The project vicinity and building site arc shown on Pigs. 1 and 2. The purpose of the study was to develop recommendations for Utc foundation design. The study was conducted in accordance with our proposal for gcotechnical cnginecring services to Dirk Broekema, dated October 11, 1191. Tltc site was not accessible to our truck-mounted drill rig and the drilling was performed with atrack-mowttcd ATV rig. A field exploration program consisting of exploratory borings was conducted to obtain information on subsurface conditions. Samples obtained during the field exploration were tested in the laboratory to determine the cnginecring characteristics of the on-site soils. The results of the field exploration and .laboratory testing were analyzed to develop rccommcndations for foundation types, .depths and allowable pressures for the proposed building foundation. '1'hc results of the field exploration and laboratory testing arc presented in the report. This report has been prepared to swnmarizc the data obtained during this study and to present our conclusions and rccommcndations based on the proposed construction and the subsoil conditions encountered. Design parameters and a discussion of gcotechnical cnginecring considerations related to construction of the proposed residence are included in the report. Chen ~Northcrn, I nc. Conxullinp 6ngnwprs fiiA `;annlr9h' 4 .2_ I'KOI'OSGD CONSTRUCTION The proposed residence will be a one to two story wood frame structure with about 5500 sduare feet of living space. Ground floor will be structural over craw(space with a possible basement Icvcl in the main portion of the house. Grading for the structure is assumed to be rclativcly minor with cut depths between about 6 to 10 feet. We asswne rclativcly light foundation loadings, typical of the proposed type of construction. If building loadings, Ivcation or grading plans change significantly from those described above, we should be notified to reevaluate the recommendations contained in this report. SITL CONDITIONS r1 The proposed building area was vacant at the Lime of our field work and covered with 1=, to 2 feet of snow. The building area is located on a small knoll on a west facing slope overlooking the Snowmass Creek valley. The topography on the top of the knoll, in the building area, slopes gently down to the west at grades of about 5°Jo. On the north, west and south sides of the knoll the ground surface slopes steeply down at grades of about 30%. To the cast of the building area, the site slopes steeply up at 30% grade. The site is vegetated with sage brush, scattcrcd scrub oak, grass and weeds. Subrounded boulders up to 7 feet in diauictcr were observed scattcrcd about the site. C11en~Northern, f nc. Three exploratory borings were drilled at the locations shown on Fig. 2 to evaluate the subsurface conditions. The borings wcrc advanced with 4-inch diameter continuous Gight augers powered by a track-mounlcd CMG-45 drill rig. The borings wcrc logged by a representative of Chen-Northern, Inc. Samples of the subsoils wcrc takan with a 1 3/8-inch LD. spoon sampler. The sampler was driven into the subsoils at various depths with blows from a 140-pound hammer falling 30 inches. Phis test is similar to the standard penetration test described by ASTM Method D-1536. The paictration resistance values arc alt indication of the relative density or consistency of the subsoils. Depths at which the samples wcrc taken and the penetration resistance values arc shown on the Logs of 1/xploratory Borings, Pig. 3. The samples were returned to our laboratory for review by the project engineer and testing. SUBSOIL CONDITIONS The subsoil conditions encountered at the site arc shown graphically on Pig. 3. The subsoils consist oP about %, l0 1 foot of topsoil overlying relatively dense, glacial, silty sand and gravel containing cobbles and boulders to the maximum depth explored, 21 feet. Drilling in the dense gravel with auger cyuipmcnt was difficult due to the cobbles and boulders and drilling refusal was encountered in the deposit. ~~~ Chen Northern, I I1C• ConsuOin~ Enpinenrs ann SC,i~nliSls -4- L<rboratory testing pcrformcd mt samples obtained from the borings included natural moisture content and gradation analyses. Results of gradation analysts pcrformcd on small diameter drive samples (minus 1 1/2-inch fraction) of the natural coarse granular soils arc shown on Pig. 5. The laboratory testing is summarized in Table I. No free water was cncountcrcd in the borings at the tintc of drilling and the subsoils were slightly moist to moist. t~OUNllA'I'ION IZIsCOMM1;NDATIONS Considering the subsoil conditions cncountcrcd in the exploratory borings and the .--. e., nature of the proliosed constnictioo, we reconunend the building be founded with spread footings bearing on the natural granular soils. 'Ilic design and construction criteria presented below should be observed for a spread footing foundation syslcnl. 