An existing septic system may require expansion to accommodate the proposed addition. A determination regarding expansion shall be made by the Environmental Health..Department prior to issuance of a building permit. REQIIEST: Glenn Frey is requesting approval of an administrative 1041 Geologic, Wildlife and Floodplain Hazard Review. The applicant proposes to construct an addition of approximately 1,869 square feet of floor area to an existing single family residence which is approximately 3,566 square feet in size. The site is adjacent to Snowmass Creek and is therefore impacted by the 100 year floodplain and riparian area associated with the Creek. The site contains slopes exceeding 30% in grade, Elk Winter Range, and potential avalanche. and rockfall hazards,. __ 1041 REVIEW , Floodplain - A Floodplain report. prepared for the applicant by Schmeuser Gordon Meyer indicates 'that a portion of the existing residence lies within the floodplain and that the proposed addition lies one foot, eight inches .above the 100 year flood elevation. The County Flood Administrator has reviewed the report and concurs with its' findings. As the proposed addition is located above the flood elevation, mitigation is achieved through avoidance. Prior to issuance of a building permit, the applicant will be required to file a "Development Within Floodplain Permit" with the County Flood Administrator. Wildlife Habitat - The residence is located on a flat river. plain. Slopes to the west of the resdence,'outside of the building envelope, contain elk winter range habitat. Randy Cote, of the Division of Wildlife, has confirmed that the development area lies outside of the winter range area. Nonetheless, dogs on the property should be kenneled and/or leashed to mitigate development impacts. There is little to no riparian vegetation along the Creek. However, Staff recommends that the area within the designated floodplain be protected in its natural state, (to the extent that it still exists in a natural state) with the exception that footpaths, irrigation structures and flood control devices may be constructed thereon. Geologic Hazards - The parcel contains slopes exceeding 30% in grade, potential avalanche and rockfall hazards. The existing residence and addition lie outside of excessive slope areas. They are, however, susceptible to minor snow sliding and rockfall hazards. High ground water conditions may also exist, due to proximity to the Creek. Consulting geologist, Nicholas Lampiris, recommends that the addition be designed to minimize rockfall and snowslide hazard at the base of the hillside, and to consider high ground water conditions. He recommends the following mitigation measures: 1. Positive drainage around the addition; 2. Placement of a strong log wall at the rear of the addition, able to withstand the impact of 300 pounds per square foot; 3. No windows on this rear wall from ground level to four feet above finished grade; 4. Approval of foundation design by a registered professional engineer; The Frey residence was constructed in 1977, prior to enactment of County 1041 Review legislation. If the residence was being constructed today, Staff would recommend an alternate building site, or a reduced building site, if possible, to avoid flood and geologic hazards. However, given that the residence is already constructed within these hazard areas, and that the proposed addition does not create an additional, or increased exposure to hazard, Staff recommends approval. Construction of a fortified wall at the rear of the residence will provide mitigation which doesn't currently exist for the residence, thereby improving the situation, rather than increasing exposure. GENERAL A bandit dwelling unit exists on the Frey property. The applicant understands that prior to submittal of an application for any building, excavation or foundation permits, an application. must be made to the County to legalize and deed restrict the unit, pursuant to Section 3-8.13 of the Land Use Code, or the unit must be removed or modified so as to make it uninhabitable. -..F _ _ .~ ,, ~~, FINDINGS' 1. The proposed addition is located above _the 100. year flood elevation of Snowmass Creek. 2. The development area lies outside of the Elk Winter Range area. The applicant has provided a draft site plan. 5. The County Attorney is satisfied that the property was legally created and has not merged with any contiguous lots. 6. The property is currently in non-compliance with County regulations due to the existence of an illegal dwelling unit. RECOMMENDATIONt Pursuant to sections 5-400.3(b) and 5-400.5(b) of the Land Use Code, the Planning Director is authorized to approve a site plan and application for a Minor 1041 Hazard review. The findings of our work and recommendaflons for the foundation design aze presented in this report. The work was done in accordance with our agreement for geotechnical engineering services t~ Glenn Frey, dated January 14, 1993. Additional site visits were required due to the shallow groundwater' encountered during excavation. Percolation testing for the expanded `septic system was also performed in addition to our original agreement. The progosed addition is a two story log structure with aslab-on-grade lower floor similar to the existing