Recitals
Resolution 94-140 recognized the Trail Design and Management
Handbook as the primary reference regarding County Trails construction.
This Handbook has proven inadequate as a reference regarding trail
gradients and widths.
The Open Space Board has determined that the program should rely on the
latest available design criteria, such as those promulgated by the American
Association of State Highway and Transportation Officials, and that to that
end it is counterproductive to adopt any rigid reference to particular
guidelines.
NOW THEREFORE, BE IT RESOLVED, by
Commissioners of Pitkin County, Colorado as follows:
1. The Board repeals Resolution 94-140.

Pitkin County Commissioner..
'2. A critical element of trail acquisition and development is
the establishment of broad and conai.tent quidelines for trail
Siting, design, construct/on, and maintenance.
3. The Open Space and Trails Soar~ has, with the assistance
~oE staff and consultants,, developed and adopted a Trails
..~usign and Management Nandbook.
4. The standards and guidelines in the Handbook have been
successfully applied to the design and construction
specl£1cations for n number o~ trail projects, demonstrating
that they are practical, flexible, technically sound end
environme~tally reaponaiblu.
S. The Open Space and Trails Board has adopted the Trails
Design and Management Nandbook by Resolution # 94-01, a copy
o£ which is attached hereto.