'I'hc construction criteria should be considered when preparing project documents. I) Footings placed on the undisturbed natural granular soils should be dcsigncd for an allowable soil bearing pressure of 4000 psf. Based on experience, we expect settlement o[ footings dcsigncd and constructed as discussed in this section will be about 1 inch or Icss. 2) The footings should have a minimum width of 16 inches for continuous walls and 2 feet for isolated pads. Placement of foundations at (cast 42 inches below exterior grade is typically used in this area. 4) Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at (cast 10 feet. Foundation walls acting as retaining structures should also be designed to resist lateral earth pressures as discussed in the "Foundation and Retaining Walls" section of this report. 5) All existing topsoil and any loose or disturbed soils should be removed and the (Doting bearing Icvcl extended down to relatively dense natural granular soils. If water seepage is cncountcred, the footing areas should be dewatered before concrete placement. Footings placed next to the steep side slopes of the knoll should bear at (cast 3 feet below natural ground surface. C>) A representative of the soil engineer should observe all footing excavations prior to concrete p4teemcnt to evaluate bearing conditions. hOUNllATION AND KG'I'AINING WALLS I~oundation walls and retaining structures which arc laterally supported and can be expected to undergo only a slight amount of deflection should be designed for a lateral earth pressurc computed on the basis of an c<luivalcnt fluid unit weight of SO pcf for backfill consisting of the on-site granular soils. Cantilevered retaining structures which arc sepat'ate from the residence and can be expected to deflect sufficiently to mobilize the full active earth pressurc condition should be designed for a lateral earth pressurc computed on the Chen ~Nor~thern, I nc. Consullmy Eng~naxs and ~~:~<,,,,,_~ ~° _~_ basis of an equivalent fluid unit weight of 40 pcf for backfill consisting of the on-site granular soils. All foundation and retaining structures should be designed for appropriate hydrostatic and surcharge pressures such as adjacent buildings, traffic, construction materials and equipmait. The pressures reconuncnded above assume drained conditions bchirtd the walls and a horizontal backfill surface. The buildup of water behind a wall or an upward sloping backfill surface will increase the lateral pressure imposed on a foundation wall or retaining structure An underdrain should be provided to prevent hydrostatic pressure buildup behind wal Is. backfill should be placed in uniform lifts and compacted to at Icast 90% of the maximum standard I'ruclor density at a moisture content ucar optimum. Backfill in pavement areas should be compacted to at Icast 95°l0 of the maximum standard Proctor density. Care should be taken not to overcompact the backfill or use large equipment near the wall since this could cause excessive lateral pressure on the wall. Some settlement of deep foundation wall bacldill should be expected even if the material is placed correctly and could result in distress to facilities constructed on the backfill. The ou-site gravels devoid of vegetation, topsoil and oversized rock should be suitable for use as foundation wall backfill. "rhe lateral resistance o[ foundation or retaining wall footings will be a combination of the sliding resistance of the footing on the foundation materials and passive earth pressure against the side of the fooling. Resistance to sliding at the bottoms of the footings can be calculated based on a coefficient of friction of 0.45. Passive pressure against the sides of the footings can be calculated using an equivalent fluid unit weight ot350 pcf. The Chen=Northern, Inc. Suitable factors of safety should be included in the design to limit the strain which will occur at the ultimate strength, particularly in the case of passive resistance. Pill placed against the sides oP the footings to resist lateral loads should be a granular material compacted to at (cast JS% oP the maximum standard Proctor density at a moisture content near optimum. I~LOO12 SLABS The natural on-site soils, exclusive of topsoil, arc suitable to support lightly to moderately loaded slab-on-glade construction. 'To reduce the effects of some differential movcmcnt, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movcmcnt. