WORK SESSION ITEM: Annual Meeting with CDOT Director Ed Fink and staff
STAFF DIRECTION: Ed Fink reviewed the information packet that the CDOT staff provided to the Board.
Discussion ensued about the Maroon Creek Bridge Project. Mr. Fink stated that approximately $1 million from
Referendum D is directed to improvements on the upper Roaring Fork River crossing at Basalt and that some
funds are designated as matching funds for the reconstruction of the Roaring Fork Transit Authority bus barn.
Commissioner Farris inquired about how much of CDOT's funding is designated to mass transit. After review
of the materials, Mr. Fink responded that it was approximately 9.5%. Joe Elsen provided an update on the
Maroon Creek Bridge project schedule. Mr. Fink stated that the current debt service is approximately 20% of
the total CDOT budget ($160 million) from the transportation bonds that were passed in 1999. He reviewed the
overall revenue and expenditures categories. Discussion ensued regarding transit funding and moved to other
funding matters. Commissioner Ireland acknowledged the positive working relationship that exists between the
County and CDOT.
WORK SESSION ITEM: Memos of Interest
STAFF DIRECTION:
1. Aspen/Pitkin County Housing Authority 2005 Quarterly Work Plan Report - informational only, no
direction needed. Commissioner Hatfield requested an explanation of the decision not to request further
affidavits on the non-compliance issues.
2. Verizon/Charles Fagan Site Visit at Buttermilk informational only, no direction needed. Staff was
directed to send a copy to the City, Charles Fagan and both papers.
3. Ashcrofi Ski Touting Area/Pine Creek Cookhouse Affordable Housing Mitigation-Commissioner
Hatfield objected to the requested change in mitigation. Discussion ensued about density issues on site
versus payment of fees. The Board declined to approve the requested change.
WORK SESSION ITEM: Future Agendas/Agenda Requests/Monthly Calendars
STAFF DIRECTION:
1. Harvey site visit - 12:30 from Plaza -Commissioner Clapper will drive the van, pick up Suzanne Wolff
at the Plaza, pick up Commissioners Owsley and Farris at Old Snowmass intemept lot.
2. Bark Beetle Kill meeting - 10/5 Winter Park. Commissioner Ireland will attend and requested
reservations in Winter Park the night before.
3. CCI Legislative Committee Meeting 10/7- Commissioners Farris and Ireland will attend. The Board
agreed that Commissioner Farris could be the designated member for voting purposes.
4. Commissioner Clapper will be in Breckenridge the night of Tuesday October 11 and the morning of
October 12, she should be back in time for the meeting.
5. Commissioner Owsley will not be in until 1 on October 11. Commissioner Hatfield may be late.
Commissioner Ireland will not be present. Staff was directed to reschedule both morning items, and to
start the meeting at 1:00 pm.
WORK
SESSION ITEM: Board Reports
STAFF DIRECTION:
1. RTA - Commissioner Farris indicated that CDOT, RFTA and the school district will be talking about the
Kiss and Ride at the Roundabout. She reported that RFTA is doing its reviews of the attorney and
director.
2. NWCCOG and QQ- QQ meeting in November. Commissioner Clapper updated on the most recent
NWCCOG meeting.
3. ACRA- Commissioner Owsley reported on air service discussions at the Aspen Institute. He suggested
a working group to discuss transportation to and from Denver. The Board suggested that Commissioner
Owsley meet with Hilary Smith to discuss formation of a group and that Jim Elwood and Amy
Margerum need to be in the group. Commissioner Ireland suggested that the first group be more a
technical advisory group, not a political or citizen group. Commissioner Hatfield agreed.
4.CCI-meeting on October 7, nothing else until the conference.
5. RRR-Commissioner Ireland reported that there was discussion about generating money for the PEIS for
1-70 and that RRR will continue with the transportation issues.
6.RWPA-no report.
7. NACO- Commissioner Farris reported on NACO's support of revisions to the Endangered Species Act.
She also reported on the meeting with GOCO.
