OPEN SPACE AND TRAILS BOARD OF TRUSTEES
MINUTES, MEETING OF OCTOBER 17, 1991
Mark reviewed the meeting to update the County Commissioners on
Open Space and Trails issues that was held on October 14. In
general the BOCC was very supportive of both the methods and the
actions of the Open Space and Trails Board and encouraged us to
continue along current lines. Two important issues were brought
up. The first was the use of Open Space and Trails funds to
support maintenance and improvements to existing open space and
trails assets. The BOCC made it clear that they were not in favor
of using Open Space resources for programs, projects or activities
that were not clearly the responsibility of the Open Space and
Trails program. We also discussed the potential controversy over
acquisition of the Rio Grande Right-of-Way for trails purposes. The
BOCC I s position is that rail and trail uses of the ROW are not
incompatible and that an effort to secure the ROW by the Open Space
and Trails program would be supportable as long as the joint use
potential of the ROW is maintained and not foreclosed by trail
development.
This led to a further discussion of strategies for acquiring the
Rio Grande ROW. It was decided to contact Rails-to-Trails, the
nationwide non-profit group dedicated to converting unuse<i rail
corridors to trail uses, to sound out strategies for negotiating
with the railroad. Mark or Chris will contact Rails to Trails and
discuss a possible meeting to discuss our circumstances and
alternative methods for proceeding.
There was a brief discussion of the status of development on the
Reeder/Tucker/Johnson/Gramiger properties. Hans Gramiger has
apparently approached adjacent landowners with a proposal to
dedicate a trail along Seventh Street between his property and Main
Street as an alternative to a trail easement parallel to East
Hopkins. Also Tucker is continuing development work on the trail
and the entrance to his property. Lyle Reeder is apparently back
in town but has not yet responded to our counteroffer for the trail
alignment on his property.
Craig and Chris reviewed the most recent discussion with Kittle
and Arbaney regarding the acquisition of their property and a trail
alignment near Holland Hills. Arbaney agreed to include a trail
easement at the $180,000 price along Highway 82. Craig has drafted
a contract for review, but a number of issues remain to be worked
out and discussions with Kittle plus a complete contract review by
the County Attorney will take place over the next week.
There being no further business, the meeting was adjourned.