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4-inch layer of free-draining gravel should be placed beneath basement Ievcl slabs to facilitate drainage. This material should consist of minus 2-inch aggregate with Icss than 50% passing the No. 4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95% of maximum standard Proctor density at a moisture content near optimum. Reyuired fill can consist of the on-site gravel devoid of vegetation, topsoil and oversized rock. We reconuncnd below grade construction, such as retaining walls, crawl space and basement areas be protected from wetting and hydrostatic pressure buildup by an undcrdrain system. The drains should consist of drainpipe placed in the bottom of the wall backfilf surrounded above the invert Icvcl with frcc-draining granular material. The drain should be placed at cacti Icvcl of excavation and at least 1 foot below lowest adjacent finish grade and sloped at a minimum 1% to a suitable gravity outlet. Prce-draining granular material used in the undcrdrain system should contain Tess than 2°Jo passing the No. 200 sieve, less than 50^jo passing the No. 4 sieve and have a maxinmm size of 2 inches. The drain gravel backfill should be at ]cast 2 feet dccp. SITL CILADING / The risk of construction induced slope instability at the site appears low provided the building is located on the knoll as planned and cut and fill depths arc limited. We assume the cut depth for the basement level will not exceed one level, about 10 feet. Pills should be limited to about 8 feet dccp, especially at the downhill side of the residence where the slope steepens. Prior to fill placement, the subgradc should be carefully prepared by removing all vegetation and topsoil and compacting to 95°!o standard Proctor density. The fill should be benched into the portions of the hillside exceeding 20% grade. Permanent unrctaincd cut and fill slopes should be graded at 2 horizontal to 1 vertical or flatter. The risk of slope instability will be increased if seepage is encountered in cuts and flatter slopes may be necessary. If seepage is encountered in permanent cuts, an investigation should be conducted to determine if the seepage will adversely affect the cut stability. This office should review site grading plans for the project prior to construction. SURFACE DRAINAGE 1'he following drainage prccautiops should be observed during construction and maintained at all times after the residence has been completed: 1) Inundation of the fowidation excavations and underslab areas should be avoided during construction. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% of the mtiximwn standard Proctor density in pavement and slab areas and to at least 90°l0 of the maximwn standard Proctor density in landscape areas. 3) The growid surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. Prcc-draining wall backfill should be capped with about 2 feet of the ou-site soils to reduce surface water infiltration. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. LIMITATIONS This report has been prepared iu accordance with generally accepted soil and foundation engineering practices in this area for use by the client for design purposes. The conclusions and recommcndatiatssubrmtted in this report are based upon the data obtained from the exploratory borings drilled at the locations indicated on Pig. 2 and the peoposed type of construction. The nature and extent of subsurface variations across the site may not become evident until excavation is performed. If during construction, fill, soil, rock or water conditions appear to be different Prom those described hercia, this office should be advised at once so reevaluation of the recommendations may be made. No use of access by the new development within Wildcat Ranch shall'be~allowed until the bridge is improved. ~b~ No construction, maintenance or service traffic other than ranch maintenance traffic shall be allowed to enter the project from Snowmass Creek Road (County Road • li). All such traffic shall enter. from the Highway 82 Besancon Gulch entrance to the project. Said easement. shall be recorded concurrently with the Final Plat. 3. 1041 Hazard Review approval for the 12 proposed lots and employee dwelling units based on the following conditions: a. Employee dwelling units shall be located,. within the established development activity envelope. b. Only one employee dwelling unit shall be allowed on each parcel. Agricultural outbuildings that include a 500 square foot employee dwelling unit, shall be allowed, provided the structure and use must meet the requirement of Section 3-8.13(a)(5) of the Land Use Code (i.e., the dwelling unit will not interfere•with agricultural uses of the outbuilding). A detached employee dwelling unit (i.e. free standing up to 1,200 square feet) shall be allowed on each parcel subject to the requirement of Section 3-8.13(b)(4) of the Land Use Code (use of the property constitutes a bona fide agricultural operation). If a detached employee dwelling unit is constructed pursuant hereto any existing unit shall be eliminated prior to obtaining a certificate of occupancy for the detached unit. Any attached unit hereby approved shall also comply with Sections 3-8.13 (a) 2, 3, and 4 of the Land Use Code Detached units shall comply with Sections 3-8.1'3 ~(b) 3 and 5 of the Land~Use Code. c. No structures, accessory uses, or vegetation manipulation other than approved by the wildlife management plan shall be allowed outside of the development activity envelope. d. Applicant shall provide a detailed wildlife management and enhancement plan, and maintenance program prior to final plat submission. The goals of the plan include the following- 1) Provide and secure migratory corridors for seasonal (Fall and Spring) movements and maintain -these corridors. 