WORK SESSION ITEM: Open Discussion
STAFF DIRECTION:
1. Bi-annual community newsletter is ready for review in Pat's office - comments must be made by
tomorrow 10/5.
2. Woody Creek MHP closed on Thursday. The County has been reimbursed the $500,000 for the
wastewater treatment plant. The Board requested an update on the PILH fund.
3. Board appointment- the Board requested that we continue to advertise for the weed board. Discussion
ensued about weed eradication, what the County's focus should be and what the focus of the weed board
is. Commissioner Owsley agreed to attend a weed board meeting. Staff needs to advise him of the date.
The Board also requested that the weed board submit a memo on the weed board goals for the year.
4. John Ely updated the Board on the status of title information for Smuggler.
5. Commissioner Clapper reported on the lunch meeting for CDOT.
6. Commissioner Hatfield requested an update on Roundtable meetings from Rose Ann after each meeting.
7. Commissioner Hatfield requested the recent traffic counts on Owl Creek Road.
8. Commissioner Hatfield requested a status report on the Cougar Canyon parcel from the County
Attorney.
9. Commissioner O~vsley requested that the Regional Housing group approach Garfield County for
participation in the Keator Grove project.
10. Commissioner Owsley stated that Bud Eylar presented the Access Plan to the Woody Creek Caucus and
was well received.
WORK SESSION ITEM: Comcast Franchise Update, Mike Trueblood, Mountain District Regional Manager
STAFF DIRECTION: Mike Trueblood introduced himself and explained the composition of the mountain
district. He stated that Mike Porter is the supervisor in the local office, which employs 14, 8 of which live in
Comcast-provided employee housing. He reported on the addition of a number of Spanish channels and high
speed digital channels. He was asked to provide the number of Spanish channel customers. Commissioner
Clapper inquired about the federal efforts to eliminate franchise fees. Discussion ensued. Commissioner Farris
inquired about high speed internet to outlying areas of the County, like the Crystal Valley. Commissioner
Owsley asked about the Woody Creek area. Discussion ensued and Mr. Trueblood was asked to update the
Board on the ability to serve those areas, and what communities would have to pay to get service.
Commissioner Clapper inquired about expansion to Snowmass, and the Board requested that Dale Will contact
Mr. Trueblood about joint trenching opportunities.

WORK SESSION ITEM: Roaring Fork River Watershed Retrospective Assessment Program Update, Kirby
Wynn USGS, Grand Junction, and Rose Ann Sullivan
STAFF DIRECTION: Rose Ann Sullivan explained that Pitkin County has funded this online water quality
database program since 2001 and that the Roaring Fork watershed collaborative group is meeting later this
month to look at a basin-wide plan. Kirby Wynn provided information on the USGS program. Commissioner
Owsley agreed to provide Mr. Wynn with information from the Water Keepers group. Commissioner Farris
inquired about including habitat and species information as part of the quality study. Mr. Wynn indicated that
stream ecology information is within the scope of his work. Discussion ensued. Ms. Sullivan advised that the
additional funding request came too late to be included in the 2006 budget. USGS needs $15,000 from Pitkin
County over the next two years. Mr. Wynn explained that USGS provided the data for the last NWCCOG 208
study. Discussion ensued about the next 208 plan. The Board requested a staff recommendation on how this fits
into the County's overall plan on water. Ms. Sullivan indicated she would provide an update through an MOI
after the water collaborative meeting on October 20.
WORK SESSION ITEM: Citizen Board Interviews
STAFF DIRECTION: The Board was advised that no further applications have been received for the Weed
Board or the Open Space Board. The Board requested that advertising continue for the Weed Board.
Aspen/Pitkin County Animal Shelter Advisory Board- The Board requested information before the next animal
shelter board interviews on how to stagger the initial terms for these board members, since the Bylaws only
address three year terms after the initial term. The Board also wants to assure there is a cut off date of Oct. 7th
for the applications.
