Agreements never finalized. As per Ellen Anderson, Emergency Management
Coordinator "Pitkin County completed planning phase and presented findings to
homeowners. Pitkin County was reimbursed by grants for planning phase. However,
homeowners never acted on implementation phase. Project terminated for lack of action
by homeowners."
RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF PITKIN COUNTY, COLORADO
APPROVING ADOPTION OF
INTERGOVERNMENTAL AGREEMENT FOR
PARTICIPATION IN
EMERGENCY FIRE FUND
WITH
COLORADO STATE FOREST SERVICE
RESOLUTION No. 111 2006
1. Colorado law identifies the Sheriff as the fire warden for the County and the individual
ultimately responsible for controlling and extinguishing wildfires on private and state lands within that
County. The Colorado State Forest Service (CSFS) aids the Sheriff and County fire departments by,
among other functions, facilitating interagency mutual aid agreements.
2. The Emergency Fire Fund (EFF) was established in 1967 as a mutual aid resource between
counties and CSFS. Participation is voluntary, and currently 43 counties participate using a formula
based on the amount of private watershed and assessed vaiuation
3. The EFF has undergone a major revision in 2006 and now, as an Intergovernmental
Agreement, requires formal adoption by the Board of County Commissioners.
4. This revised EFF is the first major revision since 1990, and includes the following changes:
. Format changed from a CSFS form to an intergovernmental Agreement
. Content incorporates previous amendments
. Identifies an agreement years as May 1 through April 30
. Provides for other entities to participate in the EFF
. Moves the budgeting advice letter forward one month from September to August
. Clarifies distribution of the EFF funds subject to State Fiscal Rules
. Ciarifies that, should the State Forester be unsuccessful in efforts to obtain additional
funding, fire control costs remain the County's responsibility
. Clarifies breach of contract due to lack of payment of annual assessment
. Identifies fund balance distribution should the EFF fund b e terminated at request of the
majority of the participating counties
. Adds a paragraph concerning fire cause determination
. Upon date of last signature by County and CSU, the revised agreement supersedes all
prior agreements
. Adds Attachment C - Annual targets for EFF.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pitkin County,
Colorado, to adopt this "Intergovernmental Agreement for Participation in Emergency Fire Fund with
Colorado State Forest Service".
