Pitkin County wishes to protect the environment through the education of our community, diversion of recoverable materials, and proper waste management. 2. Pitkin County wishes to set fees which are consistent and fair to the public, and which reflect the expenses incurred in providing such services to the public. 2. Pitkin County wishes to recover usable commodities from the waste stream and to exact fees that encourage the public to separate usable materials from trash. 3. Pitkin County wishes to set fees for retail sales of commodities that reflect current market conditions in the local economy. 4. Pitkin County wishes to set fees for hazardous waste recycling from Conditionally Exempt Small Quantities Generators that are fair, adequately recover actual costs of recycling, encourage recycling and discourage disposal of this material. ... NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pitkin County, Colorado that the following Fees Schedule be enacted for the Pitkin County Solid Waste Center: / TRASH Compactor trucks (WIsorted) All other trucks and trailers (WIsorted) Landfill Tipping Fees $40 per ton * $21 per cubic yard** SOIL AND ROCK Clean soil and rock suitable for screening into topsoil Clean soil and rock suitable for crushing into product $2 per cubic yard $8 per cubic yard WOOD AND ORGANIC WASTES Leaves and Grass clippings Brush and Lumber free $12 per cubic yard; residential fIrst two (2) cubic yards waived when delivered by the homeowner SCRAP METAL $12 per cubic yard MAJOR APPLIANCES Refrigerators must be certified Freon free $10 each MOTOR VEHICLES $20 each All fluids must be removed and dump permit obtainedfrom Sheriff's Office TIRES Passenger car and smaller $3 each without rims $10 each with rims $10 each without rims $20 each with rims Truck Tires and larger CARRION OVER 20 LBS. $20 each MOBILE HOMES over 50ft in length WIder 50ft in length $800 each $500 each HAZARDOUS MATERIALS - Household fIrst fIve gallons free, then $I/gallon HAZARDOUS MATERIALS - Conditionally Exempt Small Quantities Generators are accepted by appointment only according to the following CESQG fee schedule: Used oil $ 1.00/gal Oil and Water mix $ 2.50/gal Antifreeze $ 2.00/gal Oil Based Paint $ 2.00/gal Paint Related Materials $ 2.00/gal Latex Paint $ 2.00/gal Aerosol cans $ .25 ea. Computers and electronics delivered by residents from their homes are charged 50% of regular rates. ALL Hazardous Materials accepted will be received into the Household Hazardous Waste Facility (not the landfIll). Regulated hazardous waste generators must receive prior approval before delivering wastes to the facility. CLEAN-UP FEE $50 per occurrence Clean-up fee is incurred when loads are tipped in the wrong area causing extra handling by Solid Waste Center personnel. * plus $0.67 per ton for Hazardous Substance Response FWld and $0.33 for Valley Resource Management ** plus $0.20 per cubic yard for Hazardous Substance Response FWld and $0.1 0 per cubic yard for Valley Resource Management j Retail Sales Fees All products for sale are subj ect to availability Topsoil $19 per cubic yard Compost $20 per cubic yard 4 - 6" minus $3.75 per ton 3" minus $4.50 per ton 1 ~"minus $5.25 per ton %" minus $5.75 per ton 4" Screened Rock $5.00 per ton I \1," Screened Rock $5.50 per ton 'y.;" Screened Rock $6.00 per ton Pipe Bedding $5.50 per ton Rip Wrap- boulders 18"+ $20 per ton Solid Waste Manager has authority to set sales prices for outgoing materials. 1 Reduced Tipping Fee Charges The Pitkin County Solid Waste Center will grant a 50% reduction from the posted tipping fee for solid waste only under the following circumstances: . Solid waste resulting from cleanups or projects conducted by agencies of Pitkin COWlty, when charges will be billed directly to a Pitkin COWlty agency. . Solid waste resulting from Colorado Department of Transportation "Adopt-A-Highway" cleanups. All other waste delivered to the site by CDOT, including waste from routine road cleanups, will be charged full price. . Solid waste from cleanups or events conducted by charitable and non-profIt organizations for community benefIt, such as stream cleanups, wildlife habitat improvement projects, etc. at the discretion of the Solid Waste Manager. Prior approval must be obtained from the Pitkin COWlty Solid Waste Manager, and the charges must be billed directly to the charitable organization. Proof of the not-for-profIt status of the organization will be required. This discount is not for ongoing trash disposal. Tipping fees are completely waived in the following circumstances: . Residents only, whose loads are at least 50% sorted recyclables. . Traditional recyclables -aluminum and tin cans, plastic bottles, cardboard, newspaper, office paper, magazines, carpet pad. . All reusable items for the "Use it Again" program as judged by Solid Waste Center gatekeeper. . Aspen Village and Wildcat Ranch cleanup days one time annually. Value not to exceed $5,000 annually per group. . Public Works cleanups, including ditch and right-of-way projects. . Horse/barnyard manure and grass clippings. . Free Dump Day - One day each year (TBA) all landfIll-tipping fees are completely waived for residents of Pitkin COWlty only. Free Dump Day does not apply to a commercial waste accounts. This does not include recycled products available for sale. Account Credits - . The Town of Snow mass Village will receive an annual credit of$IO,OOO. The credit is to be used to offset ongoing routine disposal costs of Town operated Solid Waste and Recycling collections. . Solid Waste from fIre training exercises conducted by the Aspen, Snowmass Village or Basalt fIre departments, when accompanied by a letter from the responsible fIre chief. The value of this discount is not to exceed $5,000 per year per department. All other situations will be reviewed on a case-by-case basis, and approvals must be obtained from the Pitkin COWlty Solid Waste Manager in advance.
