FOR DESIGNATION OF THE MICHAEL W. SCHULTZ
HEALTH AND HUMAN SERVICES BUILDING
AS AN OFFICIAL RED CROSS EMERGENCY SHELTER

1) The Pitkin County Board of County Commissioners recognize that the safety, health
and welfare of Pitkin County residents, employees and visitors are of primary
importance at all times.
2) In the event of a disaster, the need may arise for an emergency shelter for our
residents, employees and visitors.
3) The Western Colorado chapter of the American Red Cross has the ability to
reimburse an organization for utilities used (water, electric, gas and furnishings) in a
facility when said facility is designated as an official American Red Cross Emergency
Shelter.
4) The Michael W. Schultz Health and Human Services building has kitchen, bathroom,
shower and conference room space that can easily be converted into an emergency
shelter.
NOW, THEREFORE BE IT RESOLVED by the Board of County Commissioners
of Pitkin County, Colorado.
1) The Michael W. Schultz Health and Human Services building located at 0405 Castle
Creek Road, Aspen, Colorado is designated as an official American Red Cross
Emergency Shelter in Pitkin County.
2) The Western Colorado chapter of the Red Cross will be responsible for the cost of
the following utilities: Water, Electricity, Gas, Furnishings and Telephone.
3) Both of the above named parties agree to the following:
a) No modifications or changes will be made to the facility/property by the Red
Cross without the express written approval of the Board of County
Commissioners.
b) Prior to occupancy, representatives of both parties will inspect the
facility/property and will note any discrepancies on the inspection form and/or this
agreement.
c) Prior to vacating the facility, representatives of both parties will again inspect the
facility/property to note any discrepancies on the release form. Normal wear and
tear is considered to be the responsibility of Pitkin County.
4) The facility/property will be returned to Pitkin County in the same condition as it was
when acquired.
5) Other provisions as follows: Only the space designated as the kitchen, bathrooms
and both conference rooms are available to the Western Colorado chapter of Red
Cross. Because of the sensitive nature of the services offered in the Schultz
building it may be necessary to find an alternative site for the shelter in the event
that the operations of the shelter interfere with provision of human services.
6) In compliance with American Red Cross form 6621 (9-90) the administration of DR#
06208 Western Colorado chapter of the American National Red Cross agrees to
defend, hold harmless, and indemnify Pitkin County against any legal liability in
respect to bodily injury, death and property damage arising from the negligence of
the said disaster relief operation during its use of the property belonging to Pitkin
County.
7) The purpose of this emergency resolution is that the facility be available as a Red
Cross emergency shelter effective December 15, 1999 if the need arises with Y2K
and will be confirmed at the second reading, January 12, 2000.

American Red Cross Facility Agreement
Western Colorado Chapter
This agreement is made and entered into between the administration of the Western Colorado Chapter of the American Red
CrossandPitkin County BOCC . In order to provide physical facilities in support of personnel who are providing
services to individuals affected by disaster,the Pitkin County agrees to:
1. Provide facilities,known as Health & Human Services and located at0405 Castle Creek Rd, Aspen
for the sum of$0.00,or$ 0 per day/week/month,effective ,for an unspecified period;
2. Provide support to access appropriate telecommunications resources. The installation,maintenance,and removal of radios,
telephones, and related automation equipment will be bome by the American Red Cross, unless specified
otherwise: Include all telephone bills related to relief effort.
3. Provide support to access facility/utility resources. The party indicated below shall be responsible for the cost of the following

Both of the above-named parties agree to the following:
