Michael Manchester, Arnold Mordkin, Richard Virtue, Douglas Mercatoris, and Bill Boineau COUNCIL MEMBERS ABSENT: All Council Members were present. Dorothea Farris called to order the Special Meeting of the Pitkin County Board of County Commissioners on April 29, 2004 at 4:06 p.m. COUNTY COMMISSIONERS PRESENT: Patty Clapper, Shellie Roy, Mick Ireland, Dorethea Farris COUNTY COMMISSIONERS ABSENT: Jack Hatfield STAFF PRESENT: Mike Segrest, Town Manager; Chris Conrad, Planning Director; Hunt Walker, Public Works Director; Rhonda B. Coxon, Town Clerk PUBLIC PRESENT: Dale Will, Cindy Hubert, Gary Suiter, Jeff Tippett, Bud Eylar, Joe Wells, Hillary Smith, Dave Bellack, Mike O'Connor, Tom Oken, John Worchester, Catherine Lutz and other members of the public interested in Agenda items for this Meeting, Item No. 2: BRUSH CREEK TRAIL/HOLY CROSS TRANSMISSION LINES/BRIDGE WITH PITCO OPEN SPACE BOARD T. Michael Manchester noted that the Town Council has met with the Open Space Board regarding the Brush Creek trail, in response to an inquiry by Manchester, Dele Will of the Open Space Board provided an update on the JUL, 12,2004 2:59PM TOWN OF SNOWMASS N0.48~ P, 2 04-29-04sm Page 2 of 4 securing of easements, the Cozy Point South is still in progress. Manchester stated that a time frame should be put in place to review other alternative so this trail can still be constructed in a timely manner. Will noted the easements should be in place by the end of summer for the 2005 time schedule. Manchester assured the BOCC that this trail would be intergraded with the Snowmass trail network, The other piece of County land that is of interest to the Town of Snowmass Village is the trail crossing over Brush Creek Road at Brush Creek. The Town would like to create a bridge or underpass for pedestrians at the entry to Snowmass. Will informed Council that this is a very sensitive area to design due to a lot of fill in the wetlands in the past. Segrest stated that cost sharing options are available for the BOCC and Town. BOCC stated they would refer to cost sharing at a future date, Jeff Tippee relayed information regarding State Trail Funds that could possibly be available for this type of project and noted that John Wilkinson has volunteered to process an application with the State Trail Funds for 1/3 of the cost to be shared with the Town and BOCC. It was agreed that all options and alternatives for the Brush Creek Trail should be looked at by the end of this summer to enable a spring start on the project, Item No. 3: BURNT MOUNTAIN SETTLEMENT AGREEMENT Commissioner Farris inquired on the status of the Seven Star Annexation. Mayor Manchester stated there is a Pre Annexation Agreement with Seven Star and a land use application. There is an access easement that has not been decided on and this affects the completion of the Seven Star Annexation, Preserving the wildlife habitat corridor and minimal impacts to Brush Creek road are common concerns of both TOSV and the BOOC as it relates to Seven Star Ranch and the Droste Property. Item No, 4: IGA included in the packet is a draft IGA relating to the development of the Brush Creek Valley, which, has not been signed by the Town of Snowmass Village or the Board of County Commissioners. Commissioner Fanis requested both entities come together to finalize this IGA in the near future. Item No. 5: SPECIFIC ITEMS FOR DISCUSSION · Droste - Pre Annexation Agreement · Seven Star- · Cougar Canyon JUL. 12,2004 2:59PM TOWN OF SNOWMASS N0,485 P, 3 04-29-04sm Page 3 of 4 Droste and Seven Star Ranch were discussed under Item No, 3. There is currently a land use application before the Town of Snowmass Village for Cougar Canyon. Staff is currently reviewing for completion and acceptance. The Town will then begin processing the land use application, Item No. 6: BASE VILLAGE · Road Impacts · Parkinq · Construction Manaqement County Manager Hilary Smith distributed a letter from the Pitkin County Commissioner in response to a letter from Mayor Manchester. Smith stated that the County appreciates being included in the process to review the proposal to redevelop Base Village. County staff, Elected Officials and consultants have worked collectively to analyze the impacts of Base Village on Brush Creek Road and Owl Creek Road, The County's primary concern is the road infrastructure servicing Snowmass Village and the most financially challenging will be increasing the structural sufficiency of Brush Creek' Road and maintaining the level of service of Brush Creek and Owl Creek Road in order to service associated increases in traffic volumes and additional parking is also a concern. Estimate of the associated costs prepared by the County are 16 to 20 million dollars. The County provided attachments to their letter explaining this estimate. The County asked that the Town Council review the information submitted by the County regarding impacts to traffic and parking for a future discussion, Mayor Manchester noted that PEkin Count's concerns have been submitted to the applicant from the beginning of this proposal and assured the County they will be addressed. Council Member Mordkin stated possibly a County staff member could attend the Town Council meetings when Base Village discussion are taking place so they may relay information to the BOCC. Council Member Mordkin questioned why the road leading to our community doesn't belong to our community. There was discussion on pursuing the annexation of Brush Creek into the Town of Snowmass Village. The County will investigate if this is possible. It was consensus of the Town Council and Board of County Commissioners for the Town, County and applicants traffic consultants meet and identify the difference in each survey. This should happen sooner than later. The consultants will be contacted and asked to cooperate on behalf of the Town of Snowmass Village, Pitkin County and the applicant, JUL, 12.2004 2:59PM TOWN OF SNOWMASS N0.485 P, 4 04-29-04sm Page 4 of 4 Council Member Mercatoris assured the County that there is a very defined Construction Management Plan for Brush Creek Road within the applicant's proposal that addresses some of the County concerns. Mercatods also stated that the Town of Snowmass Village would be interested in discussing a partnership if the County considers employee housing at Aspen Mass. He also asked if the County would consider adding Snowmass to the monitors in the Airport Terminal and to the Airport sign. The Town would contribute to some costs. Item No. 7: ADJOURNMENT There being no further business to discuss, Council Member Manchester made a motion to adjourn the Special Meeting, seconded by Council Member Virtue. The motion was approved by a vote of 5 in favor and 0 opposed. The Meeting adjourned at 5:45 p,m. There being no further business to discuss, Commissioner Farris made a motion to adjourn the Special Meeting, seconded by Commissioner Clapper. The motion was approved by a vote of 3 in favor and 0 opPosed. Commissioner Hatfield was absent and Commissioner Ireland left the meeting. The meeting was adjourned at 5:46 p,m.
