OF PITKIN COUNTY COLORADO,
SUPPORTING THE INCLUSION OF THE INDEPENDENCE P ASS/HIGW A Y 82
CORRIDOR IN THE TOP OF THE ROCKIES SCENIC BYWAY

Recitals
1. The Independence Pass Corridor, that portion of Highway 82 from the west boundary
of the City of Aspen to the western edge of Twin Lakes in Lake County (the Corridor), is
not currently part of the Top of the Rockies Scenic Byway, even though it is one of the
most scenic highways in the State of Colorado.
2. Pitkin County has supported efforts of the state, the federal government and the
Independence Pass Foundation to mitigate the effects of heavy usage of the Corridor,
such as noise, air pollution and congestion, on the water quality, wildlife habitat,
recreational resources and aesthetic quality of the area the Corridor traverses.
3. The County, state and federal governments and private foundations all have limited
resources and are unable to make a significant investment in the Corridor's facilities to
continue to mitigate the adverse impacts of usage.
4. The Top of the Rockies Scenic Byway Board has demonstrated the ability to plan,
develop and manage a Scenic Byway in a manner that accommodates the needs of
different communities and interest groups.
5. Should the Top of the Rockies Scenic Byway be expanded to include the Corridor, the
County Commissioners believe that the Byway Board has the ability to continue its
proven management abilities to overcome any adverse impacts from increased traffic that
might result from the inclusion and that the Byway Board has resources to assist in
mitigation of impacts to the area traversed by the Corridor.
6. The County Commissioners believe that the Independence Pass Foundation will work
effectively with the Byway Board and other government entities on Byway issues.
7. The County Commissioners previously endorsed the inclusion of the Corridor in the
Byway as part of the Elected Officials Transportation Committee (EOTC) at the EOTC
meeting on May 25, 2006.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF PITKIN COUNTY, COLORADO THAT the Board of County
Commissioners of Pitkin County, Colorado supports the extension of the Top of the
Rockies Scenic Byway from its current end point west of Twin Lakes in Lake County to
the west boundary of the City of Aspen.
