Galena Aspen, CO 81611 Re: Aspen Mountain Earthmoving Permit 2003 Dear Joanna, 1 J&®2 4 0 3 Attached is an Earthmoving Permit application for two projects on Aspen Mountain: 1) Replace the Ajax Express Chairlift (lift #3) terminals and line machinery, 2) Replace 3,500 feet of snowmaking pipe on upper Ruthie's Run and Toutelotte Park Following apre-application conference with Lance Clark and Suzanne Wolff June 9, 2003, they determined both projects to be consistent with the language and Land Use Approval identified in the existing Aspen Mountain Master Plan. They agreed that an Earthmoving Permit application is the appropriate way to proceed. Aiax Exnress Terminal Replacement This project includes replacing includes removing the old loading/unloading terminals and installing new terminals. Tower line machinery will also be replaced. The existing tower tubes and foundations will remain and the new line machinery will be installed on the existing tower tubes. There will be no significant increase in "bulk" of the new lift terminals. Because of modern lift technology, the new terminals are actually smaller than the existing terminals. The lift capacity will remain the same. Grading will take place at both the upper and lower terminal areas to improve loading and unloading operations. Approximately 1,000 cubic yards of earth will be relocated in and around the top terminal. The earthwork at the top terminal will provide more area between the patrol building and the lift itself while greatly improving access to Buckhorn Trail. Approximately 3,000 cubic yards will be moved at the bottom terminal. This earthwork will improve loading operations, improve access to Spar Gulch and egress from the Hanging Tree portion of the Face of Bell. This earthwork will also eliminate the need for the deteriorating retaining wall that currently exists in this area. Snowmaking Pipe Replacement Approximately 3,500 feet of deteriorating snowmaking pipe will be replaced from Zuagg Flats (on Ruthie's Run), uphill past the Ruthie's lift top terminal to Tourtelotte Park and down Toutelotte Park to the Dipsy Pumphouse at the intersection of Dipsy Doodle and Deer Park. The new air and water pipe will be installed in a 5-foot deep and 4-foot wide trench near the location of the existing pipe. In addition to the main pipe, new hydrants will be installed at 100-200 foot intervals. The old pipe will not be removed and no increase in snowmaking coverage will result. Because this project is on the upper half of Aspen Mountain, pipe delivery will be via Little Annie Road. Approximately 8 semi truck loads°of pipe will be required. Compliance of the current Aspen Mountain Construction Management Plan will be strictly maintained. Total excavation will be approximately 3,000 cubic yards. Aspen Skiing Company has a long history of successful re-vegetation efforts. Knowledge acquired over the years on site will be applied to all aspects of implementing our re- vegetation plan. Aspen Skiing Company recently completed an extensive Vegetation Management Plan for all four of its ski areas. These studies were conducted by Western Bionomics, LLC. of Steamboat Springs, Colorado under the guidance of the White River National Forest personnel. The scope of work addresses a total Management Plan and includes both analysis and prescription in areas of forest vegetation, non-forest vegetation, soil management, wild life habitat and scenic values. The vegetation management plan was coordinated with a 1993 study prepared by the Wildlife Habitat Enhancement Council entitled "Opportunities for the Enhancement of Wildlife Habitat and Environmental Awareness on Aspen Mountain." Re-vegetation of the disturbed sites on Aspen Skiing Company Mountains will have four primary goals: 1) Prevent soil loss and siltation of drainage as a result of removing forest cover, 2) Establish vegetation that is compatible with existing native vegetation in appearance, composition, and permanence 3) Creating habitat that will support use by native wildlife 4) To provide quality skiing terrain. These goals will be accomplished by planting native grasses or species adapted to the area and using mulch to reduce soil loss and enhance the establishment of seeding. In areas with steep slopes and shallow or erodable soils, mulch will be used in combination with an erosion control mat or netting to provide further protection of soils and seedlings. Follow-up measures, such as additional seeding and/or fertilization, will be applied as needed. These measures conform to the Pitkin County Landscape Guidelines, which have been incorporated where appropriate throughout this revegetation plan. All supplied seed will be free of noxious weed seeds. A signed statement certifying that the seed furnished is from a lot that has been tested will be made available. Seed, that has become wet, moldy or otherwise damaged in transit or in storage will not be used. During the process of clearing sites, both rubber-tired and tracked equipment will be used on slopes of 30 percent or less. On steeper slopes, only tacked equipment will used. Damaged area will be regraded to appropriate smoothness and patched with soil material, if necessary. Seedbed preparation will consist of leaving a rough, irregular soil surface. This will include removing large rocks. Regardless of the mix of seed used, seed will be planted by broadcasting or drill seeding within ten days after soil disturbing activity has ended. Toward the end of the construction season, all areas will be evaluated and additional ', revegetation measures will be implemented as needed. Planting during the early fall will allow the seed to be fully moistened and worked into the soil by natural processes prior to germination in the spring. For some species, overwintering also enhances germination by ~ weakening the seed cost. Seeding rates will vary because of seed size, method of seeding and site requirements. Seeding rates of 50 to 250 seeds per square foot, depending on seed size, will be used. Available plant nutrients are a necessity for any aggressive revegetation program that restores and maintains soil productivity resulting in healthy; vigorous vegetation. Generally, all vegetation responds favorably to the addition of nitrogen and phosphorus fertilizers. A mixture of 20-20-10 will be used as a supplement to assist r ~~IVED JUN 1 3 2003 PITKIN COUNTY BUILDING DEPARTMENT An application rate of 50 to 250 seeds per square foot followed by a second application of equal amount later in the growing season or the following growing season has been demonstrated to be most effective and efficient. Following seeding slopes with steepness less than 2:1 will be mulched with approximately 1,500 pounds per acre of straw. This straw or hay will provide the cover needed while still allowing sunlight to penetrate the mulch, warming the soil and enhancing plant growth. Application is done either by hand placing or mechanically blowing the mulch. The straw will be crimped into the soil and, in areas subject to wind erosion, anchored with a tackifier. Areas with steepness greater than 2:1 will be further stabilizer by using plastic netting or mat. Based on the specific mitigation and monitoring plan set forth in agreement with the USF~ Aspen District Ranger and ASC, USFS personnel will be conducting evaluations to ensure quality resource protection. A standard of 70 percent ground cover after the second growing season or the amount equal to the adjoining undisturbed areas, if less than 70 percent will be used to determine reapplication, modification, or fertilization. The Forest Service will also monitor ASC's compliance with the revegetation specifications contained in the annual Summer Operating Plan. The plan consists of, for the most part, two measures. The first is the use of silt fences and erosion bales located at the toe of disturbed sites during the construction activities. The second control measure is an aggressive revegetation program described in the Revegetation Plan. Seeding and mulching will be enacted within ten days after the completion of the soil disturbing or construction activity. The specific erosion control measures are detailed on the revegetation and drainage plans. Other erosion control measures will be used throughout the azea as needed. One specific measure is water bars. They will be installed at appropriate intervals along cleared ski slopes, roads, trails and backfilled trenches to limit distance that sheet runoff can flow unchecked. The water bars will divert runoff into the adjacent uncleared forest whenever possible. Other appropriate, energy-dissipating structures (i.e., rock, hay bales, or slash piles) will be installed to prevent erosion in the forested areas receiving the diverted slope runoff. The U.S. Forest Service will assist in the designation of additional control measures, if any are needed. These measures may include, buf aze not limited to silt fencing, sediment basins, check dams, berms, mulching, revegetation, or natural materials will be used to decrease energy and remove silt.
