OPEN SPACE AND TRAILS BOARD OF TRUSTEES
MINUTES, MAY 9,1991
PRESENT: ALICE DAVIS, CRAIG WARD, BOB CHILD, MARK FULLER, JON
MULFORD, BECKY SPARKS
Mark confirmed that public meetings have been set for the 16th of
May at the Snowmass Community Center and for the 23rd of May at
the Church at Redstone. Two hours have also been reserved (10-12
AM) for an initial presentation of the Board's findings and
recommendations to the BOCC.
There was some discussion of getting further input from the
Planning Office regarding appropriate lands and trails for
acquisition. Mark will meet with the Planning Staff at their next
staff meeting (May 17) to brainstorm their priori ties and to
consult with them on the Open Space and Trails Program planning
process. Craig asked if the Planning Office had any comprehensive
inventory of existing open space and trails resources. They do
not. There was some interest expressed in hiring staff to carry
out inventory and mapping work to provide this data.

Becky Sparks made a presentation on behalf of several
acquisitions in the Snowmass Village area, including the 7-Star
Ranch adjacent to the ROdeo Lot, the Zeigler Lake area or at
least the trail around the lake, and the East Village area at the
boundary of the already-built-up area.
There was a discussion of the land and trail priorities as
described in the most recent memo from staff (MF to Board,
April 23, 1991). There was general agreement although there was a
strong feeling that the Board's preference for the acquisition of
the Rio Grande Right of Way as their top trail priority was
understated. There followed a discussion of how acquisition
priorities should be presented to the BOCC and the public. There
was broad concern that landowners and the BOCC should not read
about deliberations regarding individual properties in the
newspaper before being privately informed of the Board's
interests. The strategy for doing this without extensive
executive sessions or confusion is a delicate matter. Should the
Board decide on 4-5 top priorities and then inform landowners
privately, and if so, should they do so before or after meeting
with the BOCC? Alternatively, should we publicize all of the
properties that have been discussed without prioritization as a
way of diluting the response from landowners and the public?
Should there be some form of pre-negotiations with landowners in
the form of a generic "letter of interest"? This issue may
become more acute as media interest in the deliberations of the
Board grow. It was determined that Reid and Tim Whitsitt would be
asked to come to the next meeting to consult with the Board on
this issue.

Jon Mulford made a conceptual proposal that he be retained on a
commission-only basis as a negotiator/acquisition agent for the

Board. He said that his experience with open space acquisitions
and his legal and real estate expertise plus his local knowledge
would make this a low-risk approach to giving the Board some
additional staff resources. There was no decision made pending a
written proposal from Jon. There was some follow up discussion
regarding the need to determine, in cooperation with the BOCC, a
logical sequence of identifying, negotiating and acquiring open
space. It was recalled that in Boulder the staff negotiates and
then takes an offer that is agreeable to the Open Space Board and
the owner to the BOCC for ratification.

Alice asked that the members present list their top 4-5
priorities as a way of determining the unanimity of the Board on
acquisitions. Alice's priorities were the D & RG ROW, the Joy
Smi th Property, the Maroon Valley Property, the Garrish Park
connector, and the Hunter Creek properties. Craiq's top
priorities were the D & RG ROW, the Klein property in Redstone,
the Garrish Park connector, the Aley/Benedict Hunter Creek
Properties and maintenance of the lower Hunter Creek Trail. Bob's
top priorities were the Mills Property, the Cozy Point Ranch, the
Garrish connector and the Klein property.
