Tobey Jr. P O Box 248 Snowmass, CO 81654 RE: Land Use Exemption for deck and seasonal shade at 1709 Rose Spur Ln; (PID#2645- 071 -01 -003; McCabe Ranch Lot C AKA Tract C) After checking for site speck issues and reviewing your proposed location for the deck extension and seasonal shade it has been determined that the work shall not encroach into any constrained areas identified in Chapter 7 of the Amended 2006 Land Use Code and is exempt pursuant Section 7- 10- 30(b). The parcel is located within a Scenic View Protection Area, as it is proximate to E. Sopris Creek Road. This proposal has been reviewed by the Planning Director and it has been determined your project can be exempted from formal scenic review based on the plans show to me on April 14, 2011, pursuant to section 7- 20- 120(c)(4)(b) of the Code. Compliance with the following conditions for development in a scenic view protection district are strongly encouraged: Conditions 1. The addition should utilize non - reflective color or composition, roofing material. 2. The addition should have a natural or earth -tone colored facade. 3. All construction parking should be limited to on -site. No parking shall occur on the Road. 4. All areas disturbed during construction shall be re- vegetated using native species of grasses, shrubs and trees as outlined in the Pitkin County Revegetation Guideline. Be advised that all zoning and building codes and regulations are applicable. This exemption is not vested and may not be applicable at the time of permit submittal. Provide a copy of this letter as proof of your Land Use approval to obtain your Building Permit. You are responsible for requesting and obtaining all additional permits as needed. Not realizing at the time of this review that this development sets on a ridge that abuts property to the west with a slope from a lower pasture/field area., I would strongly recommend 'that the placement and all fire standards set by the Colorado State Forest Service, be strongly adhered to of the structures being built in this development. During the spring of this year, sudden strong winds developed during a control burn, flames were fanned, jumping a creek and started to burn up the side of the slope toward the property in question. As this was an agricultural burn, we can expect this practice to continue in the future, or at least until limitations are placed by the Environmental Protection Agency. The project site is shown on Fig. 1. The purpose of the study was to develop recommendations for the foundation design. The study was conducted in accordance with our agreement for geotechnical engineering services to Structural Associates dated November 16, 1998. A ne'Ia expior'ation program consisting of exploratory borings was conducted to obtain information on subsurface conditions. Samples of the subsoils obtained during the field exploration were tested in the laboratory to determine their classification, compressibility or swell and other engineering characteristics. The results of the field exploration and laboratory testing were analyzed to develop recommendations for foundation types, depths and allowable pressures for the proposed building foundation. This report summarizes the data obtained during this study and presents our conclusions, design recommendations and other geotechnical engineering considerations based on the proposed construction and the subsoil conditions encountered. PROPOSED CONSTRUCTION The~.noposed residence will be a single story structure located on the site as shown on Fig. 1. Ground floors will be slab-on-grade near the existing ground surface. Grading for the structure is assumed to be relatively minor with cut and fill depths between about 2 to 4 feet. We assume relatively light foundation loadings, typical of the proposed type of construction. If building loadings, location or grading plans change significantly from those described above, we should be notified to reevaluate the recommendations contained in this report. H-P GEOTECH °r 'Z SITE COi`tDITIONS The tract is vacant and located in the southwest portion of the McCabe Ranch Development west of Rose Spur Road. The terrain appears natural consisting of relatively flat irrigated pasture. The ground surface slopes generally down to the north at about 3% to 5% grade. Elevation difference across the proposed building is about 3 or 4 feet. Vegetation consists of short thick grass with some trees along the edge of a steep down-slope a few hundred feet northwest of the building site. There are several shallow irritation ditches that cross the site that were dry except for some drifted snow at the time of our field work. There is a recently completed residence on Tract D several hundred feet to the north. FIELD EXPLORATIOi`t The field exploration for the project was conducted on December 2, 1998. Four exploratory borings were drilled at the locations shown on Fig. 1 to evaluate the subsurface conditions. The borings were advanced with 4 inch_diameter continuous flight augers powered by atruck-mounted Longyear BK-S1HD drill rig. The borings were logged by a representative of Hepworth-Pawlak Geotechnical, Inc. Samples of the subsoils were taken with 13/s inch and 2 inch I.D. spoon samplers..~'be.samplers were driven into the subsoils at various depths with blows from a 140 pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D-1586. The penetration resistance values are an indication of the relative density or consistency of the subsoils. Depths at which the samples were taken and the penetration resistance values are shown on the Loes of Exploratory Borings, Fig. 2. The samples were returned to our laboratory for review by the project engineer and testing. H-P GEOTECH -3- SUBSURFACE CONDITIONS Graphic logs of the subsurface conditions encountered at the site are shown on Fig. 2. The subsoils consist of about 2 to 2~/z feet of organic topsoil overlying stiff, sandy to very sandy silty clay. Below the clay, at depths from about 3'/z to 4 feet, was relatively dense, silty sand and gravel containing cobbles and boulders which extended to the maximum depth drilled, 16 feet. Drilling in the dense sand and gravel with auger equipment was difficult due to the cobbles and boulders and drilling refusal was encountere"a to the deposit. Laboratory testing performed on samples obtained from the borings included natural moisture content and density, gradation analyses and Atterberg limits. Results of swell-consolidation testing performed on relatively undisturbed drive samples of the sandy clay subsoils, presented