PROJECT NAME: SNOWMASS CREEK TRAILHEAD PARKING & ACCESS IMPROVEMENTS

The On-Call Engineering Services (the “Agreement”) dated Agreement Start Date between the Board of
County Commissioners of Pitkin County (the “County”) and SGM, Inc 118 West 6th St., Suite 200
Glenwood Springs, CO 81601 (the “Contractor”), shall include the following services.
1. Contractor’s Obligations. Contractor shall provide construction management services for improvements
to the Snowmass Creek Trailhead as described in (“Attachment A”).
2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate
Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1
of this Task Order. It is expressly understood and agreed that in no event will the total compensation
and reimbursement to be paid hereunder exceed the sum of Forty Nine Thousand Eight Hundred Forty
dollars and Zero cents ($49,840.00) for all services rendered. By Task Order or Task Order
Amendment, the County and Contractor may reallocate the budget among project tasks if the total
budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours
worked, with payment expected within thirty (30) days of invoice, but any payment by the County
may be offset by any amount the Contractor owes the County for any reason.
Any invoices not sent in the following manner may have payment delayed. All invoices for this Task
Order shall reference Task Order 012.25 C-11 and Snowmass Creek Trailhead Parking & Access
Improvements. Invoices shall be sent electronically in PDF format to kim.arensdorf@pitkincounty.com.

3. Pitkin County’s Obligations. Pitkin County shall administer this contract through a County
Representative. Carly O'Connell, Senior Planner will manage the project as the County’s
Representative. The services provided and products delivered by the Contractor under this contract
will be subject to review by the County’s Representatives, or a designee, for compliance with
Contractor’s obligations prior to final payment.
4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the
Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the
avoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respects
the Agreement is in full force and effect and remains unchanged by this Task Order.

1. Contractor’s Obligations.
A. Project Description
This work includes Construction Management Services for the Snowmass Creek
Trailhead. The construction project to be completed by the County’s selected contractor
will include the construction of a 74-space gravel parking lot at the end of Upper
Snowmass Creek Road in Pitkin County, Colorado. Project includes the installation of
culverts, parking lot surfacing, landscape boulders, landscaping, and installation of
prefabricated vault toilet.
B. Work Plan
Construction Management & Inspection
This work includes providing construction management and inspection with one Project
Engineer for the duration of the construction phase on a part-time basis. This also
includes a pre-construction meeting, regular weekly meetings, submittal and RFI reviews
and contract administration. Through construction, SGM has assumed 3 to 4 site visits
per week.
Roles and Responsibilities
SGM will provide one (1) part-time Project Engineer that is licensed in the state of
Colorado. The Project Engineer will check in daily with Pitkin County staff, SGM design
team, and Contractor. The Project Engineer will monitor the project for compliance with
contract and construction documentation requirements. The Project Engineer will be
responsible for the following items:
•Verification of general conformance with the plans, special provisions, CDOT
Standard Specifications, and CDOT M&S Standards referenced in the Award plans

• Regular communication and coordination with County staff and Contractor
• Preparing speed memos (CDOT Form 105) for formal communication and directives
• Leading the pre-construction meeting
• Leading weekly construction meetings and recording minutes
• Reviewing quantities with Contractor
• Reviewing monthly pay application submitted by Contractor
• Assisting with Change Order justification and documentation
• Reviewing Contractor’s baseline schedule and monthly updates
• Managing the RFI process during construction
• Notifying Contractor and project staff of non-compliant work via speed memos
• Attending final walk-through
• Coordinating with SGM design team for submittal reviews, design interpretation and
RFIs
• Coordinating project closeout deliverables with Contractor
• Routine field observation and weekly diary/documentation
• Quantity tracking
• Photo documentation
• Identify construction issues
• Punch list creation and project closeout support
• Coordination of environmental compliance
• Reviewing restoration and revegetation requirements
• Completing Agency/USFS documentation as applicable
C. Schedule
The time period for construction of this project is assumed to start August 2026 and end
October 2026. An additional month in June 2027 is assumed for the installation of vault
toilet. The Project Engineer is scheduled to work part-time from pre-construction through
project completion. See table below for schedule and hourly breakdown per phase.

• The Project Engineer cannot obligate funds or authorize payments or changes to the
contract on behalf of Pitkin County. Any contract changes or financial obligations will
be performed by Pitkin County.
• As-built plans will be prepared in pdf format and will be based on field observations
and measurements, not as-built surveying.
2. Compensation and Expenses
The fee estimate and schedule included on the following pages assumes one part-time
Project Engineer for the duration of the project. Construction is assumed to take 72 Working
Days, from August 2026 through June 2027. SGM has included project management hours
to complete invoicing and prepare monthly progress updates.
This fee estimate assumes 15 hours per week for one part-time Project Engineer during
actual construction. If the construction project includes weekend work, this 15-hour-per-
week amount may be insufficient if the Contractor elects to work more than 5 days per week.
We will closely monitor our budget, adjust work hours to meet demands, and proactively
discuss budget implications with the County.
Total compensation and reimbursement to be paid hereunder for this scope of work shall not
exceed the sum of: forty-nine thousand eight hundred forty dollars and zero cents
($49,840.00) for all services rendered.
