2006 Asset Management Plan Revisions

DESCRIPTION OF ISSUE: Staff met with the BOCC on all the changes to the Asset
Management Plan and the BOCC approved on 1st reading and set for Public Hearing the Plan as revised.
Staff informed the BOCC at 1 st reading that the Department of Wildlife did not support the closing of the
gates on Limited Service Area Roads before the end of the last rifle season. The DOW did inform the
County that the last weekend of the 4th rifle season will always be the weekend prior to Thanksgiving.
With this infom~ation staff recommends revising the Closures/Openings of Limited Service Area Roads
to:
1.16.01 MAINTENANCE PRACTICES FOR LIMITED SERVICE AREA ROADS
B. Closures/Openings
Selected limited access roads may be closed during the winter season. No plowing of these selected roads
will occur. Locking or closing of gates will occur after the last rifle season and will be reopened no later
than May 15t~.
This approves the closing of the gates as was discussed and approved in the 2003 AMP and revising the
opening to the date discussed in the worksession with Mr. Wilcox.
By having the closure after the last rifle season management of the County roads can be consistent. The
County manages Hunter Creek Toll Road this way also.
RECOMMENDED BOCC ACTION:
Approve the 2006 Pitkin County Asset Management Plan as revised.
AN ORDINANCE OF THE BOARD OF
COUNTY COMMISSIONERS OF PITKIN COUNTY, COLORADO,
APPROVING AND ADOPTING THE 2006 REVISED ASSET MANAGEMENT PLAN

RECITALS
It is the objective of Public Works Staffto update the Pitldn County Asset Management Plan
(AMP) every two years to ensure consistency and accuracy. The Board of County
Commissioners adopted the last AMP revisions in 2003.
The 2006 AMP revisions, corrections and additions have been made, and has been expanded
to include land management as well as fleet management and facility management and
maintenance.
Adoption of the AMP is necessary to promote the health safety and welfare of Pitkin County
residents and visitors, to provide consistency of County standards and to set maintenance
expectations for County residents and visitors.
The Board of County Commissioners has the authority to adopt the AMP under Colorado
statutory and constitutional law including, but not limited to, the provisions of the Colorado
Revised Statutes, Title 30, Articles 11, 15, and 35, and Title 42, Article 4.
NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of Pitkin County,
Colorado that:
1. The 2006 Pitldn County Asset Management Plan is hereby approved and adopted.
2. Upon the effective date of this of this Ordinance, the 2003 Pitkin County Assets Management Plan
is no longer in effect.
3. Copies of the Plan shall be retained at the Public Works Office and the Pitkin County Clerks
Office and shall be available for review or purchase by any member of the public.
