HomeMy WebLinkAboutbocc.res.012.1975PITKIN COUNTY BOARD OF COUNTY COMMISSIONERS Resolution 75-/~-~ WHEREAS, the Federal Aviation Administration has made application to Pitkin County for Special Review approval of a "Lead-In Light System" for Sardy Field in Pitkin County, WHEREAS, said application was submitted, pursuant to Section VI of the Pitkin County Zoning Code, WHEREAS, the application has been reviewed by the Pitkin County Planning and Zoning Commission pursuant to standards and criteria of review set forth in Section 6.04 of the Pitkin County Zoning Code; and WHEREAS, the P & Z conducted a field inspection of one temporary light system constructed by the F.A.A. as an example for review, WHEREAS, the Pitkin County Planning and Zoning Commission, by Resolution of November 20, 1974, has unanimously recommended approval of the installation subject to certain conditions which are incorporated herein, WHEREAS, the installation of the light system as revised appears to offer minimal visual disturbance to adjacent land uses and highway traffic. WHEREAS, the Lead-In Light System will increase landing visibility for aircraft, thus reducing circling of aircraft in the Roaring Fork Valley, and possibly increasing the safety of the airport. WHEREAS, the F.A.A. has agreed to work toward further restricting the VFR minimums for general aviation at Sardy Field, WHEREAS, the installation of the Lead-In Light System would not act to increase the hours of operation of the airport, NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners of Pitkin County hereby grants conditional approval of the Special Review Application for the Lead-In Lights installation for Sardy Field subject to the following conditions: Authority for the use would only be for the period of one year commencing on July 1, 1975 and at least 30 days prior to the expiration of the year there would be a Public Hearing set (after notice given for a 30 day period prior to that) on the advisability of continuing the Special Review Permit for the lights beyond the one-year period granted hereto. The installation is to be screened and louvered to eliminate to the greatest extent engineeringly possible any light pollution to the adjacent ground area especially near residences and Highway 82. Specific sites shall be approved by the Planning and Zoning Commission or their representative before installation. 4. Ail utility connectors to lights shall be installed underground. Light structures shall be painted earth colors; shall be designed to minimize vandalism, and shall be made as safe as possible to preclude accidental injury to persons in the vicinity of the lights. J It shall be the responsibility of the F.A.A. to obtain written permission for use of the D.R. & G. right-of-way prior to any construction and evidence of such written permission shall be subject to the review and approval of the County Attorney. Ail installation and maintenance of the light system shall be at the expense of the F.A.A. J Access to the light system shall be limited to imstallation, main- tenance and emergency needs. The F.A.A. shall monitor the use of the lights and report to the County Commissioners at the time of the annual hearing as to the instances and circumstances of the use of the lights. 10. Should the operation of the light system be terminated, either by decision of the F.A.A. and or by decision of the Pitkin County Commissioners not to renew the Special Use Permit, it shall be the obligation of the F.A.A. to remove all improvements and restore the area to its original condition, including, if necessary, re- vegetation and the like. 11. Exhibit A hereto shows the approximate agreed upon placement of the lights. 12. Construction shall be done in such a manner as to minimize impact upon the area; and the manner and method (e.g., any use of motorized vehicles along the County's D.R. & G. right-of-way) shall be subject to the approval of the County's Land Use Administrator.
