HomeMy WebLinkAbout20060628intermountainplanning AGENDA ITEM SUMMARY REGULAR MEETING DATE: June 28, 2006 AGENDA ITEM TITLE: Contract Accepting Regional Transportation Planning Chairperson Assignment and Fiscal Responsibility for Transportation Planning STAFF RESPONSIBLE: Brian Pettet DESCRIPTION OF ISSUE: The proposed contract with the State of Colorado, on file in the Clerk and Recorder's Office, performs three functions in relationship to the Department of Transportation's statewide transportation planning effort. First, it formalizes Michael C.lreland as the Chairperson of the Intermountian Regional Planning Commission (RPC) and identifies the responsibilities ofthe position, including participation on the Statewide Transportation Advisory Committee (ST AC). Second, because the RPC does not have federal tax identification number nor does it have accounting and administrative services, the contract assigns fiscal responsibility to an agency that meets State accounting protocol. In this case it is Pitkin County. Third, it assigns responsibility for the roles and responsibilities of the chairperson of the RPC to Pitkin County. The State will reimburse the County up to $6760.00 in this fiscal year (ending June 30, 2007) for all activities and services related to the responsibilities of the RPC chairperson. All record keeping will be the responsibility of the County. At some point Pitkin County will need to address Commissioner Ireland's departure and its impact on this contractual responsibility. RECOMMENED BOCC ACTION: Approve resolution and sign the regional transportation-planning contract with the State of Colorado. 1 \ RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY, COLORADO, ACCEPTING RESPONSIBILITIES FOR ADMINISTRATION OF THE INTERMOUNTAIN REGIONAL PLANNING COMMISSION. RESOLUTION NO. -06 RECITALS 1. General purpose local governments within the Intermountain Transportation Planning Region (ITPR) have agreed that the Pitkin County shall assume responsibilities, in cooperation with the State and in accordance with ~30-28-1 05 and 43-1-1103(1) C.R.S. and 23 USC Section 135. 2. ~43-1-1101 C.R.S. identifies Regional Transportation Commissions for TPRs as the proper forum for regional transportation planning. 3. The State desires to delegate its responsibility for assessing and coordinating the transportation needs for any jurisdictions within the Intermountain TPR to Pitkin County and desires to reimburse Pitkin County up to $6760.00 for associated planning costs. 4. Pitkin County desires to accept responsibility for coordinating regional transportation planning for the ITPR while Commissioner Michael C. Ireland maintains the status as IRPC Chairman for the State Transportation Advisory Committee to the Transportation Commission. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pitkin County, Colorado that the Chairman of the Board of County Commissioners of Pitkin County, Colorado is hereby authorized to sign the Contract with the State of Colorado in assigning intermountain regional transportation planning responsibility to Pitkin County.
