RESOLUTION #74-67
RE 1974 SANITARY LANDFILL MANAGEMENT OPERATION PLAN
WHEREAS reorganization of the County Landfill Operation appears to be
in the public interest, inasmuch as it appears that:
1. The existing location has a great potential for becoming a model
sanitary landfill operation.
2. The projected county waste loading is estimated to be 37 tons per
day in 1975 rising to 150 tons per day in 1990, assuming a maximum population
growth rate not to exceed 7% per annum and a resultant equivalent daily popu-
lation of 28,250 people, or 157 tons per day in 1990, whichever is greater.
3. The County has obtained a comprehensive well-analyzed "Management
and Operational Plan" for said sanitary landfill from Briscoe-Maphis, Inc.,
in order to permit the County, through good management practices, to utilize
said sanitary landfill site for 20 years in order to accommodate the aforesaid
waste loadings.
4. The adoption of the model management and system practices recommended
therein will permit such solid waste loadings, including appropriate margins
for error, to be accommodated in a sound fashion.
5. Section 36-23-16, C.R.S. 1963, authorizes counties to finance such
operations by ad valorem property taxation of/and by users' services charges,
and the Briscoe-Maphis plan sets forth recommendations for user service charges.
NOW THEREFORE THE BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY HEREBY
RESOLVE THE FOLLOWING:
1. Public Hearing. Thirty (30) days' notice shall be given that a public
hearing will be held on the 23rd day of September, 1974, at 3:00 p.m. at the
Pitkin County Courthouse for the following purposes:
a) Adoption of Plan as Part of Pitkin County Manum]. To obtain
public and official comment, testimony and evidence bearing on whether or not
the Pitkin County Sanitary Landfill Management and Operational Plan submitted
on July 29, 1974, by Briscoe-Maphis ("The Plan") should be adopted in whole
or in part, as submitted or with appropriate revision, as a part of the Pitkin
County Manual, to define the service and to govern the operations thereof until
otherwise determined by the Board of County Commissioners. A copy of The Plan
shall be made available for public inspection in the office of the County
Clerk and Recorder.
b) Ad valorem property tax/user charge financing. Whether the
operation of the county sanitary landfill should be financed in 1975 and sub-
sequent years through increase in ad valorem property taxes and/or whether
the user service charge schedule recommended in The Plan should be adopted.
c) Population/Growth Rate Assumption~. Whether the population
growth rate and other design assumptions utilized in The Plan are justified
or adequate on the basis of economy or operation of government and reasonable
tax rates.
d) Any other matters relevant to The Plan or to the operation of
said sanitary landfill site.
2. Referral for Official Comment*. The County Manager shall forthwith
publish the aforesaid notice and shall refer copies of a) this resolution and
b) The Plan to the following for official comment or advice for inclusion in
the record of such public hearing.
