HomeMy WebLinkAbout20060412gmqs AGENDA ITEM SUMMARY TO: Board of County Commissioners Regular Meeting - April 12, 2006 THRU: Cindy Houben, Community Development Director FROM: Ezra Louthis RE: Forwarding of 2006 Rural Area GMQS Scores for Additional Floor Area SUMMARY: The attached resolution of the Planning and Zoning Commission forwards the 2006 Rural Area Additional Floor Area (first round) GMQS scores for the following applications that were submitted for the 2006 competition: . Elm Point Industrial LLC: requesting an additional 2,500 square feet of floor area for a property located on Elk Creek Road (via Capitol Creek Road) and is described as Tract 7, J.H. McCabe Ranch Tracts. . Black Diamond Land Development Corporation: requesting 5,000 square feet of additional floor area in order to develop a total of up to 10,750 square feet of floor area in two single family residences - one new and one historic. The property is located at 10 Popcorn Lane near Difficult Campground. . Independence Land LLC: requesting 5,000 square feet of additional floor area in order to construct a single family residence of up to 10,750 square feet of floor area. The property is located at 41 Popcorn Lane near Difficult Campground. . Popcornland LLC: requesting 2,500 square feet of additional floor area in the Rural Area in order to construct a residence of up to 8,250 square feet of floor area. The property is located at 170 Popcorn Lane near Difficult Campground. There are 25,000 square feet available in the Rural Area Competition for additional floor area on an annual basis. The Planning and Zoning Commission scored the applications at a public hearing on April 4, 2006. All four applications exceeded the minimum threshold score. Pursuant to Section 9-150-40, any appeals of the scoring must be filed in writing within 15 days of the Commission's public hearing. After the 14 day period, the BOCC shall by resolution allocate the allotments. RECOMMENDATION: No action is required at this time. An allocation resolution will be brought back for the Board's approval. r , . '" I RESOLUTION OF THE PLANNING AND WNING COMMISSION OF PITKIN COUNTY, COLORADO, FORWARDING THE 2006 RURAL GROWTH MANAGEMENT QUOTA SYSTEM SCORES FOR ADDITIONAL FLOOR AREA TO THE BOARD OF COUNTY COMMISSIONERS Resolution No. PZ- _-2006 RECITALS I. On April 4, 2006, the Planning and Zoning Commission ("Commission") held a duly noticed public hearing, at which time evidence and testimony were presented with respect to the Rural and Growth Management applications. 2. The Commission reviewed the following applications for the 2006 Rural Area GMQS competition for additional floor area: . Elm Point Industrial LLC: requesting an additional 2,500 square feet of floor area for a property located on Elk Creek Road (via Capitol Creek Road) and is described as Tract 7, J.H. McCabe Ranch Tracts. . Black Diamond Land Development Corporation: requesting 5,000 square feet of additional floor area in order to develop a total of up to 10,750 square feet of floor area in two single family residences - one new and one historic. Popcornland LLC: requesting 2,500 square feet of additional floor area in the Rural Area in order to construct a residence of up to 8,250 square feet of floor area. The property is located at 170 Popcorn Lane and is described as a parcel of land located in the SWI/4 SWI/4 of Section 28, Township 10 South, Range 84 West, of the 6'" P.M. 3. There were 25,000 square feet available in the Rural Area for the first round of competition for additional floor area. The Applicants requested a total of 15,000 square feet. 6. The Commission scored the applications as follows: . Elm Point Industrial LLC: 58 points . Black Diamond Land Development Corporation: 52 points . Independence Land LLC: 56 points . Popcornland LLC: 54 points The applications met the minimum threshold score of 48 points AND achieved the minimum threshold score for each scoring category, as required to be eligible for an allotment. NOW, THEREFORE BE IT RESOLVED by the Commission that it hereby forwards the 2006 Rural Area GMQS scores for additional floor area to the Board of County Commissioners.
