the Commission shall include, but x
not be limited to:
1) Assisting County Planning Office staff by review-
ing and historic inventory of structures, sites
and ohjects in the Redstone vicinity with respect
to completeness and accuracy;

2) Assisting County Planning Office staff in draftinq
guidelines and amendments thereto for alterations
to existing structures and design of new construc- r `'

3) Recommending and preparing applications for
designation of historically significant areas,
structures or sites in the Redstone area at the
County, State or Federal level, including provi- r
sion of support material necessary to justifydesignation;r
4) Reviewing and making recommendations to the Pitkin
County Planning and Zoning Commission for special
review permit applications as required by Section r:. .
5-405 of Title II (Land Use Code) of the Pitkin y'.:;
b County Code (or otherwise reviewir_g applications1underamendedlegislation) for erection, removal, 1t
construction, reconstruction, remodeling or
i demolition of structures or sites designated as
historic and archaeological resource areas in the
vicinity of Redstone;
5) Promulgating knowledge of and respect for historic
j preservation and, more specifically, knowledge of
adopted guidelines and regulations to insure such
preservation.
