Re: Pitkin County Air Quality Impact Fees
Dear Rose An n:
This letter represents BBC Research & Consulting's CBBC) proposal to calculate air quality impact
fees for Pitkin County (County). We envision a fmal product very similar to our recent TDMfAir
Quality fees prepared lor the City of Aspen. That is the report we reviewed with you and John Ely in
his office ~ate last month.
Workscope
BBC proposes to assist the County by calculating impact fees to offset the cost of future air quality-
related infrastructure (e.g., transit vehicles, street sweeping equipmem, related struc[Ures, etc.)
necessitated by new growth. The following tasks are envisioned.
Task 1. BBC will obtain and analyze County data including your department's inventoty of capital
equipment, the ponion of other departments' infrastructure used for air quality purposes (e.g., multi-
purpose vehicles used for street sweeping), and estimated replacement value for said equipment.
Task 2. BBC will characterize current land use parret"Ils in [he unincorporared County.
Task 3. BBC will develop a draft report documenting the data and resulting fee calcularions. We
will meet with you and the COUnty Attorney to rt.'View the results.
Task 4. BBC will prepare a final report based on your suggestions from Task 3. This proposal
includes one final presentation to the Board.

The work can be completed within four weeks of your indication to proceed and total costs will not
exceed $3,500. We will maintain professional time on an hourly hasis and. if costs are less than the
stated upside amount, any savings will be passed on to the County.
