Schaffner BOCC OPEN DISCUSSION ADJOURN APPROVED DECEMBER 1, 2004 MINUTES PITKIN COUNTY BOARD OF COUNTY COMMISSIONERS REGULAR MEETING NOVEMBER 177 2004 NOTE: For all staff memorandums and associated documents, including additional exhibits submitted, refer to the BOCC PACKET for November 17, 2004 CALL TO ORDER: Chairperson Farris called the regular meeting of the Board of County Commissioners to order at 2:00 PM COMMISSION MEMBERS PRESENT: Commissioners Dorothea Farris, Mick Ireland, Patti Clapper, Jack Haffield and Shellie Roy COMMISSION MEMBERS ABSENT: None ADDITIONS/DELETIONS TO AGENDA: None PUBLIC COMMENT: Emzee Vezee III advised the board that he is in the process of working on a nightclub chain and is looking for political alliances. PROCLAMATIONS: None COMMISSIONER COMMENTS: Commission members gave comments on local and state issues. Commissioner Clapper commented that her father in law is doing great after open-heart surgery. CONSENT ACTIONS: APPROVAL OF MINUTES OF OCTOBER 7~ 2004 SPECIAL MEETING AND NOVEMBER 3~ 2004 REGULAR MEETING - STAFF PERSON: JEANETTE JONES~ CLERK TO THE BOARD OF COUNTY COMMISSIONERS APPROVAL OF CONTRACT WITH ASPEN HISTORICAL SOCIETY TO PROVIDE $200,000 IN FINANCIAL SUPPORT - MOTION TO PULL FROM THE CONSENT AGENDA FOR DISCUSSION PURPOSES - STAFF PERSON: BOARD OF COUNTY COMMISSIONERS 1 REGULAR MEETING NOVEMBER 17, 2004 AND MEDIC 9 - MOTION TO APPROVE - STAFF PERSON: ELLEN ANDERSON~ EMERGENCY MANAGEMENT COORDINATOR Commissioner Hatfield moved approval of the Consent Actions Agenda. Commissioner Clapper seconded the motion. Motion passed unanimously. CONSENT PUBLIC HEARINGS - SECOND READINGS: RESOLUTION AUTHORIZING PITKIN COUNTY TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH EAGLE COUNTY FOR THE 2005-2007 SEASON OF SNOW REMOVAL IN THE FRYING PAN VALLEY - MOTION TO APPROVE - STAFF PERSON: TEMPLE GLASSIER~ PUBLIC WORKS Commissioner Hatfield moved approval of the Consent Public Hearings Agenda. Commissioner Clapper seconded the motion. Motion passed unanimously. LAND USE CONSENT PUBLIC HEARINGS: Commissioner Farris opened the public hearings on the following items: GRACE CHURCH SPECIAL REVlEW~ 1041 HAZARD REVlEW~ CARETAKER DWELLING UNIT- MOTION TO CONTINUE TO DECEMBER l~ 2004- STAFF PLANNER: EZRA LOUTHIS PUBLIC WORKS REZONING~ SUBDIVISION EXEMPTION~ GMQS EXEMPTION~ ORDINANCE FIRST READING - MOTION TO CONTINUE TO DECEMBER 1~ 2004 SCHLUMBERGER MAJOR PLAT AMENDMENT~ RIVER DIVIDE LOT 2 - MOTION TO CONTINUE TO NOVEMBER 17, 2004 - STAFF PLANNER: EZRA LOUTHIS Commissioner Farris opened the hearings to public comment. There being no comment, she entertained a motion to from the Board. Commissioner Hatfleld moved approval of the Land Use Consent Public Hearings Agenda. Commissioner Clapper seconded the motion. Motion passed unanimously. LAND USE CONSENT ACTIONS: SECOND READING - ORDINANCE AMENDING TITLE 8 OF THE PITKIN COUNTY CODE - THE LAND USE CODE - AMENDING ARTICLE 8~ BOARD OF COUNTY COMMISSIONERS 2 REGULAR MEETING NOVEMBER 3, 2004 DEFINITIONS; FLOOR AREA - MOTION TO APPROVE - STAFF PLANNER: JOANNA SCHAFFNER~ ZONING OFFICER Commissioner Clapper moved approval of second reading of the Ordinance. Commissioner Farris seconded the motion. Motion passed with four yea votes and one nay vote by Commissioner Hatfield with a comment that he feels the requirements would make the sub grade space less attractive due to limited daylight. ADJOURNMENT: Commissioner Clapper moved to adjourn the meeting at 2:10 PM. Commissioner Ireland seconded the motion. Motion passed unanimously.
