Minutes OPEN SPACE AND TRAILS BOARD MEETING OF JANUARY 22, 2004 Plaza One Conference Room Board Members Present: Tom Cardamone, Rick Neiley, Bill Fales Others Present: Dale Will, Barb D' Autrechy, John Ely, Martha Cochran Rick Neiley called the meeting to order at approximately II :00 a.m. APPROVAL OF THE MINUTES The minutes of January 8,2004 were approved. STAFF COMMENTS Crystal Valley Trail Dale informed the OSTB that the meeting the Carbondale Town Council went well. The Council is interested in building the trail linking their current system to Prince Creek Road. The Town's Public Works Director, Larry Ballinger, hopes to be able to build the trail, using in-house labor and equipment and donated materials, for $10 a linear foot. Larry and Dale will go back to the Town Council with an implementation plan in one month. Dale noted that there would be a gap of about I mile to get the trail from Prince Creek to the Pitkin County line. This section includes the only bridge across the Crystal River for this phase of the trail. Dale noted that Garfield County has recently granted $30,000 to the LOV A Trail and $30,000 to the Rio Grande Trail. He thought there might also be a possibility for funding from Garfield County for this segment ofthe Crystal Trail. All agreed that State Trails funding should also be sought. Dale said that he has asked Tom Newland to prepare a scope of work for seeking a permit from CDOT and 1041 from the County for Phase I ofthe trail. Hilary told Dale that he could contract Newland as a sole source, since he has already done so much of the work involved in this project. Holy Cross Energy/Mills Property Dale informed the Board that he did another site visit to the Mills property to look at where the poles for the overhead transmission lines crossing the river would land. A representative from the Elected Official Transportation Committee (EOTC) and the City were on hand, as well as Holy Cross representatives and Cindy. The preferred location would require a small takings ofthe Mills property at the top of the slope. Dale informed the Board that there is consideration of cutting into the slope so that the poles would not come up so high, but that land use code issues are obstructing that alternative. Staff is awaiting renderings of the poles in the new location. I . . . . BOARD COMMENTS Tall Trees at ACES! Tom shared with the Board that ACES recently learned that it hosts the tallest known narrow leaf cottonwood in the state at 109 feet! Jerome Park Trespassing Issues Bill said that the trespassing issues on Jerome Park have been getting worse. He said that the County has helped to address it by giving the signs to post on the property, but that there continues to be dumping, partying, sledding and other trespassing problems. The DOW recently arrested someone for poaching on the property. The parents of a kid that broke his collarbone sledding on the property called up Mark Nieslanik to complain. Bill said that Garfield County plows the road in the winter as far as the Nordic ski area parking lot, but that someone is plowing the road beyond that. Bill said that he may talk to Brian Pettet about the possibility of closing the road past the nordic ski area in the winter. Nordic Tracks on the Rio Grande Rick asked who set the nordic track on the Rio Grande through Woody Creek. Dale answered that the Aspen/Snowmass Nordic Council then set it with Dale's permission. Barb added that she received a call from a woman who identified herself as a Woody Creek resident that thanked staff for setting the nordic track and reported that it has been getting a lot of use. Rick said that he was plarming on following-up with Paul Rudnick regarding the winter maintenance issue. EXECUTIVE SESSION The Board voted unanimously to move into Executive Session at II :47 a.m., in accordance with CRS 24-6-402(4)(a)(b) and (f), for the purpose of discussing acquisitions, litigation, and personnel. The Board adjourned Executive Session at 2:17 p.m. REGULAR SESSION Rick made a motion to recommend an expenditure of $15,000 for the County to be a co-grantee with the Aspen Valley Land Trust on a conservation easement over a 25-acre parcel owned by the Parkers and for an option on a trail easement beginning at Emma Road and traversing two parcels owned by the Parkers before entering BLM land.
