Trentaz Drive Imorovements -Hefner Curve
Dear Connie:
Please find attached hereto three (3) copies of an Earthmoving Permit Application for the
above-referenced project. To further explain the project and to summarize the submittals
attached hereto, please note the following:
1. Copies of the specifications entitled, "Trentaz Drive /mprovements P/anting and
Restoration", January 23, 2002, by John Laatsch & Associates, Inc.
2. Copies of the specifications "Trentaz Drive Improvements -Hefner Curve",
dated January, 2002, by Schmueser Gordon Meyer, Inc.
3. Drawings 1 through 4 of the plan set by John C. Laatsch & Associates, dated
January 23, 200, entitled, "Trentaz Drive /mprovements: Hefner Curve P/anting
and Restoration".
4. Copies of drawings 1 through 4 by Schmueser Gordon Meyer, Inc., dated
January 23, 2002, entitled, "Starwood -Hefner Curve ".
5. Copies of the signed Earthmoving Permit Application.
Please note that this is the second phase of an ongoing improvement project to Trentaz Drive
and is actually a resubmittal of work documented through Community Development last year.
The work on Hefner Curve, originally scheduled for last year, was delayed until this year
because of budget constraints and because of desired re-design from some members of the
Starwood community. The project design remains the essentially the same as last year and
actually results in less disturbed area for construction of the improvements.
The plans and specifications include details for site restoration and revegetation. From an
erosion control standpoint, the site is already contained by the paved surface of Trentaz Drive
and the uphill drainage ditch between the roadway and the construction site. All runoff from
the site will be filtered through hay bales at the inlet to the 24" CMP, which currently exists
just downhill from the project site. The work will be very confined in that it essentially

involves the construction of a series of rock retaining walls to deal with a slope which is
currently unstable. Therefore, there is no Fugitive Dust Control Plan for the work site itself.
The specifications require that the contractor keep the existing paved road free of debris and
requires a watering program in the event there is dust created on the driving surface.
Both myself and Bill Johnston, Starwood Manager (tele. # 925-8939) are available to provide
further support materials as necessary.

This is to fallow up conveTSaoons with each of You over the last several days with respect to the
Starwood Metropolitan District's proposed reconstruction of Hefner Curve on Trentaz Drive
between the McLain Flats Road intersection and the Starwood gatehouse.
I have attached the Right-of-way Permit Application to Burt Pearoe et the Road and Bridge
Department for your reference. Burt is processing this permk at this tim®. Please note that
Meldor Construction is the contractor and their on-site supervisor is Martin Skees, whe wiil have
a cell phone 1379-8130) on site at all times. ev copv of this cerreapondence, 1 am asking Martin
to be aware of the fact that any of You may be calling him in the event that there is emergency
access required through the project eke and that he needs to have the road open and available for
your use.
As it affects emergency access, please note the following:
t . The contractor is requited to maintain emergency access through the project site
at all times.
2. A concrete Jersey barrier will be installed along the roadway, allowing two-way
traffic to pass in front of the barrier throughout the project. Tha contractor will
generally be working behind the barrier. The exception will be when materiels ar
equipment need to eccees the excavation site, at which time there will be flaggers
to allow for that movement.
3. During non-work hours, there will be unimpeded two-way traffic at all times.
Bill Johnston, Starwood Manager, (925-8939) will be the Owner's Representative, Please feel free
to cal{ me at my office at any time there are concerns with respect to the project site.
