BOARD OF COMMISSIONERS
RESOLUTION ~75 - ~/
CONCERNING COUNTY EXTENSION AGENT POSITION
WHEREAS, the Board of County Commissioners has budgeted
funds to supply the long-needed position of County Extension
Agent for Pitkin County; and
WHEREAS, the assistance and support of agriculture in Pit-
kin County is a priority goal of County government;
NOW, THEREFOPE, BE IT RESOL\~D that the following shall be
the outline job description, qualification and initial perfor-
mance goals of the position, which shall be filled in cooperation
with the Colorado State University Extension Service as soon as
possible:
1. Training and Qualifications.
A) Experience equivalent to, of a Master's Degree in
Agriculture.
B) Two years of field experience as an extension agent
with exposure to and management of all USDA resources
and extension programs.
C) Knowledge of planning and environmental analysis suf-
ficient to participate in land use and development
processing actions of the County.
D) Qualifications or experience in Alpine zone agricul-
ture and management, including wildlife.
E) An open personality with a background permitting
free communication with the Aspen urban community
as well as the non-urban agricultural families.
F) Knowledge of and ability t~ handle and provide all
other extension programs.
G) The ability and knowledge to serve as a liaison be-
tween County government and the Colorado State Uni-
versity Extension service.
2. Initial Performance Goals.
A) Increased food production in Pitkin County.

B) Correct the agricultural support and marketing in-
frastructure to accomplish the above.

Determine and execute methods to increase local con-
sumption of locally produced food products.
Create a market for the sale and disposition of
locally grown food products.
Increase the level of 4-H activity as a recreational,
educational program and to be supportive of the above
objectives.
Assist in the management and direction of the Alpine
Resource Center program presently being funded by
Pitkin County in part.
Participate in land use evaluation so as to permit
the maximum conservation of all food production re-
sources in the county.
Initiate and carry through necessary public educa-
tion programs concerning agriculture and food pro-
duction.
Obtain federal and state financing to support the
local production and consumption of locally produced
foodstuffs.
To produce statistical reporting methods to demon-
strate achievement of the above initial performance
goals.
3. Equal Employment Opportunity.
The job shall be available to persons of all races,
creeds, or colors, and without discrimination regarding
sex. Initial salary levels will range between $12,000
and $14,000 depending on the level of experience and the
capability of the person engaged to perform the function.
Selection of the extension agent will be made by consul-
tation with the CSU Extension Service, and the employee
will technically become a member of said Service with
the County to reimburse the Extension Service for portions
of the salary not reimbursed by means of State appropri-
ations.
4. Public Support and Comment.
Copies of.this draft resolution were referred to
each of the caucuses and were requested to be published
in the local newspapers verbatim, and the caucuses and
the public were requested to communicate ~evisions or
modifications to the job description to the Board of
County Commissioners of Pitkin County.
5. Public Support for State Funding.
Unless the CSU Extension Budget request presently
submitted to the Joint Budget Committee is funded, Pit-
kin County will be required to pay all of the costs of
said Extension Agent. The public is requested to com-
municate their support for their position, and State
Funding therefore, to the following persons: Joseph
Shoemaker, Chairman of the Joint Budget Committee, State
Capitol; Fay DeBerard, State Senator, P.O. Box 188,
Kremmling, Colo. 80459; Nancy Dick, Representative,
P.O. Box 3466, Aspen, Colo. 81611; Clark Buckler, Di-
rector, Colorado Counties, 1500 Grant Street, Suite ~301,
Denver, Colorado 80203; Lowell Watts, Director of Ex-
tension Services, Room 304, Administration Building,
Colorado State University, Fort Collins, Colo. 80523.
This Resolution, as ultimately adopted by the Board of
County Commissioners, shall constitute the initial County agri-
cultural program and necessary revisions of the County Action
Program and the County Manual shall be made by the County Manager.