on Fig. 4, indicate low to moderate compressibility under conditions of loading and wetting. One sample (Boring 3 at 2t/z feet) showed a low swell potential when wetted under a constant light surcharge. Results of gradation analyses performed on small diameter drive samples (minus 11/z inch fraction) of the natural sand and gravel soils are shown on Fig. 5. The liquid and plastic limit testing indicates the clay to have low to medium plasticity. The laboratory testing is summarized in Table I. No free water was encountered in the borings at the time of drilling and the subsoils were-slightly moist to moist. FOUNDATION BEARIPiG CONDITIONS The sandy clay soils posses relatively low bearing capacity and variable settlemenUheave potential. Spread footings bearing on these soils can be used for foundation support with some risk of movement. Due to shallow depth of the clays the risk of movement is probably low. A lower risk of foundation movement would be to bear the footings entirely on the underlying sand and gravel soils and/or compacted structural fill. H-P __ .. .,ws .~ "w.res . ,.. -4- DESIGN RECOD~IlI4ENDATIONS FOUNDATIONS Considering the subsoil conditions encountered in the exploratory borings and the nature of the proposed construction, we recommend the building be founded with, spread footings bearing on the natural soils or compacted structural fill. The design and construction criteria presented below should be observed for a spread footing foundation system. 1) ~~ t~r~otvro -placed on the upper natural soils should be designed for an allowable soil bearing pressure of 1,500 psf. Based on experience, we expect movement of footings designed and constructed as discussed in this section will be up to about 1 inch. There could be some additional movement if the clay bearing soils become wetted. 2) Footings placed entirely on the underlying sand and gravel soils or on compacted structural fill can be designed for an allowable bearing pressure of 3,000 psf. We expect settlements will be less than 1 inch and occur essentially during construction. 3) The footings should have a minimum width of 16 inches for continuous.. walls and 2 feet for isolated pads.... 4) Exterior footings and footings beneath unheated azeas should be provided F.,kvith.adequate soil cover above their bearing elevation for frost protection. Placement of foundations at least 42 inches below exterior grade is typically used in this area. 5) Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at Least 13 feet. Foundation walls acting as retaining structures should also be designed to resist lateral earth pressures as discussed in the "Foundation and Retaining Walls" section of this report a lateral earth pressure H-P Gebrec~+ -5- corresponding to an equivalent fluid unit weight of at least 50 pcf. All retaining wails should be provided with underdrains to prevent build-up of hydrostatic pressure. 6) All topsoil and any loose or disturbed soils should be removed and the footing bearing level extended down to fum natural soils, Tf the footings are designed to bear on the sand and gravel soils the clays should also be removed. Structural fill placed to re-establish design bearing Level should be a granular material, such as road base, compacted to at least _ .~ ` "" I00% of standard Proctor density near optimum moisture content. 7) A representative of the geotechnical engineer should observe all footing excavations prior to concrete placement to evaluate bearing conditions. FLOOR SLABS The natural on-site soils, exclusive of topsoil, are suitable to support lightly loaded slab-on-grade construction. Pz•oviding at least 2 feet of properly placed and compacted granular fill below the slabs should limit potential movement if clay subgrade soils become wetted. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reiafrr,~a~~e:~z-sx`tould be established by the designer based on experience and the intended slab use. A 4 inch layer of gravel can be placed immediately beneath the slabs to act as a leveling course and provide for subgrade support. This material should consist of minus 2 inch aggregate with at least 50% retained on the No. 4 sieve and Less than 12% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 9~% of maximum standard Proctor density at a moisture content near to slightly above optimum. Required fill can consist of the on-site sand and gravel, or imported granular material, devoid of vegeta[ion, topsoil and oversized rock. -6- SURFACE DRAINAGE Positive surface drainage is an important aspect of the project to limit the potential for wetting of the clay soils below the building. The following drainage precautions should be observed during construction and maintained at all times after the residence has been completed: 1) Excessive wetting or drying of the foundation excavations and underslab areas should be avoided during construction. Drying could increase the '" " ezpah"~ion' pdT€hfial of the clays. 2) .Exterior backfill should be adjusted to near optimum moisture and compacted to at least 9~ % of the maximum standard Proctor density in pavement and slab areas and to at least 90% of the maximum standard Proctor density in landscape areas. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in ail directions. We recommend a minimum slope of 12 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first 10 feet in paved areas. Granular wall backfiil should be capped with about 2 feet of the on-site clayey soils to reduce surface water infiltration. 4) Roof downspouts and drains should discharge well beyond the limits of ~.a?l~aclcfill. LLti11TAT>;ovs This study has been conducted ih accordance with generally accepted geotechnical engineering principles and practices in this area at this tune. We make no warranty either expressed or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory borings drilled at the locations indicated on Fig. 1, the proposed type of constn:ction and our experience in the area. Our findings include interpolation and extrapolation of the subsurface H-P GEOTECH -~- ~ conditions identified at the exploratory borings and variations in the subsurface I, conditions may not become evident until excavation is performed. If conditions ' encountered during construction appear different from those described in this report, we should be notified so that re-evaluation of the recommendations may be made. This report has been prepared for the exclusive use by our client for design purposes. We are not responsible for technical interpretations by others of our information.
