Alan,
This is a follow-up to my site visit of September 20, 2005. I understand that the mobile `
home that you own in Woody`Creelc Mobile Home Park is forced to relocate to another
location within the Park due to actions of the Aspen Pitkin County Housing Authority.
According to'codes adopted by Pitkin County, a building which is moved to another
location is required to be brought up to current code standards. Because of these unique
circtunstances, which were enacted to increase the overall safety level of the Park, I will
continue to "grandfather" the status of your mobile home on the condition thaf'you agree
to make certain minimtun safety, improvements.
The improvements are as follows:.l) provide both bedrooms with egress windows that
meet the minimum standards of International Residential Code section R310; 2) install
smoke alazms at locations that comply with IRC secfion R313; 3) call for an electrical
inspection by the County electrical inspector to verify that,the polarity of all receptacles
is correct and that the service panel is properly grounded; and have any deficiencies that
he notes corrected. I am including copies of the code sections that I mentioned above..
If this is. acceptable to you, please take out a building repair permit before making these
improvements. You need not pull an electrical permit for the electrical inspection, but an
hourly fee. will be charged for time spent. Once you have passed the final inspections, we
will be able to issue a Letter of Completion, which will enable you to move the mobile
home to its new location within the Park. ,

8310.1 Emergency escape and rescue required. Basements
with habitable space and every sleeping room shall have at least one openable emergency
escape and rescue opening. Where basements contain one or more sleeping rooms,
emergency egress and rescue openings shall be required in each sleeping room, butt shall
not be required in adjoining areas of the basement. Where emergency escape and rescue
openings are pro-vided they shall have a sill height of not more than 44 inches (1118
mm) above the floor. Where a door opening having a threshold below the adjacent
ground elevation serves as an emergency escape and rescue opening and is provided with
a bulkhead enclosure, the bulkhead enclosure shall comply with Section 3 f0.3. The net
cleaz opening dimensions required by this section shall be obtained by the normal
operation of the emergency escape and rescue opening from the inside. Emer-gency
escape and rescue openings with a finished sill height be-low the adjacent ground
elevation shall be provided with a window well in accordance with Section 8310.2.
8310.1.1 Minimum opening area. All emergency escape
and rescue openings shall have a'minimum net clear opening of 5.7 square feet (0.530
mz).
Exception: Grade floor openings shall have a minimum net clear opening of 5 square
feet (0.465 mz).
8310.1.2 Minimum opening height. The minimum net
cleaz opening height shall be24 inches (610 mm).
8310.1.3 Minimum opening width. The minimum. net
clear opening width shall be 20 inches (508 mm).
8310.1.4 Operational constraints. Emergency escape and
rescue openings shall be operational from the inside of the room without the use of keys
or tools.

8310.4 Bars, grills, covers and screens. Bars, grills, covers,
screens or similar devices aze permitted to be placed over emergency escape and rescue
openings, bulkhead enclosures, or window wells that serve such openings, provided the
minimum net clear opening size complies with Sections 8310.1.1 to 8310.1.3, and such
devices shall be releasable or removable from the inside without the use of a key, tool or
force greater than that which is required for normal operation of the escape and rescue
opening.
[F] 8313.1 Smoke alarms. Smoke alarms shall be installed in the following locations:
1. In each sleeping room.
2._Outside each sepazate sleeping area in the immediate vicinity of the bedrooms.

3._On each additional story of the dwelling, including basements but not including crawl
spaces and uninhabitable attics.7n dwellings ordwelling units with split levels and
without an intervening door between the adjacent levels, a smoke alarm installed on
the upper level shall suffice for the adjacent lower level provided that the lower level
is less than one full story below the upper level.
