RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY,
COLORADO, APPROVING THE ASPEN CONSOLIDATED SANITATION DISTRICT GROWTH
MANAGEMENT EXEMPTION FOR CIVIC AND INSTITUTIONAL USES FOR CONSTRUCTION AT
THE WASTEWATER TREATMENT FACILITY

RECITALS
1. The Aspen Consolidated Sanitation District ("Applicant") has applied to the Pitkin County Board of County
Commissioners for a Growth Management Exemption for Civic and Institutional Uses for construction of a
new maintenance garage and expansion of an existing aeration building to accommodate an additional aeration
basin at the wastewater treatment facility. The ACSD has also applied to upgrade technologies and retrofit
existing operations to increase efficiency of the facility and accommodate increasing peak demand capacities.
Total floor area for the proposal is 8,720 square feet.
2. The wastewater treatment facility is located at 400 Service Center Road, (within the UGB). PlD# 2643-353-
00-854 (Legal Description, Attachment A).
3. The parcel is approximately 8 acres and is non-conforming in size in the AR-1O zone district.
4. The wastewater treatment facility and new construction is and will be visible from adjacent neighbors
however, the visual impacts can be minimized if the conditions outlined below are complied with.
5. The BOCC considered this application at a duly noticed public hearing on October 11, 2006 at which time
evidence and testimony were presented with respect to this application.
6. The BOCC has determined that the proposed application meets the criteria established in Section 6-30-120 of
the 2006 Land Use Code, and therefore finds the proposal to be appropriate.
NOW, THEREFORE, BE IT RESOLVED by the Pitkin County Board of County Commissioners that they
hereby approve the Aspen Consolidated Sanitation District request for an Exemption for Civic and Institutional
Uses for construction at the wastewater treatment facility to upgrade technologies and increase floor area subject to
the conditions outlined below:
I. The Applicants shall adhere to all material representations made during the application process.
2. The Applicant shall meet all necessary requirements of the Aspen Fire Protection District including
submittal of a wildfire mitigation plan. A 20,000 gallon fire suppression water tank shall be installed. The
Applicant may use the nearest fire hydrant in lieu of the tank provided it meets the satisfaction of the
Aspen Fire Protection District.
3. The Applicant shall pay appropriate road impact fees at the time of building permit issuance.
4. Drainage and erosion control plans shall be submitted at the time of building permit acceptable to the
Planning Engineer.
5. The Applicant shall prepare a construction management plan acceptable to the County Engineer.

6. The new structures shall be consistent in style, color, and height of the existing structures. New structures
shall meeting County lighting requirements.
7. Failure to comply with this condition of this approval may result in revocation of this approval, or any
subsequent permit(s) or approval(s) related to this property, or vested rights associated with this
property.

September, 2006.

This project shall meet all of the codes and requirements of the Aspen Fire Protection District.
This includes but is not limited to Fire Department Access (intemational Fire Code 2003
Edition Section 503), Tuming around of fire apparatus (IFC Section 503.2.5), an approved fire
sprinkler system shall be provided (IFC as amended Section 903). Water supply, a minimum
of 20,000 gallons (IFC Section 508), and detailed wildfire mitigation plans for both
landscaping and structural standpoints shall be submitted.
I have spoken to the owner's representative, Carolyn Sullivan of JV A Consulting Engineers,
regarding the Installation of an approved fire sprinkler system.
Also confirmation of the proximity of the nearest fire hydrant will mitigate the 20,000 gallon
water supply requirement.
Please have the applicant contact the Fire Marshal's Office for specifications on the above
requirements.