2) Provide and maintain Winter and Spring ranges for migrating and resident individuals. 3) Secure and maintain Fall reproduction areas for resident animals and provide protection against human disturbance to assure reproductive success. 4) Secure and maintain calving and fawning areas to maximize newborn survival. 5) Improve vegetation condition in order to minimize seasonal habitat losses, and improve wildlife habitat diversity. 6) Enhance significant riparian habitats within the Ranch by controlling vegetation types, wildlife diversity and activity, floodplain activities, and water body planning. 7) Provide and secure habitats for multi-species use within the Ranch (both game and non-game animals). 8) Use an education program to improve human concerns towards wildlife habitats and reduce human disturbance to wildlife. i#~3p203 i>3/~?II/`~,1 l : ~b Rec `>'. p~? At a minimum the wildlife management plan shall address, but not be limited to the following: 1) Limits of agricultural activity consistent with proper wildlife levels. 2) Locations and types of fencing to maintain wildlife viability consistent with Division of Wildlife approvals. 3) No domestic dogs shall be allowed. 4) Scheduling use of certain trails or critical area so as to minimize conflict with wildlife at critical times of year and limitation on the creation of new trails within critical wildlife areas. 5) Control of construction activity and personnel to minimize disturbance of wildlife; specifically construction workers and maintenance people shall .not carry firearms or br;na aocrs_to _from, or at 6) Prohibition of snowmobiles and all-terrain type vehicles, with the exception of one each for the Ranch Manager. Pedal bicycles, mountain bikes and other motorcycles shall be allowed only on roadways and driveway access as approved on the Final plat. 7) Maintaining availability of open water sources (including ditches) for wildlife pursuant to the wildlife management and enhancement plan. 8) Development of an on-site enforcement and monitoring program by the project wildlife consultant to ensure that the wildlife elements are permanently maintained and enhanced. f. The following development activity envelopes shall be approved with the amendments set forth below. All envelopes are approved with the condition that the .applicant shall use existing access roads as driveways. The representation of the applicant that the existing roads will not require additional cuts and shall be upgraded only through regrading, construction of retaining structures to stabilize existing cut slopes, and an overlay of acceptable surfacing shall be enforced by the County Engineer when issuing driveway access permits. Each driveway must meet County standards. An "access permit" is required prior to any •road improvement or~issuance of a building permit. Envelope 2 (a) and (c) are approved. Approved with the same existing road condition as listed for Lot 1. Envelope 2(b) shall require additional 1041 review for the access roadway given that a portion of the proposed access drive crosses 30$ slopes. Envelope 3 (a) is approved. Envelope (b) shall be subject to the same condition as Envelope 2(b). Both envelopes shall comply with the road condition established for Lot 1 relative to existing roads. Envelope '4 (a) through (c) are approved with the same condition as established in Lot 1 for existing roads. Envelope 5 (a) and (c) are approved as proposed with the condition for existing roads established for Lot 1. Envelope 5(b) is approved with a modified access driveway plan which does not encroach on 30$ slopes. Envelope 5(d) shall be eliminated. Envelope 6 (a) through (c) are approved using existing roads as access drives with the condition as listed for Lot 1. The proposed alternative access roadway (shortcut) which crosses 30$~ slopes must be separately reviewed for 1041 and if approved the existing road must be reclaimed and revegetated. Envelope 7 (a) is approved. Envelope 7 (b) will only be included on the Final Plat if all three (3) wildlife experts can agree in writing, to be submitted at final plat, that the envelope is appropriate. Envelope 8 .