residence. Foundations were designed based on an assumed soil bearing pressure of 2000 psf. Three percolation pits were excavated in the proposed septic field addition azea and the holes were soaked on Mazch 17, 1993. The percolation tests were performed on March 18, 1993. The results are shown on Table I. Groundwater was at about 3 feet below the ground surface at the time of the percolation tests. Based on our observations of the perwlation test holes we believe that a percolation rate of about two minutes per inch is representative of the exposed gravel soil. A snow avalanche from the steep slope west of the site impacted the caretaker's cabin directly north of the existing garage at about 5:30 AM on Mazch 18, 1993. No damage to the cabin was observed. Several other avalanches occurred throughout the day of Mazch 18. We met with Ark Mears at the site on March 23, 1993. He recommended that the west wall of the addition '' be designed to resist avalanche impact and concluded that a rockfall hazard may also exist at the site. The rockfall hazard .will be further evaluated by Mr. Mears when the hillside is clear of snow. Amember of the ara group of companies Glenn Frey April 22, 1993 Page 2 The shallow groundwater created excavation problems for the contractor. We recommended that the excavation be dewatered by excavating sumps outside the excavation. The sumps should be pumped continuously until the unsuitable materials along the west side of the excavation could be excavated and. screened rock. could be placed to re-establish the footing grade. The screened rock would provide a stable working surface on which to form footings. At the time of our final visit to the site, the foundation excavation had been cut in two levels from 4 to 6 feet below the adjacent ground surface. The soils exposed in the bottom of the excavation consisted of slightly silty sandy gravel in the main part of the addition azea south of the existing garage. The soils exposed on the west side of the excavation along the side of the existing garage consisted of cobbles and small boulders in a slightly sandy, organic silty clay matrix. Results of swell-consolidation testing performed on a sample of the clay matrix material taken from the site are shown on Fig. 1. The results indicate that the clay matrix is moderately to highly compressible. The cobbles and boulders will provide support for the footings. The results of a gradation analysis performed on a sample of gravel (minus 3-inch fraction) obtained from the site are presented on Fig. 2. Groundwater level was at about 2 1/2 feet below the surrounding ground surface and pumps were operating to lower the water level to below excavation grade. Screened rock was being placed over the subgrade to re-establish design footing grade at the time that we left the site. Considering the conditions exposed in the excavation and the nature of the proposed construction, spread footings placed on the undisturbed natural gravel soil or on compacted screened rock fill designed for an allowable soil'bearing pressure of 2000 psf should be adequate for support of the proposed residence. The west retaining wall footing should be designed for 1500 psf due to the softer subgrade. The allowable soil bearing pressure for the retaining wall footing can be increased by one third in the toe area. Footings should be a minimum width of 16 inches for continuous walls and 2 feet for columns. loose and disturbed soils encountered at the foundation bearing level within the excavation should be removed and the footings extended down to adequate natural bearing material. As an alternative, screened rock can be placed below footing grade to provide a drainage layer so that footings can be formed in the flry. Exterior footings should be provided with adequate soil cover above their bearing elevations for frost protection. Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 12 feet. Foundation walls ' acting as retaining structures should be designed to resist a lateral earth pressure based on an equivalent fluid unit weight of 45 pcf for backfill consisting of the on site granulaz material. ' A perimeter foundation drain may be needed to prevent temporary buildup of hydrostatic pressure behind the retaining wall on the west side of the addition and prevent wetting of the adjacent living area. Structural fill placed within floor slab azeas can consist of the on-site granular soils compacted to at least 95% of standard Proctor density at a moisture content neaz optimum. Backfill placed azound the structure should be compacted and the surface graded to prevent ponding within at least 10 feet of the building. Chen~Northern, Inc. This study is based on the assumption that soils beneath the footings have equal or better support than those exposed. The risk of foundation movement may be greater than indicated in this report because of possible variations in the subsurface conditions. In order to reveal the nature and extent of variations in the subsurface conditions below the excavation, drilling would be required. It is possible the data obtained by subsurface exploration could change the recommendations contained in this letter. (4) On August 22, 1977, I made an inspection of the. property to make sure of its location as it was proposed to be built.