(a) through (c) are approved. In the case of 8 (c), the approved is granted with the existing road condition as established for Lot 1. Envelope (c) is approved with an alternate access which does not cross 30~ slopes. Envelopes (d), (e), (f) and (g) are approved with the condition for existing roads established for Lot 1. Prior to issuance of a building permit for envelope 9g, owners or Applicant shall be required to prove adequate on-site fire protection. as established by the Snowmass/Wildcat fire Protection District and the Applicant. Envelopes 10 (a) and (b) are approved with the condition as established for Lot 1 regarding existing roads. Envelope 11 (a) is approved. Envelope 12 (a) and (b) are approved with the condition that they be redesigned to avoid the 100-year floodplain area. Prior to issuance of a building permit for envelopes 12a and 12b, the owner or Applicant shall be required to prove adequate on-site fire protection as established by the Snowmass/Wildcat Fire Protection District and the Applicant. g. A homeowners association shall be formed which is responsible for financing an ongoing wildlife management program. The wildlife management plan and associated financing shall be incorporated into the subdivision covenants. and shall be a condition~of 1041 approval through a separate agreement with the County. ~ld~ ~ h. Roofs on primary residences will be made of fire- retarding materials. ~~ i. Chimneys will be equipped with approved spark arresters. j. All representations of the Applicant shall become conditions of approval. 5. At such time the ,County deems it necessary, the Snowmass Creek and Wildcat .Way intersection shall be widened. The applicant or future owners shall pay their fair share cost for the improvement of the intersection. The fair share. cost shall b_e determined by the County Engineer. d. The Applicant shall grant the County a construction license necessary for a new entrance to the County Landfill. The applicant shall develop said license with the County prior to signature of the subdivision exemption plat. e. The Applicant shall grant to the County an easement to construct, operate and maintain a well to serve_the 35 acre employee parcel and the landfill at the location shown, provided, however, the County shall be required to obtain all water rights which may be required to utilize the well, including without limitation, the adjudication of any required augmentation plan. Applicants make no representation or warranty that the legal or physical water supply or the well will be sufficient for the County's intended purposes. The Applicant shall grant to the County easements from the well" to the 35 acre employee housing parcel and the County landfill. These easements shall be established prior to final plat. f. The Applicant shall deed a 35 acre parcel for employee housing to the County prior to signature of the final plat. Prior to the conveyance of the parcel, the Applicant shall establish restrictions as to the density, visual quality, and site development criteria for the parcel. 6. No homesites other than those located in Snowmass Creek shall be visible from the Snowmass Creek valley floor, Brush Creek Valley floor and/or West Village. 7. The Applicants shall .provide the following requirements of the Snowmass/Wildcat Fire Protection District. Said requirements may be modified as a result of an approved agreement with the fire protection district. If amendments to the following conditions are made through an agreement with the district, the agreement shall be submitted in written form at final .plat submission. a. The developer recognizes the need for additional fire hydrants on the property for wildfire and will commit to four additional hydrants. All development and construction contracts will be bound to these specifications. General: 1. The Owner, contractors and sub-contractors shall, during the term of the contracts for construction, comply with the "Colorado Air Quality Control Act," Title 25, Article 7, CRS and regulations promulgated thereunder. Specifica lly: { " 1. Dust control - Take reasonable measures to prevent ° F unnecessary dust. f 2. Prewettinq - Irrigate or prewet materials in excavation areas prior to removal for placement. 3. Access - Moisten dirt roads used for hauling and transportation with water or apply a chemical dust suppressant to control dust. 9. Dust Palliative - Furnish and apply a dust palliative E on portions of the roadways for transportation and haul at the locations and in the amounts called for in t-he construction documents for specific improvement projects. Dust- palliative shall consist of water or a dilution of water and emulsified asphalt, magnesium chloride, or other approved substance. Spreading shall be done with acceptable sprinkling equipment. Emulsified asphalt shall conform to requirements of subsection 702.09 of "Standard Specifications for Road and Bridge Construction," CDOH, 1986. 5. Transit - Cover dusty materials in transit when necessary Co prevent blowing. 6. Pollution Control - Prevent the pollution or contamination of drainage ways and watercourses by sediment, debris and other substances resulting from prewetting and fugitive dust control. 7.
